ANALYZING THE IMPACT OF PUBLIC CAPITAL STOCK USING THE NEG WAGE EQUATION: A SPATIAL PANEL DATA APPROACH

ABSTRACT This paper examines the relationship between the level of public infrastructure and the level of productivity using panel data for the Spanish provinces over the period 1985–2004, a period that is particularly relevant due to the substantial changes occurring in the Spanish economy at that time. The underlying model used for the data analysis is based on the wage equation, which is one of a handful of simultaneous equations which when satisfied correspond to the short‐run equilibrium of New Economic Geography (NEG) theory. This is estimated using various spatial panel models with either fixed or random effects to allow for individual heterogeneity. Using these models, we find consistent evidence that productivity depends directly on the public capital stock endowment of each province, but also there is evidence of negative spillover effects from changes in capital stock in neighboring provinces.     

“Only a God Can Resist a God.” Political Theology between Polytheism and Gnosticism

ABSTRACT

Sovereignty – based on a claim to irresistible authority – and “speaking truth to power” (or parrhesia) are evidently opposed and yet they seem to have a strange affinity with one another, at least if one follows Foucault’s last lectures on this motif of political philosophy. This article revisits Hans Blumenberg’s reconstruction of the meeting between the German poet Goethe and the French emperor Napoleon as an example of a parrhesiastic encounter between philosophy and tyranny. The article situates Blumenberg’s discussion of Goethe’s pantheism and polytheism in the context of his ongoing polemic with Schmitt’s conceptions of sovereignty and political theology. It argues that while both Blumenberg and Schmitt seek to offer responses to the Gnostic rejection of worldly power, a reading of Goethe in light of the discourse on parrhesia or frank speech lately revived by Foucault allows for the articulation of republican response to Gnosticism.     

A Simplified Drift-Based Assessment Procedure for Regular Confined Masonry Buildings in Seismic Regions

This article presents a simplified procedure for assessing the seismic performance of existing low-to-medium rise confined masonry (CM) buildings, which are a typical construction type in Latin-America. The procedure consists of the estimation of the peak roof and first-story inelastic drift demand of CM buildings. The expected peak inelastic displacement demand is related to drift-based fragility curves, which express the probability of being or exceeding two key damage states in the masonry panels, developed from a relatively large experimental database. The proposed procedure could be very useful for obtaining rapid estimates of expected performance during future earthquake events and for assessing the seismic vulnerability of regular confined masonry structures.     

A Method for the Evaluation of Metropolitan Planning: Application to the Context in Spain

The metropolitan urbanization shows evidence that planning at the regional, subregional and municipal levels with its wide range of territorial, urban and sectorial competences is now longer able to significantly influence territorial development. This has led to a greater demand for alternative approaches, methods and instruments. For this research study, the metropolitan area of Granada was used as a field laboratory to assess the capacity of metropolitan planning to have an impact on metropolitan processes and dynamics. For this purpose, a method for metropolitan planning evaluation, MPE methodology, was proposed, which involves two evaluation processes. This method first evaluated the coherence of plans of different competences and at different scales within the metropolitan context (trans-scalar evaluation); it then evaluated the interaction between methods and proposals in plans and metropolitan dynamics (interactive evaluation).     

Designated Public Festivals of Interest to Tourists

Event tourism is part of the appeal of a destination and an important contributor to the well-being of communities. This paper examines the festivals classified of interest to tourists by the Spanish Tourist Board. The declaration of Festivals of Interest to Tourists (FITs) is granted to those festivals which demonstrate cultural values and popular traditions, with special consideration to their ethnological characteristics and to their particular importance as a tourist attraction. These festivals provide new opportunities to attract visitors to the places where they are held. Local and regional policies can take advantage of the FITs in order to increase the appeal of a tourist destination. This paper details an exploratory analysis of FITs in Spanish provinces. This study aims to group the provinces according to the characteristics of their FITs. To this end, a cluster analysis is performed and the validity is established using the unbiased estimator out-of-bag.     

Tourism Planning in Sub-regional Destinations: Heterogeneity of the Tourist Experience on the Andalusian Coastal Municipalities

The present paper analyses tourist experience, studying the existing differences among geographical zones within a broader tourist destination with provincial character. Planning and management of tourist destinations must pay special attention to the maintenance and conservation of natural and artificial resources in tourist supply, attempting to improve their competitive position. Hence, this study compares several Andalusian coastal municipalities through different components of tourist supply. Among other obtained results, findings indicate the existence of significant differences in urban environments among the municipalities of Almeria, in beach quality among the municipalities of Cadiz and in accommodation among the municipalities of Malaga.     

Forest Policy Reform and the Organization of Logging in Peruvian Amazonia

Reform in the forest sector in Peru resulted in a new forestry law, developed with substantial input from international conservation and donor organizations. While it incorporates the principles of sustainable forest management, biodiversity conservation and livelihood improvement, inconsistencies remain between the regulatory mechanisms and actual practices and outcomes in the field, leading some to consider the legal framework a failure. This article suggests that problems in the sector persist because the legal and regulatory frameworks do not incorporate existing local institutions, norms and practices — all of which are rooted in complex historical social, political and economic relationships. Based on information from interviews, data on movement of timber and analysis of secondary information, the authors examine the local structure, actors and dynamics of the concession forestry system in the Peruvian Amazon. The article focuses on how financial, social and political relationships in the network of actors, and particularly the patronage system, have helped actors in the sector adapt to the new policy framework. It is proposed that any further reform in the forest sector must be based on a keen understanding and appreciation of the praxis of timber extraction in the region.

Forecasting in a Small and Unstable Regional Economy Using Regime Shifting Models: The Case of Extremadura

We consider forecasting in a small and unstable regional economy subject to structural breaks. In this context, we work with two types of regime‐shifting databased models using cointegration theory. The objective of the present work is to analyze the out‐of‐sample forecasting performance of the two approaches used to construct a short‐term regional econometric model: stochastic and deterministic time varying parameters models. The forecasting experiments will be illustrated by specifying, and estimating an econometric model for Extremadura, a small and unstable region in southwestern Spain.
