The value–added of a new partnership with Africa lies precisely in the opportunity to manage and to give impetus to relations and negotiations across a whole range of issues—conflict management, trade, debt relief, and aid—taken together rather than separately. Partnership, however, is not a new concept, in general or in development, and there are different models on offer. This article reviews these and sets out the choices facing new African partnerships with respect to a) participation b) coverage c) the form of partnership, and d) the structure of partnership. The article argues: against selectivity and in favour of building partnerships even with difficult cases; in favour of deploying all possible instruments, including economic, political and military; in favour of the principles of reciprocity and mutual accountability; in favour of institutionalizing mutual accountability through contractual or quasi–contractual forms. The characteristics of one particular, and far from easy case, Rwanda, reinforce these conclusions.

While many nationalism theorists define nationalism in terms of the desire for an independent state, empirical study shows that many nationalists make demands that not only fall short of statehood, but explicitly abjure claims to political independence. We document non‐state‐seeking nationalism with three case studies: Welsh national politics in the decades before the First World War, Catalan national politics related to the 2006 Status law, and Slovak national politics in response to Magyarization at the time of the 1867 Settlement. The phenomenon of non‐state‐seeking nationalism calls into question the utility of initial definitions in nationalism studies. Instead of imposing definitions by fiat, we argue that nationalism theorists should analyze the explicit or implicit definitions of historical actors. 相似文献

AbstractThis article focuses on greening cultural policy within a sustainable development context. We examine shortcomings of major public-policy responses to the ecological crisis, linking this to the ambivalent philosophical heritage of anthropocentric worldviews that underpin ideas about the relation of culture to non-human nature. This ambivalence is reflected by weak environmentalism in the cultural policy arena, exemplified by surprisingly non-green cultural platforms espoused by green political parties. Green thinking is further hampered by the widespread adoption of digitisation within cultural organizations, which we contextualise in the broader political economy of digital capitalism and the attendant myth that high-tech culture is a low emissions business. Green cultural policy necessitates intensive self-examination of cultural institutions’ environmental impact, at the same time these institutions deploy art, education, entertainment, sports, and news to raise awareness of ecological crisis and alternative models of economic activity. We cite the efforts of activist artists’ resistance against fossil fuel corporations’ sponsorship of arts and cultural organizations as a welcome provocation for greening cultural policy within cultural organizations and green political parties alike. 相似文献

Moriori agroforestry practices led to the creation of forests dominated by an introduced tree, kōpi (Corynocarpus laevigatus). Kōpi trees produce an edible drupe which was essential to the successful settlement of Rēkohu (Chatham Island). It is also only on kōpi trees that Moriori created a unique art form, called rākau momori, marking the trees with anthropogenic, animal and abstract images. The remaining stands of old growth forest which include kōpi trees and rākau momori are in varying states of decline and until recently were not identified as a cultural landscape. The acknowledgement of the forests as cultural landscapes has resulted in changes to the conservation and management practices of these spaces. The current management practices have been designed following paleo-ethnobotanical research (palynology and anthracology), ethnography and archaeological excavations which suggest Moriori planted and managed the forests until they were abandoned following an invasion in 1835. 相似文献
