A group of political scientists specializing in Russia's post-Soviet electoral behavior explores the question of whether genuinely regional effects of voting behavior can be discerned (and at what scale) by controlling for variations in compositional characteristics measured by aggregate social and economic data. The paper seeks to identify situations in which contextual effects may be operating, using a scale of analysis that is intermediate between regional (oblast)-level case studies and nationwide surveys—that of the Russian Far East macroregion. Frontline regulators are largely responsible for the implementation and ongoing compliance with environmental laws. Yet, as with other frontline worker populations, environmental regulators are routinely overlooked. Existing acknowledgment of these regulators typically only extends to the regulatory enforcement strategy their agency employs. Missing in these conversations is a focused study on regulators themselves and their perceptions of the regulated community that they interact with daily. Understanding these perceptions will provide insights into how regulators approach their interactions and how they ensure regulatory compliance. This research reports on one‐on‐one interviews and a statewide survey of Ohio Environmental Protection Agency frontline regulators and their perceptions of the regulated community. Findings from this survey reveal generally positive perceptions of the regulated community in Ohio and experiences with them. These findings call attention to a neglected population and emphasize the importance of regulators' perceptions in their regulatory approach. 相似文献

ABSTRACTSouth African artist Laurence Vincent Scully’s 1973 painting, Madonna and Child of Soweto, offers an analytical tool for understanding the capacity of public religion to advance black life. The author argues that this image censures apartheid violence against black persons and reimagines a just sociality by displaying sacred, black motherhood and infancy in the figures Mary and Jesus. The role of music in community festivals is often to assist in constructing a particular identity of place, and music functions in such instances as a means to provide a sense of belonging for participants. However, multicultural festivals complicate any simple relationship between place and identity, because such festivals demonstrate the heterogeneous state of both identity and place. Anxieties that arise around issues of cultural authenticity within such festivals point to concerns of hybrid identities that may challenge and threaten the maintenance of clearly demarcated identities in the face of transnational relations. Drawing on ethnographic material and theoretical conceptualizations of the self, this paper explores the dynamic and fluid constructions of identity at two Australian community music festivals, and raises questions on the sorts of practices that seek to regulate the ways in which these identities are constituted and performed. 相似文献

Political historians of the Civil War era frequently downplay the role of the Democratic Party. Studies of the Democrats in wartime often describe the loyal opposition as able to do little more than react to the policies of the Republicans in power. This has been particularly true regarding the debate over whether or not soldiers should be allowed to vote. Most historians assume that Republicans supported permitting soldiers to vote because it was the patriotic, ‘right’ thing to do, and that Democrats then opposed soldier voting because soldier suffrage bills were Republican war measures and because the Democrats believed the Union army would vote overwhelmingly Republican. In point of fact, the Democrats developed their arguments against soldier voting before the Republicans developed their position in favor of it. Moreover, the Democratic position was rooted in deeply held beliefs, dating back to seventeenth‐century England. Over the past few decades, the homeland concept has received an ever-increasing amount of attention by cultural geographers. While the debate surrounding the necessity and applicability of the concept continues, it is more than apparent that no other geographic term (including culture areas or culture regions) captures the essence of peoples' attachment to place better than homeland. The literature, however, provides few examples of the deep-seated loyalty people have for a homeland despite being physically detached from that space. Employing land use mapping and informal interviews, this paper seeks to help fill that gap by exemplifying how the daily lives of Mormons living in Chihuahua, Mexico reflect their connection to the United States and the Mormon homeland. Our research revealed that, among other things, the Anglo residents perpetuate their cultural identity through their unique self-reference, exhibit territoriality links reflected in their built environment, and demonstrate unconditional bonding to their homeland through certain holiday celebrations. It is clear to us, as the Anglo-Mormon experience illustrates, that the homeland concept deserves a place within the geographic lexicon. 相似文献
