ABSTRACT

The historiography on Canadian–Latin American relations states that economic incentives, along with geopolitical concerns during the Second World War, have always been the chief reason behind Canadian interests in the region. This article argues that social groups from Quebec had other incentives to establish connections with Latin America. Quebec’s civil society became well connected with Latin American groups before the North American Free Trade Agreement facilitated economic and political cooperation, thanks mostly to the intensive Catholic missionary effort in the region, and positive representations of Latino culture in French Canadian sociopolitical circles in the 1940s and 1950s. As a result, Francophones’ interests diverged from Canada’s main objectives in the region; Quebec’s civil society’s engagement was distinctly more cultural and social in nature. Because of the difference of objectives, this article shows that social groups from Quebec attempted to influence Canadian–Latin American relations to suit their interests.  相似文献

The geography of the Canadian economy has long been dominated by heartland‐hinterland contrasts, with manufacturing identified as the dominant function of most heartland cities in analyses of the 1961 and 1971 census data. However, the proportion of employment in manufacturing has been declining in the heartland provinces of Ontario and Quebec over the past fifty years and some geographers argue that the heartland‐hinterland dimension of the regional economy is being overridden by city‐regions that are integrated into global networks of production and trade. The heartland‐hinterland trends are examined using multifactor partitioning (MFP), an advanced shift‐share methodology, for the period of 2001–2006. This is the first intercensal period in which Canadian business has faced the full impact of the removal of North American tariff protection and the increased globalization of the Canadian economy. The data covers employment by eighteen industry sectors for the seventy‐three economic regions defined by Statistics Canada. MFP measures the region and industry‐mix effects, which are interpreted as in the traditional shift‐share model (though they are derived more accurately) and, in addition, an interaction effect. The results demonstrate that the broad heartland‐hinterland differences in the distribution of population and employment growth are increasing not decreasing and that the hinterland is in fact falling further behind the heartland in employment growth. However the Calgary‐Edmonton corridor and the Lower Mainland of British Columbia are emerging as a western heartland. The population size of cities does affect their rates of employment growth, but so too does their location: the growth of heartland cities is outpacing those in the hinterland. Abstract

This paper seeks to cast some light on a so-called Green Man ivory knife handle from Perth and on the cultural context from which it sprang. It was made and lost or disposed of during the 14th century and, although its full life-story includes its archaeological recovery and subsequent curation in Perth Museum, its main importance lies in what it can tell us of medieval people. Exploring its material and production, its function as a handle, its iconography and its cultural background reveals this importance. Bringing these strands together gives us a snapshot of medieval cognition, focusing, on the way elements of seasonal ritual were consumed in the medieval burgh of Perth.  相似文献

Law enforcement by the U.S. Coast Guard (USCG) is characterized by soft penalties for safety violations, low incidence of penalties relative to the number of violations, and substantial resources devoted to inspections of vessels. Under what conditions can such an enforcement strategy be effective? And is it? This article seeks answers to these two questions. Harrington's (1988 ) model is motivated by such facts about U.S. regulation in general, and provides an answer to the first question via targeting of good and poor performers. The model generates hypotheses about optimal regulation in the context of pollution prevention activities of the USCG. In order to answer the second question, an organization‐level panel data set consisting of thousands of U.S. flag tank barges is constructed and those hypotheses tested. A count model that controls for vessel heterogeneity yields mixed evidence. If USCG inspections are considered exogenous variables (as the theory presumes), they appear to prevent pollution spills. But if inspections are endogenous and respond to previous spills, then correcting for endogeneity reverses the earlier result. In addition, violations are found to be good predictors of pollution occurrences, suggesting that inspections are not as effective as they could be. Targeting, as in Harrington's model, therefore appears to be incomplete, and the findings suggest that more complete targeting could increase performance. An interesting finding is that stronger penalties could increase performance.  相似文献
