The argument of this paper is that a deeper appreciation of the nature of the power relationships between firms and the circuits of power that bind them together is key to understanding how clusters function — including how they might emerge and how they might decline. We begin to develop a conceptualization that allows us to generate a deeper understanding of the processes that enable the production and reproduction of enterprise clusters under some combinations of circumstances but not others. The sections of the paper explore: (1) concepts of power and circuits of power including their spatialities; (2) the temporarily stabilized relationships which occur in clusters of economic activity; (3) the openness and permeability of clusters as a way of understanding conditions that foster cluster growth; (4) a tentative integration of concepts. From this reading of the concepts of clustering and power we draw the conclusion that clusters are, at any particular point in time, temporary and transient conjunctures of interfirm relationships. They depend on specific circumstances in 'time–space' and, because of their very transience and specificity, those conditions might be very difficult if not impossible to create through the blunt instruments of policy.  相似文献

An investigation of suburbs created by private enterprise in interwar England reveals that their development was more problematic, and their physical characteristics were more diverse, than has been widely assumed. Differences between initial proposals for the development of an area and the reality that eventually emerged on the ground were widespread. Though architectural styles, building types and road patterns were generally distinct from those of the period before World War I, they varied considerably both within and between cities. Two main types of process affecting the landscape can be recognized. The first is systemic change, exemplified by the practically universal adoption, during the course of the 1920s, of the garden-suburb ethos and the creation of markedly different landscapes from those that existed previously. The second is adaptive change, involving adjustments, usually piecemeal, before, during and after developments, but conforming to the dominant period characteristics of the layouts; for example, reductions in plot sizes associated with increases in land values. Though conceptually fairly distinct, the two types of change may not in practice be separable.  相似文献

Abstract

The COVID-19 pandemic’s impact is predicted to be long-lasting with intergenerational impacts for both Indigenous and non-Indigenous peoples. Indigenous peoples offer untapped potential for understanding how we are shaping resilient solutions to COVID-19 and similar threats in the future. In New Zealand, the Māori people occupy diverse leadership and occupational roles throughout society. As a result of the 1840 Treaty of Waitangi (Te Tiriti o Waitangi) they are recognised, through Acts of Parliament, as government partners who work in governance and planning processes, including the COVID-19 response. Such recognition can result in the inclusion of Māori values such as whanaungatanga (kinship and belonging), kaitiakitanga (environmental guardianship and responsibility) and manaakitanga (respect, care, and hospitality) within policy and Acts of Parliament. Māori leaders and spokespeople are stressing that environmental and social welfare needs of all communities should be prioritised as part of the COVID-19 solution and that tourism responses cannot be separated from social needs. Government responses and planning efforts that incorporate diverse cultural values ensure more equitable futures and positive experiences for tourism providers, travellers and the hosts. In this way Indigenous-informed approaches would positively contribute to transforming business, health and education for a more positive global society.  相似文献

Sub-national economic policies increasingly use labor market areas (LMAs) rather than administrative areas for analysis and implementation. How a set of LMAs was defined influences the results of such analyses, and so accurate policy delivery needs appropriately defined LMAs. Multinational bodies need comparable LMA definitions in many countries, calling for a definition method that is transferable across national boundaries. This article applies quantitative metrics to evaluate LMAs defined in three contrasting countries by three methods that represent the main methodological approaches. The deductive approach—based on a center and hinterland—is too inflexible to deal with differing geographical circumstances and cannot cope with statistical zones that are very small, or do not respect settlement structure. The alternative inductive methods tested define appropriate LMAs in each country, with the newer method performing slightly better in statistical terms. The article also exemplifies the usefulness of the metrics for comparisons of alternative regionalizations.  相似文献
