Universities in inclusive regional innovation systems: Academic engagement and uneven knowledge use in Brazil

The purpose of this paper is to spatially and regionally examine academic engagement within Brazil, identifying patterns. Moreover, our investigation can contribute to a better understanding of how knowledge can be turned into a tool to fight regional inequality. We depart from two hypotheses: first, universities situated in peripheral regions interact more with companies from relatively more dynamic regions, and second, in the absence of industrial knowledge demand, universities tend to collaborate more closely with a diverse range of stakeholders in the region. To evaluate these hypotheses and find empirical evidence, we consider 4497 research groups and 4603 nonacademic organizations as “nodes” connected by 8830 collaborations throughout all Brazilian regions. Social network tools are used to illustrate the spatial and regional dimensions of academic engagement more accurately. The results show that academic engagement is not regionally homogeneous, demonstrating essential differences regarding local nonacademic partnerships. Innovation policies, which encourage only university–firm interactions, perpetuate regional inequality.

The founder of Revisionist Zionism, Ze'ev (Vladimir) Jabotinsky, believed that Zionism would create a new type of Jew. The youth organization that he headed, Betar Youth, used a variety of means to train its members to realize the vision of the “new Jew,” from physical and paramilitary exercises to learning and using the Hebrew language, from a certain code of behavior to making every effort to immigrate to Eretz Yisrael. Jabotinsky presented three figures as models of the new Jewish character: Herzl, who had brought the nation back into history; Trumpeldor, who personified the pure idea of pioneering and serving the nation; and Shlomo Ben Yosef, who, when sentenced to death by the British Mandate authorities, demonstrated strength and honor while in prison and went to the gallows with the Betar Song on his lips. These three men symbolized in their lives the idea of the “new Jew” – the antithesis to the figure of the ghetto Jew.

Making waves: The Royal Navy's management of invention and innovation in steam shipping, 1815–1832 1

Abstract

This paper explores the sources of invention and innovation in steam shipping, the distribution of funding and risk between the state and the private sector, and the Royal Navy's management of innovation, during the experimental period of steam power's adoption at sea. It identifies two intersecting channels through which steam‐related innovations reached the Royal Navy. First, “packages” of innovations were embedded in the marine engines that were commissioned by the Navy from private engine‐making firms. Secondly, the Navy was spontaneously offered a gamut of ideas and inventions, which varied enormously both in potential importance and in degree of development. Although the mechanisms for dealing with these two channels were different, the end result was much the same ‐ in minimizing both the expense and the risk borne by the public sector. It was principally the private sector that was funding scientific and technological development in this sphere. Recognizing its own lack of expertise and consequent hazard, the Navy Board was developing a systematic yet flexible method of assessing steam‐related inventions ‐ which appears to have served it well.     

The Sense of Oklahomaness: Contributions of Psychogeography to the Study of American Culture

What the authors are calling “Oklahomaness” is meant to evoke that (psychogeographic) feeling of what it is to be Oklahoman, both as experienced by Oklahomans and by those outside Oklahoma as well. While this study will delineate Oklahomaness per se, the authors hope that it will stimulate the reader's imagination so that the reader might take from it a new way of looking at, and feeling into, the human sculpting of natural and social space.     

A Late Holocene Tsunami at Basta Voe,Yell, Shetland Isles

A distinctive sand layer enclosed within Holocene peat is described from Basta Voe, Isle of Yell, Shetland Isles. The sand layer, that can be traced considerable distances inland and up to a maximum altitude of c. + 9 m OD, is here interpreted as having been deposited by a former tsunami. AMS dating appears to indicate that the tsunami occurred between 1300 – 1570 cal years BP. At present, the tsunami has no known source mechanism although the most likely mechanism is thought to have been an offshore slump or slide. The available information would presently seem to indicate that this tsunami was restricted to the eastern coastline of Shetland. The relatively young age of this inferred tsunami is of considerable importance to planners and engineers concerned with estimating coastal flood frequency and magnitude.     

REGIONAL POLICY ANALYSIS IN A SIMPLE GENERAL EQUILIBRIUM MODEL WITH VERTICAL LINKAGES*

ABSTRACT The paper presents a simple three‐region, two‐sector general equilibrium model that is used for analyzing the effect of regional tax policies aimed at combat depopulation. The model includes exogenous asymmetry in terms of transport costs as well as a vertical industry structure that can account for endogenous location development in order to distinguish between the effects of “first nature” and “second nature” on the required subsidy for meeting the population policy target.
