Crisis narratives surrounding Europe’s 2015 migration influx fuelled demands for new ways of tracking, mapping and predicting human mobility. We explore how market opportunities for technology firms and data analytics start-ups created by the EU’s Global Approach to Migration led to solutionistic approaches to compiling and analysing migration statistics. We show that initiatives such as the rebranding of existing platforms and services as migration prediction systems are consolidating policy conceptualisations of migration as risk. Despite the promise of greater granularity, this “big data approach” cannot offer greater certainty about who is on the move and why. Instead such approaches are ill-suited to understanding the complex dynamics of migration and to offering protection to vulnerable people. The marketisation of migration statistics through big data offers a key case for advancing progressive approaches to both migration statistics and global data justice.  相似文献

Landscape connectivity networks are composed of nodes representing georeferenced habitat patches that link together based on a species’ maximum dispersal distance. These static representations cannot capture the complexity in species dispersal where the network of habitat patch nodes changes structure over time as a function of local dispersal dynamics. Therefore, the objective of this study is to integrate geographic information, complexity, and network science to propose a novel Geographic Network Automata (GNA) modeling approach for the simulation of dynamic spatial ecological networks. The proposed GNA modeling approach is applied to the emerald ash borer (EAB) forest insect infestation using geospatial data sets from Michigan, U.S.A. and simulates the evolution of the EAB spatiotemporal dispersal network structures across a large regional scale. The GNA model calibration and sensitivity analysis are performed. The simulated spatial network structures are quantified using graph theory measures. Results indicate that the spatial distribution of habitat patch nodes across the landscape in combination with EAB dispersal processes generate a highly connected small-world dispersal network that is robust to node removal. The presented GNA model framework is general and flexible so that different types of geospatial phenomena can be modeled, providing valuable insights for management and decision-making.  相似文献

Policy entrepreneurs are thought to be instrumental in agenda change, yet we lack knowledge of how legislators perceive their role in the agenda formation process. Using data from a national survey of state legislators, we examine whether entrepreneurs shape the legislative agenda on disaster preparedness and relief, which types of entrepreneurs are most influential, and what strategies they use in their interactions with legislators. The results indicate that legislators who report contact with policy entrepreneurs are more likely to have introduced related legislation, evidence of the important link between entrepreneurs and policy change. While entrepreneurs utilize a variety of different strategies, the analysis reveals policymakers are particularly receptive to entrepreneurs who provide new and reliable information. This finding suggests the influence of entrepreneurs lies not only in their ability to define problems and build coalitions, but also in their distinctive ability to provide information to elected officials, an important role that has largely been overlooked by existing literature.  相似文献

Abstract

In this paper I make two primary arguments. First, I argue that what makes totalitarian regimes distinctive and leads to their hyper-repressive atmosphere is ideology. Such regimes are totalitarian precisely because they are ideological. These regimes are thus better termed and understood as “ideocracies.” Second, I attempt to depict in precise terms how ideological regimes attack the human person to disable agency and responsibility. Numerous authors such as Václav Havel and Czeslaw Milosz have argued that living in an atmosphere saturated by ideological lies has a very profound effect on the human person. Very few authors, however, have even attempted to delineate how ideology does this work. First, I examine one such attempt by Hannah Arendt. Then I use the resources of phenomenology and the work of Robert Sokolowski to give my own account of how ideological thinking and ideological language attack human agency.  相似文献

The Belgammel Ram was found off the coast of Libya in 1964, and examined during 2008–9. The following techniques were used: surface non‐contact digitizing using a laser scanner, reflectance transformation imaging using polynomial texture mapping and hemi‐spherical harmonics, digital photogrammetry with dense surface modelling, structured light optical scanning, and X‐ray fluorescence analysis. For internal structure the ram was examined by X‐radiography and 3‐D X‐ray tomography. Metallurgical composition was studied by micro‐drilling and subjecting the samples to scanning electron microscope X‐ray micro‐analysis, micro X‐ray fluorescence and X‐ray backscatter. The lead isotope composition was analysed. The alloy has average percentage composition Cu = 86.9, Sn = 6.3, Pb = 6.6, and Zn = < 0.10. The Belgammel Ram is probably a Hellenistic‐Roman proembolion from a small military vessel or tesseraria. Despite the publication of several taxonomic studies during the last few years, our knowledge of bryozoans from the diversity hotspot of the Indo-West Pacific remains seriously deficient. Here we describe 11 bryozoan species, comprising two anascan- and nine ascophoran-grade cheilostomes, from the middle Miocene (Langhian–Serravallian) of Sedan in Central Java, Indonesia. Three ascophoran-grade cheilostomes, Characodoma multiavicularia sp. nov. Di Martino & Taylor, Stenosipora? cribrata sp. nov. Di Martino & Taylor and Lacrimula patriciae sp. nov. Di Martino & Taylor, are described as new species. All of the three extant species have an Indo-Pacific distribution today and two are here reported as fossil for the first time. Four species are left in open nomenclature, either because of the scarcity of available material or the absence of crucial morphological features. Two of these, placed in Cosciniopsis and Actisecos, are likely to be new, while Discoporella sp. represents the easternmost known record for this common free-living genus. A single species, Lacrimula asymmetrica Cook & Lagaaij, was already known from the early Miocene of the same region, although from a site further to the east.
