The Sources of Support for Separatism: Public Opinion in Three Soviet Republics

Abstract. The replacement of the Soviet Union by independent states rather than by a loose confederation of component republics reflects (in part) the demands for change that were being expressed by mass publics. What caused the people to reject decentralisation of authority within the existing state structure and chose rather to support movements that insisted on the establishment of independent states? We examine whether concerns about ‘discriminatory redistribution’ and ‘cultural preservation’ were more important than questions of ‘efficiency’ or ‘relative deprivation’ as motivations behind support for secession. The analysis is based upon public opinion data from Russia, Ukraine and Lithuania gathered in May of 1990 and in June of 1991. We conclude that although issues related to cultural preservation and discriminatory redistribution were foremost in the minds of separatists, concerns about efficiency and improved management in government are also relevant for understanding support for separatism.     

Nontraditional Public Enterprise as Local Economic Development Policy

Recently, many local governments have explored or implemented economic development policies involving “local public enterprise,” i.e., local-level public ownership of economic enterprises and other profitmaking productive assets. This policy activity tends to involve enterprises and productive assets not traditionally owned by the local public sector, such as hotels, retail establishments, manufacturing facilities, and sports teams. This emerging but still experimental policy phenomenon is explored systematically below.     

Strengthening the Role of Public Health in Environmental Policy

Over the past 25 years there has been a steady decline in the role of public health agencies in environmental protection. This paper examines the major factors that have contributed to that decline, including the impact of federal environmental laws, the disparity in funding between regulatory and public health activities in environmental protection, and the emergence of risk assessment as a basis for environmental decisions. The methods of risk assessment and traditional public health approaches are contrasted, and the advantages of the involvement of public health agencies are discussed. Recommendations are presented for strengthening the role of public health in environmental decisionmaking to address more effectively public concerns about environmental risks.     

Contributions of the founders of Craig Colony to epileptology and public care of epileptics: 1890-1915

Craig Colony in Sonyea, New York, was America's first comprehensive public epilepsy center. The background to its establishment (the first patients were admitted in 1896) and its role as a model for other institutions is described. The history of the first 25 years of the Colony is recounted and the contributions to epileptology, and the legacy to health care, of the founders--William Pryor Letchworth, Frederick Peterson, Roswell Park, William P. Spratling and Frederick Munson--are assessed.     

Reminiscences of the Solicitor General's Office

A few years ago Danielle Stern suggested to her grandfather that as the oldest member of the family, he ought to put down his memories of both the family and of his law practice. Stern did, and in it he describes various members of the family, and how he came to go to Harvard Law School, graduating in 1932 during the Great Depression. Although he had been an editor of the Harvard Law Review and graduated magna cum laude, the major New York firms passed him by because he was a Jew. He did manage to get a job with a small law firm at $25 a week, and about a year later went to Washington to join the New Deal. We are pleased to present that part of Mr. Stern s memoirs that deals with his years in the Justice Department and then in the Solicitor General s office.     

Middle paleolithic scraper reduction: Background,clarification, and review of the evidence to date

The hypothesis that the principal varieties of Middle Paleolithic scrapers reflect varying degrees of resharpening and rejuvenation, rather than discrete emic types, has generated considerably controversy over the past decade. While there have been certain misunderstandings surrounding the proposed models of scraper reduction, this controversy also reflects different approaches taken by prehistorians in interpreting lithic artifacts. Placing the notion of scraper reduction in the context of lithic processes generally known as the Frison Effect, this article presents the background and intellectual context of this interpretation and attempts to clarify the models themselves and their test implications. It also reviews and summarizes data generated by several independent tests of the hypothesis and presents new data bearing on this question.     

The Oral Tradition,Environmental Change and River Basin Management: Case Studies from Queensland and Victoria

River basin management activities are often carried out in the context of real or perceived environmental change. Views of environmental change provided by the oral tradition are compared with histories of change reconstructed from the historical documentary record for the Nogoa River, Queensland, and the Avon River, Victoria. Quite different perspectives on the nature and causes of river channel change are provided by the two types of sources. River basin managers appear to have generally adopted the views provided by the more easily accessible oral tradition, leading to management strategies that are not necessarily justifiable in the light of the documentary history.
