Effective and optimized e‐government in Egypt faces daunting challenges that are less technical in nature and more over the issues of institutional resistance and of political will. A review of the state of e‐government in Egypt is presented with analysis focusing on the state of service implementation in 2012. The points of discussion on e‐government covered here include:
- E‐subjugation in the guise of e‐government via information control and cyber‐snooping;
- Institutional resistance to the transformation of routine functions into automated systems;
- Institutional resistance to transparency of government operations;
- Analysis of the state of Egyptian ministry websites on six dimensions of e‐government development;
- Discussion on implementation of Egypt's e‐government master plan;
- Commentary on the revolutionary potential of e‐government augmented by vision, competence, and leadership; and
- Caveats that are important to note in moving the vision of e‐governance from concept to practice.

The construction of mortality profiles to investigate age-at-death patterns is a typical component of most faunal analyses. While many methods exist for constructing and comparing mortality profiles, plotting the percentages of juvenile, prime, and old individuals on a triangular graph, or ternary diagram, remains a popular method for making comparisons. Typically, these comparisons are made visually, but because sample sizes are often small, any differences may be the product of sampling rather than meaningful contrasts in depositional history. To overcome this problem, here we present a likelihood-based method for making statistical comparisons of mortality profiles on a triangular graph, and we make available a cross-platform computer program that implements the method. The betel nut trade in Papua New Guinea is big business. Betel nut, a mild indigenous stimulant, is considered the ‘green gold of the grassroots’. It is the country's most significant domestic cash crop and, in terms of rural incomes, a rival to the dominant export cash crops. Its sale is an important livelihood strategy in both rural and urban areas, the most visible manifestation of a flourishing informal economy. In betel nut marketplaces money ‘flows’ and ‘overflows’, traders wield large wads of cash, and vast sums change hands. Whether seeking their fortunes or only tinned fish, people trade betel nut first and foremost to make money, but such interests in trade do not automatically displace other forms of value. This paper is concerned with marketplaces and trade in contemporary Papua New Guinea and what is conveyed in those transactions between buyer and seller. Against the often impersonal and utilitarian rendering of trade, this paper seeks to foreground the sociability of trade and the multiple forms of value that may be simultaneously attached to monetised market transactions. This is not to conceal the discrete, unenduring, and competitive dynamics of trade, which prominently feature in many betel nut transactions, but instead to examine an important dynamic often overlooked. Many commentators are unconvinced by Carl Schmitt's interpretation of Hobbes's political theory which, to their minds, remakes Hobbes in Schmitt's own authoritarian image. The argument advanced in this essay comprises three claims about Hobbes and Schmitt and the ways in which they are construed. The first claim is that certain commentators are bewitched by a picture of authority which biases their own claims about Hobbes, perhaps in ways that they may not fully appreciate. The second claim relates to Hobbes's individualism. On Schmitt's account, it was this individualism that opened the barely visible crack in the theoretical justification of the state through which it was worm-eaten by liberalism. This essay argues that Hobbes's individualism is not what Schmitt or his critics take it to be. The individualism that figures in Hobbes's discussions of covenant and conscience, pace Schmitt, is an illusion, albeit one that lies at the very heart of his conception of the state and animates his understanding of the relationship between protection and obedience that sustains it. One concern with allowing governors to appoint replacements for U.S. Senate vacancies is that appointees may have an advantage over their competition in seeking election. Another is that governors may use their power to further their own political ambitions. This investigation explores whether an electoral benefit is conferred through receiving or making an appointment. The analysis provides insight into how gubernatorial appointments shape electoral outcomes for quasi-incumbents and the Senate's membership. Notably, the results reveal an electoral boost for representatives who are appointed prior to making a run for the Senate. Although the results demonstrate that some appointees gain an advantage by receiving appointments, governors who run for Senate do not experience an electoral benefit from making an appointment. 相似文献
