Presidential Speeches and the Stages of the Legislative Process

Presidents go public frequently to increase their success in Congress. Yet scholars know little about when presidents speak within the legislative process or why. If presidential speeches are indeed a source of power for presidents, then presidents are likely to use them throughout the legislative process, not speak only to affect final passage. We argue that presidents speak generally to meet broad electoral and political goals, but target speeches according to their goals at each stage of the legislative process: to frame the debate at the agenda-setting stage, to push bills out of committee, and to finalize support from legislators at the roll call stage. We analyze 116 bills between 1989 and 2004, supplemented by Bush Library archival data and a case study of the Clean Air Act Amendments of 1990. The results illustrate that presidents speak mostly at the agenda-setting and roll call stages and presidential attention at each stage varies by informational cues provided by the larger political environment.     

Late Archaic wells on the Gila River Indian Community,Arizona

Eight prehistoric wells dug to a depth of ∼2 m below the modern ground surface were found in the alluvial sediments of McClellan Wash on Gila River Indian Community in southern Arizona. Charcoal from the sediments filling the wells yielded radiocarbon ages of ∼1000 B.C. The time in which wells were dug coincides with a period of general regional aridity and high ENSO activity in the American Southwest. Digging to access water may have occurred in response to period(s) of resource uncertainty, or as a logistical activity that engaged increasingly resource-tethered Late Archaic/Early Agricultural populations. These activities laid the foundation for agricultural practices that eventually became the dominant mode of subsistence in the low-lying areas of the Sonoran Desert.     

Presidential Appeals to Moral Foundations: How Modern Presidents Persuade Cross‐Ideologues

Many assume that modern presidents cannot persuade cross‐ideologues to support their policy proposals. The idea that a conservative would support a liberal policy advocated by a cross‐partisan president seems ludicrous. However, recent research suggests that conservatives will support liberal policies that are framed consistent with moral foundations. Using a national survey experiment that carefully manipulates the actual text of a speech given by President Obama, this article demonstrates that fairness frames in presidential speeches motivate liberal policy support among conservative, moderate, and liberal Americans who value fairness.     

Developing stages of subacromial humeral‐impingement facets in the skeletal remains of two human populations

The humeral impingement disorder (HID) results from degenerative changes in the rotator cuff tendon which allows the humerus to press against the acromion and produce pressure facets on both the acromion and the greater humeral tubercle. A previous study of those below 55 years of age in the two populations defined a system of three morphological categories of subacromial features. The first two categories were postulated to be pre‐impingement while the third, distinguished by erosive pitting at the point of attachment of the cuff to the greater tubercle, was regarded as indicative of degenerative change in the cuff and, therefore, of HID. Extending the study to those over 55 years of age has now added two categories of more advanced HID change. Those on the right side, of dominant use, were always more severe, thus enabling a less severe Category 4 to be distinguished from Category 5, the chief feature of which was a raised facet which could be large or small. Confirmation of the earlier study's conclusions was achieved: the degenerative changes of Category 3 began to be common by 40 years of age in both sexes of the Scottish island people, living physically‐stressed lives; in the more wealthy and sedentary Londoners, this does not occur until 10 years later. Nevertheless, in both sexes in both populations, virtually all those over 65 years of age showed Category 4 or 5 change. It seemed likely that a higher proportion of the Londoners reached advanced ages than among the islanders and so had more time for the progressive disorder to show its full effects; for instance, there were 16 Londoners known to be over 80 years of age. Individuals of that age cannot be distinguished by methods for estimating age from those 15 years or so younger but it was regarded as unlikely that there were more than two or three octogenarians among the islanders. The Upriver Reach of a Delta Town: Jiujiang Migrants in the West River Basin,Sixteenth-Nineteenth Centuries

This article situates the Pearl River delta market town of Jiujiang within a system of market towns and cities along the West River and its tributaries in southern China. Exploring the history of this town as an emigrant community, this article follows the upstream movement of officials, civil service examinees, merchants, and permanent settlers along the West River basin between the sixteenth century and the nineteenth century. The trajectory of migration from this market town was shaped by the geographical factors of the West River system. At the same time, migration, which was related both to strategies that Jiujiang families embraced for socioeconomic advancement and to policies that the Ming and Qing states adopted for controlling the southwestern frontier, played an important role in the historical construction of a unified region linked by economic ties and personal networks.
