Discussions on the politics of Chinese engagement with African development have been marked by increasing concern over Chinese use of aid in exchange for preferential energy deals. Normative liberal discourse criticizes the Chinese for disbursing ‘rogue aid’ and undermining good governance in the African continent. These criticisms not only ignore the longer‐term motivations and modalities of Chinese aid and the historical diversity of Chinese relations with Africa, but also uncritically assume ‘Western’ aid to be morally ‘superior’ and ‘more effective’ in terms of development outcomes. This paper consists of three parts. First, it will discuss the debates surrounding Chinese engagement in Africa, especially around aid and development issues. Second, the paper maps the historical development of China–Africa engagement and investigates the impacts of the changing modalities of Chinese aid with reference to case studies of two countries: Angola and Ghana. It then offers a comparative analysis of the similarities and differences between these two cases. The principal argument is that Chinese and Western donors employ different ideologies and practices of governance to conceal their own interests and political discourses in the African continent. 相似文献

So far as I can make out, Sitwell's comment on my essay says little that is relevant to its content. In fact he goes so far as to declare that my essay can in large part be ignored, presumably for purposes of gaining an understanding, or getting at the essence, of Margarita Bowen's book. I assume that Sitwell is writing a book review, more or less of the conventional sort, since he remarks that he is undertaking 'a review of the type May chose not to write.' I do not pretend for one moment that what I wrote is a book review. Perhaps it should not even have been called a 'review essay.' But Sitwell is not unaware of this, since he remarks that my 'essay is almost bound to be taken as a review,' which he regards as 'unfortunate.' Colin Koopman's excellent Genealogy as Critique argues that Michel Foucault's genealogies—and, in fact, his archaeologies—should be read as historical accounts of the emergence of particular “problematizations.” The idea of a problematization, which Foucault introduces late in his career, has two sides. First, there is the idea that the situation whose emergence a genealogy traces is problematic in the sense of being fraught or dangerous. Second, by tracing the genealogy, Foucault problematizes the situation itself, showing how it calls for attention. Koopman argues that Foucault's genealogies are not themselves normative, but they instead outline situations or practices in a way that allows for normative investigation and political intervention. What is required, then, are normative approaches that complement Foucault's genealogies. Koopman argues that Foucault's own late discussions of self‐transformation are inadequate to fully accomplish the task; they need to be complemented by recourse to Deweyan reconstruction or Habermasian normative reflection. However, and in turn, such reflection cannot be had on an absolutist ground but rather must be seen as historically contingent, universalizing rather than universalist in Koopman's vocabulary. I argue that there are several reasons to think that the strong separation between genealogy and normative posited by Koopman may be too strict. Foucault's rhetoric, his choice of certain problematizations, and Koopman's own commitments to problematizations as requiring attention all seem to point toward a more intimate, although admittedly implicit, relation between genealogy and normative positions in Foucault's work. 相似文献

Fresh food markets have been a fixture of the social and economic landscape of urban and rural PNG since colonial times. They were often the first points of engagement with the market economy, especially for women, who as small‐scale producers, sold surplus produce from their food gardens located on communally‐owned land. Although local food markets have remained an important livelihood for women, the later adoption and expansion of perennial export cash crops like coffee and cocoa overshadowed food production for local markets as men dominated export crop production on land alienated from communal ownership for decades or permanently. New forms of social relations of production and more exclusive forms of land tenure emerged to accommodate export crop production that were very different from those governing the production and marketing of fresh food. Market values and a trend towards individualisation of production with less capacity to mobilise labour through reciprocal labour exchange networks have characterised export crop production. With the income benefits captured largely by men, women began redirecting their labour to fresh food production where they were able to exercise more control of production and income while still mobilising labour through indigenous labour exchange arrangements. Attempts by men to appropriate the income of women and sons’ labour in export cropping were greater during flush periods when income levels were high, and they were less likely to attempt to appropriate this income in low crop periods when incomes were lower. However, with the recent emergence of female entrepreneurers earning relatively large sums of money in large‐scale, profit‐driven vegetable production, the moral frameworks governing food production are coming to resemble those governing export crops, and making labour more difficult to mobilise. Despite women being key players in these changes, we argue there is an emerging risk that men will attempt to assert control over this income or move into vegetable production themselves and possibly marginalise women in the process. 相似文献

This paper seeks to extend geographic thinking on the changing constitution of the UK welfare state, suggesting the need to supplement ideas of the “shadow state” with an analysis of the blurring of the bureaucratic practices through which welfare is now delivered by public, private and third sector providers alike. Focusing on the growing convergence of the bureaucratic practices of benefits officials and food bank organisations, we interrogate the production of moral distance that characterise both. We reveal the ideological values embedded in voucher and referral systems used by many food banks, and the ways in which these systems further stigmatise and exclude people in need of support. Contrasting these practices with those of a variety of “ethical insurgents”, we suggest that food banks are sites of both the further cementing and of challenge to the injustices of Britain's new welfare apparatus. 相似文献

Richard Kirkendall's collection of essays, The Organization of American Historians and the Writing and Teaching of American History, examines the history of the Organization of American Historians (OAH) from its founding to the present, using that history to illuminate how the writing of American history has changed over the last hundred years. The book provides coverage of all the major dimensions of the Mississippi Valley Historical Association's (MVHA) and the OAH's activities, ranging from the work of its scholarly publications, the Mississippi Historical Valley Review and the Journal of American History, to its role in promoting the teaching of American history. Overall, the essays in the volume tell a story of the organization's progress toward greater inclusion and democracy, falling prey to a Whig interpretation of historiography. In doing so, the book is part of a larger tendency in the way that historians have approached historiography, which in turn reflects their ambivalence about their relationship to the historical process. Thus, even as the very enterprise of historiography is premised on the recognition of how historians are themselves the products of the historical process, historians have revealed the limits to that recognition in their approach to the subject. This essay shows how deeply rooted this duality has been in the study of American historiography and illuminates some of its sources by placing Kirkendall's book in the context of how the MVHA and the OAH have treated historiography over the course of the organization's history. 相似文献
