In the great whaling debate, fuelled twice yearly by the annual International Whaling Commission meeting and the departure of the Japanese research fleet for the Southern Ocean, silliness knows no bounds. 2008 was no exception, as the Southern Ocean again became the location of protest action (sometimes provocative and potentially life-threatening) against Japanese scientific research vessels. The Japanese are accused of ‘whaling’ in a whale sanctuary off the Australian Antarctic Territory, yet this claim to sovereignty is not legally proven and therefore not universally accepted. The Rudd Labor Government bowed to significant pressure and sent its Customs vessel, the Oceanic Viking, to spy on the Japanese fleet and gather evidence for a possible ‘world court’ action. This paper examines what options were available to Australia to intervene in the protest action, to monitor the Japanese research and to take legal action in an international forum within the constraints of internationally defined diplomatic and legal boundaries. It concludes that the risk of attracting the wrath of the Japanese government and other Antarctic Treaty countries is great indeed and the Australian government must be careful not to step too far outside these boundaries.  相似文献

Mass Analysis (MA), a well-recognized method of flake debris analysis, has generated significant interest in size-grade variables for investigating prehistoric lithic technologies, criticism of such usage, and combination methods developed to address some of those criticisms. A recent critique concluded that there are significant sources of error that preclude the use of MA for investigating prehistoric assemblages. We disagree with this generalization, but recognize that uncritical application of MA by non-lithic specialists is unlikely to yield useful results. Confusion as to what constitutes MA versus other size-grade approaches is a significant consideration. We address these issues as well as replicator variability, raw material, debitage mixing, diagnostic signatures, and the necessity of multivariate analysis in demonstrating that in many cases the attacks on MA are based on faulty evidence or are misguided. We advocate the use of a multiple lines of evidence approach that incorporates aspects of MA. Continued experimentation and application to particular archaeological assemblages in a cyclical fashion is necessary to explore more fully the utility of MA.  相似文献

To date, little attention has been paid to the strategies of local firms in bringing about industrialization in Bast Asia. This article focuses on the methods by which domestic firms utilized foreign connections to overcome technology and market barriers in electronics. A simple market-technology model is developed as a first approximation of how domestic technology assimilation relates to export marketing in the four ‘Dragons' of East Asia (South Korea, Taiwan, Hong Kong and Singapore). It proposes that export demand shaped the pace and pattern of technological progress in electronics in each of the four Dragons. Historical evidence shows that each country used a distinctive mix of direct and indirect export mechanisms to acquire technology and to enter international markets. Foreign buyers, transnational corporations (TNCs), original equipment manufacturer (OEM) arrangements, joint ventures and licensing deals were exploited by ‘latecomer’ firms to their market and technology advantage. Asian firms progressed from simple assembly tasks to more sophisticated product design and development capabilities, travelling ‘backwards' along the product life cycle of traditional innovation models. Today, leading Asian firms invest heavily in R&D and engage in partnerships with TNCs to acquire and develop advanced new electronics technologies. The technological progress of latecomers remains closely coupled to export demand through OEM and other institutional arrangements.  相似文献

Located in the key junction between mainland China and Island Southeast Asia, Taiwan is of great significance for our understanding of the southeastward dispersal of rice agriculture in the prehistoric period. Until now, quite limited archaeobotanical work has been done in this region. In eastern Taiwan, no archaeological evidence of rice agriculture has been obtained, probably owing to the poor preservation conditions for plant macroremains. Here, we report a new discovery of 4200-year-old domesticated rice remains at the Chaolaiqiao site, which for the first time in detail demonstrates the ancient practice of rice agriculture in this area. Based on a combination of factors that include a rice-based plant subsistence strategy, the mid-Holocene limits to available farmland and the fast-growing Taiwan Neolithic population from settlement pattern data, we infer that this contradiction in eastern Taiwan between land-dependent agriculture and limited suitable farmland encouraged a population movement out of Taiwan during the Middle Neolithic period.  相似文献
