First chronometric dates (TL and OSL) for the Aurignacian open-air site of Româneşti-Dumbrăviţa I,Romania

Currently, absolute dates for the emergence of the Early Upper Paleolithic and the timing of the earliest dispersal of anatomically modern humans (AMH) into Europe are sparse. This is especially true for regions adjoining the Eastern Mediterranean and Central Europe with its dense clusters of sites along the Austrian and German Danube Valley. This article makes a first step toward filling this gap and, for the first time, presents absolute ages for the open-air site of Române?ti-Dumbr?vi?a I (Banat, SW Romania) located close to the Oase Cave where some of the oldest AMH fossils were found. A set of heated artefacts recently excavated from the Aurignacian layer GH3 was dated by thermoluminescence (TL) and gives early chronometric dates for this technocomplex in Romania.     

The Archaeological Survey Project in Fatschenbrunn,Municipality of Oberaurach,Germany: A Case Study for the Reconstruction of Past Farming Regimes in the Late Medieval and Post-Medieval Era

This paper presents the preliminary results of a survey project which is being carried out in the small village of Fatschenbrunn, in Lower Franconia, Germany. The project combines archaeological, historical geographical, botanical, geological and pedological data to reconstruct the farming regimes and land use in the late medieval and post-medieval era. Although the project is still on-going, the collected data allows the formulation of hypotheses on the formation of fertile agricultural soils through long-term human intervention in the past.     

The Principles of Parallel Development of Fiscal Capacity between State and Municipalities as Useful Benchmarks for the Determination of the Inter-governmental Grants in Germany

The conventional theoretical and empirical references related to the inter-governmental fiscal transfer system in Germany appear to heavily concentrate on the issues surrounding the measurement of local expenditure needs of a municipality and their coverage through the down-flow grants when the municipal tax revenue is insufficient to match the needs. This study introduces additional important research fields in this context. Firstly, it attempts to analyse the role of the development of tax revenue and fiscal power of the grant provider (the State) as well as the joint financial relationship between the State and (different types of rural and urban) municipalities in the determination of inter-governmental grants. Secondly, when the total volume of the State grants is determined, this study examines in the next step under the particular consideration of different tax capacities in varied categories of municipalities, how this amount should be horizontally distributed among these groups to achieve the equal growth of hypothetical per capita fiscal capacity.     

THE FORMATION OF EARLY NEOLITHIC COMMUNITIES IN THE CENTRAL ZAGROS: AN 11,500 YEAR‐OLD COMMUNAL STRUCTURE AT ASIAB

Communal buildings have been reported from a number of early Neolithic sites from the Levant and Anatolia, but none were known from the central Zagros. Here we report on the recent excavations at Asiab, Kermanshah province, Iran, and argue that the principal feature found during Robert Braidwood’s excavation at the site in 1960 should be interpreted as an example of a communal building. We discuss the results of the previous and recent excavations, highlight the key features of this building, and the implications for our understanding of the early Neolithic in the ‘eastern wing’ of the Fertile Crescent.
