In this article, I examine the relationship between waste, revolt, and repression in Cairo's sanitation system from the early 20th century to the present. I coin the term infrastructural discontent in the sanitary city to describe how discontent slowly accretes around Cairo's sanitation system and becomes a powerful force in the city's politics—a force that can be mobilised for popular revolt and state repression. I detail three expressions of infrastructural discontent in Cairo's sanitation system, paying careful attention to the deeply related mundane and spectacular productions of these expressions. Tracing the formation of infrastructural discontent in the sanitary city, I show how resistance and repression are produced and contested in material infrastructural relations which contain the accretions of long‐standing struggles over colonialism, development, and uneven urbanisation. 相似文献

Abstract: Since 1855, the Babri Mosque in Ayodhya has been the source of sporadic clashes between Hindus and Muslims. After a thorough scrutiny of the available historical literature on the Mosque, this article argues that to regard it as the birthplace of the Hindu deity Rama is untenable and the notion was actually put into circulation by British colonial officials to serve British interests in the Indian subcontinent. Successive colonial administrations tried to strengthen their grip on South Asia by playing off one group against another in the name of caste, race, and, most importantly, religion. The ongoing Hindu‐Muslim conflict in India is largely the outcome of British policies. With their agenda of ‘divide and rule’ that aimed at consolidating their hold over the subcontinent the British tried to create a huge chasm between Hindus and Muslims. They labelled Muslims as the oppressors and Hindus as the oppressed, working to gain the support of the Hindu masses by provoking their hatred of the Muslims; and they strongly backed their religious and other claims in a vast amount of biased literature. How political actors choose which politics to focus on helps shape the outcome of the policy process. While the policy agenda of the federal government has received widespread attention, there is much less known about the policy agendas of the U.S. states. In this paper, we describe how and why states choose to have similar agendas. We rely on the Twitter activity of every state legislator in America to measure the attention that states pay to the categories developed in the Policy Agenda Project (PAP). We develop machine learning tools to measure the proportion of tweets from every state legislature from 2017 in each of the PAP policy topics. Our results show that states that the public-facing policy agenda of a state legislature is correlated with the level of legislative professionalism and the partisan and ideological politics of the state.
