“You Cannot Measure a Tzuultaq'a”: Cultural Politics at the Limits of Liberal Legibility

Abstract: In the past two decades, many Latin American nations emerged from twin crises of debt and dictatorship towards an uncertain marriage of fragile democracies and neoliberal policies. The focus of this article is on recognition for a limited set of rights for indigenous peoples known as neoliberal multiculturalism. Through a case study of a sacred place declaration by Q’eqchi’ Maya activists in rural Guatemala, I show the limits of liberal legibility. If an organized group in struggle engaged with the neoliberal state on its terms, their goals and actions would necessarily be circumscribed to its limited scope for recognition. In this case, however, multicultural neoliberalism did not encompass the full spectrum of Q’eqchi’ political activism. I argue that Q’eqchi’ cultural politics goes beyond neoliberal limits, using spirituality and territoriality to signal a broader politics of transfiguration.

De Excidio Patriae: civic discourse in Gildas’ Britain

This article explores the use of civic discourse in Gildas’ De Excidio Britonum. It argues that such language and imagery functioned within a larger dialectical argument that exhorted readers to choose virtue over vice. Gildas assigned the Britons collective moral agency by styling them citizens (cives) of a shared homeland (patria) defined by cities (civitates). Due to the citizens’ moral failings, however, this urban landscape had been compromised: enemies had destroyed the patria’s cities, rendering it a place of desolation. Only a return to virtue could save the Britons from ruin and grant them access to heavenly Jerusalem.     

Wars as Dividing Lines? Rethinking the Significance of the Sino-Japanese War in Twentieth Century China

Historical periodization frequently takes wars as turning points—as ruptures that signify the end or beginning of an era. At the same time, front lines have often been taken as boundaries that contain the activities of one side or the other. Thus, discontinuity and disjuncture rather than continuity and fluidity have often been the points of emphasis among historians who have taken war events as turning points, or who have seen lines of combat as impermeable. A new focus on the Sino-Japanese War period has begun to reveal ways in which that moment served not as an interruption but as a part of longer term processes of change and development that characterized China’s mid-twentieth century. It also permits us to gain a deeper understanding of the fluidity of human movement and socio-economic interaction that frequently crossed both political and military boundaries and to think about similarities, linkages, and differences between various Chinese spaces. The aim of this paper is to consider ways in which the new generation of scholarship on the Sino-Japanese War period offers new ways of thinking about continuity, change, similarity and difference across both temporal and physical boundaries that have served as the parameters for much of the earlier scholarship on the period. To this end, the paper examines recent literature on the Sino-Japanese War period, as well as literature that crosses that period, to examine ways in which this historiography has challenged conventional periodizations and political and geographical delineations.     

Multilevel Instruments for Infrastructure Investment: Evaluating State Revolving Funds for Water

In recent decades, the federal government has introduced complex, multilevel state‐operated revolving loan fund programs as an instrument for promoting state and local investment in national infrastructure priorities while limiting direct federal involvement in implementation. A federally funded state revolving fund (SRF) program combines features of a categorical matching grant to states and a subsidized loan program to localities, both of which should lower the effective price of infrastructure investment and therefore promote higher levels of infrastructure investment. However, little evidence exists to date on whether these programs stimulate new subnational spending or instead displace spending that would have occurred otherwise. We evaluate the stimulus effects of SRFs by examining the two largest such programs, the Clean Water and the Drinking Water SRF Programs. Analyzing 17 years of state‐level panel data, we find evidence that the flow of federal funds to states under the SRF programs stimulates new local investment in wastewater infrastructure, but not in drinking water infrastructure. In discussing several possible explanations for these divergent results, we argue for further research that emphasizes the intergovernmental features of this financing tool.     

Identification of a Deep-water B-29 WWII Aircraft via ROV Telepresence Survey

American-produced B-29 Superfortress bomber aircraft flew missions against Imperial Japan in the Pacific Theater from air bases in the Mariana Islands from November 1944 until the end of WWII. Mechanical failures forced many B-29s into the ocean surrounding Saipan and Tinian. Terrestrial wreckage of these aircraft has been located in the Pacific region, but no losses in deep water were located until 2016, when a NOAA exploration cruise investigated sonar targets in the Saipan Channel, between Saipan and Tinian. Disarticulated wreckage from a B-29 was located at 370 m over a large area of the seabed. Telepresence-enabled, non-invasive exploration from NOAA Ship Okeanos Explorer allowed scientists on shore to view live streaming video and to work collaboratively to guide the investigation. Experts in aviation archaeology, corrosion studies, WWII history, forensic studies, marine biology, and oceanography participated in the survey using an ROV, highlighting components which could lead to possible identification of the B-29 in situ, and conducting an environmental characterization of the site. This deep-water aircraft site exemplifies multiple-stakeholder driven research in aviation archaeology and highlights several issues in the value of individual site identification.     

Standing Posts and Special Substances: Gathering and Ritual Deposition at Feltus (22Je500), Jefferson County,Mississippi

Because it immediately precedes the Mississippi period, Coles Creek (A.D. 700–1200) culture is often viewed through the lens of Mississippian social organization. In particular, early platform mound-and-plaza complexes have long been understood as elite compounds due to their physical similarities with later sites. However, evidence regarding the construction and use of the monumental landscape at the Feltus site (22JE500) in Jefferson County, MS, suggests that platform mound construction was but one aspect of a broader ritual sequence aimed at gathering the dispersed Coles Creek community. In addition to mound building, this sequence included the setting and removal of freestanding posts, ritual feasting, and burial of the dead and focused on explicit deposition of meaningful objects and substances. Archaeological, ethnohistoric, and ethnographic analyses of the objects and substances included in the ritual deposits at Feltus suggest that they helped forge relationships between an extended kin network, including non-human fictive kin and non-living human kin. In this context, we find a metaphor of gathering to be useful in understanding the archaeological remains of a ritual sequence focused on bringing together social, cosmological, and temporal domains. This provides a distinctly different take on the meaning and use of platform mounds based on a review of Native beliefs and practices that looks beyond the traditionally relied upon sources.
