This article examines the local implementation of the national Joint Regulation 2006 on places of worship in Indonesia. It focuses on the case study of the Protestant Christian Batak Congregation, which became one of the first churches to successfully challenge the authority of a local leader to cancel its permit to build a church. I begin by exploring the history of the regulation of permits for places of worship in Indonesia and the various proposals for law reform that have been put forward since 1998. I then outline the provisions of the new Joint Regulation and highlight the ongoing problems for religious minorities at the local level because of the failure of local authorities to implement the national regulation. I will demonstrate how religious minorities are challenging the decisions of local authorities by complaining to independent watchdogs, taking court action and using the political process. In conclusion, I argue that the Protestant Christian Batak Congregation court case is part of a broader trend for local authorities to use conflict over places of worship as an opportunity for political gain in the highly competitive political atmosphere since the downfall of Suharto in 1998.  相似文献

Changes brought about by globalization such as the growth of the travel industry and increasing interconnectivity between places have opened up new lifestyle options for Canadian retirees. Commonly called “snowbirds,” thousands of Canadian retirees choose to spend their winters in warm destinations outside Canada, with most going to localities in the southern United States. Most snowbirds visit the same place every year and spend many years going back and forth between Canada and their chosen winter destination. Drawing on insights from both life-course theory and the new mobilities paradigm, this paper considers how the cross-border snowbird phenomenon links to wider processes related to aging. Qualitative interviews were conducted with retirees wintering in various communities in southern Florida. The findings of the study highlight the importance of understanding both aging and mobility as processes that intersect in variable ways over time to influence new geographies of aging.  相似文献

On November 25, 2002, thousands of people marched through the streets of Mexico City and demanded, in the name of social justice, an end to the violence against women in northern Mexico. ‘Ni Una Más’ (not one more) was their chant and is also the name of their social justice campaign. Their words referred to the hundreds of women and girls who have died violent and brutal deaths in northern Mexico and to the several hundred more who have disappeared over the last ten years. These Ni Una Más marchers, many working with human rights and feminist organizations in Mexico, are protesting against the political disregard and lack of accountability, at all levels of government, in relation to this surging violence against women. And the symbolic leaders of their movement are the Mujeres de Negro (women wearing black), who are based in Chihuahua City. In this article, I examine how the Mujeres de Negro demonstrate how feminist politics so often plays upon the negotiation of spatial paradoxes in order to open new arenas for women's political agency. For while the Mujeres de Negro of northern Mexico are galvanizing an international human rights movement that is challenging political elites, they are also reinforcing many of the traditional prohibitions against women's access to politics and the public sphere. And I explore how the Mujeres de Negro devise a spatial strategy for navigating this paradox in an increasingly dangerous political environment.  相似文献

Women are demonstrably under-represented at senior levels in Australia's international affairs. Empirical evidence shows a continuing gender imbalance in leadership positions, including in the Department of Foreign Affairs and Trade, the Department of Defence and academia. Two explanations commonly offered are that women are less motivated or lack interest in ‘hard’ international relations. These explanations are found to be unconvincing, given studies showing similar levels of ambition and interest at recruitment. Four alternative explanations are offered to account for the scarcity of female leaders in Australia's international affairs: the legacy of direct discrimination, continued indirect discrimination, inadequate support for women who balance work and family responsibilities, and socially constructed gender norms. Instead of the subject matter of international relations being too ‘hard’, or inherently masculine, it appears that it is the combined impact of these factors that has made it ‘hard’, or difficult, for women to progress to senior levels. In order to show how these barriers can be overcome, three case studies are presented of women who have achieved senior positions: Professor Emeritus Helen Hughes, Her Excellency Ms Penny Wensley and Professor Hilary Charlesworth. These examples suggest strategies that women can use to further their careers and measures that can be implemented in workplaces to improve the representation of senior women in Australia's international affairs.  相似文献

This article explores the emergence of ‘business fashion’ as a new mode of male dress in 1870s Australia. The focus is on men at the vanguard of this new fashion: namely, bankers and sharebrokers in New South Wales’ gold-mining towns during a gold rush between 1871 and 1874. The rise of business dress offers us insight into the surprising extent of male interest in fashion in late-colonial Australia – and fresh perspectives on the history of Australian masculinity, class and consumption as a consequence.  相似文献
