Research on coalitions in the policy process has found evidence of both short-term and long-term coalitions. Two possible methodological reasons for the varied results are that (1) there has been little systematic longitudinal research on the topic, and (2) most scholars have not distinguished situations where fundamental versus secondary interests are at stake. This article addresses both points by first applying the Advocacy Coalition Framework (ACF), which distinguishes fundamental from secondary beliefs/interests, and then performing a quantitative analysis of the content of organizations' testimonies regarding automotive pollution control over 26 years. Consistent with the ACF, we find that coalitions of interest groups, legislators, local governments, and agencies are relatively stable over time, despite two potentially disruptive events—the 1973–74 Oil Embargo and the 1980 Elections. On the other hand, there is little support for the ACF's hypothesis that broader beliefs will be more stable than narrower secondary beliefs. Our systematic methodology also enables us to separate the general pattern of stability from interesting exceptions of instability. 相似文献

This paper examines the destructive tendencies associated with the commodification of rurality in some of Australia’s more scenic and accessible rural areas. While development based on the consumption of idealised rural landscapes and cultures can contribute to the accumulation of capital in rural areas, it can also result in the destruction of those aspects which consumers find attractive. These attributes include traditional farming landscapes, picturesque country towns, scenic rural environments, and perceptions of congenial and cohesive local communities. The purpose of this paper is to provide insights into the processes that lead to the degradation of these attributes. The discussion is set within the context of the ‘commodification of rurality’ and ‘creative destruction’ perspectives, and uses the case of Bridgetown in the south‐west of Western Australia to illustrate how an almost unfettered pattern of development is leading to the gradual destruction of the countryside ideal. 相似文献

This article surveys research in Northwest Mexico (Sonora and Chihuahua), with an emphasis on the Early Agricultural period to the Late Prehistoric period. Middle range societies that are diverse in scale and organization characterize this region. Significant advancements in our understanding of these societies have been made in recent years, but substantial challenges remain in building interpretative frameworks that account for both regional diversity and incorporate macroscale interactions. Topics covered in this review include the adoption of agriculture, population movements, bases of social differentiation, and interactions between organizationally disparate groups. In recent years, the concept of ‘animism’ has gained considerable popularity among archaeologists in exploring non-Western
expressions of material culture. This development has also influenced recent academic approaches towards the study of ‘rock-art’
of people living as hunter and gatherers or in a hunting and gathering tradition. We argue here that attempts in this direction
so far are generally compromised, because they fail to take Indigenous philosophies and intellectual contributions seriously.
Any concern with Indigenous material expressions, including so-called rock-art, has to involve a critical re-assessment of
academic discourse itself and a challenge to the primacy of Western scientific and literary, academic methodologies. With
reference to the ‘rock-art’ and the world-view of the Ngarinyin (Kimberley, Northwest Australia), we present some preliminary
thoughts for the development of an alternative interpretative framework, while offering a (much needed) legitimacy to another

Scientists from the National Institute of Standards and Technology (NIST) worked in a collaborative partnership with archaeologists from the National Park Service's (NPS) Submerged Resources Center (SRC) to develop a finite element model (FEM) of the battleship USS Arizona. An FEM is a computer-based engineering model that calculates theoretical stresses, propagation of force, and shape changes to a structure under loads using thousands or even millions of individual elements whose individual responses are well understood. NIST researchers created an FEM of an 80 ft. (25 m) midships section of the Arizona site to analyze archaeological site formation processes on the sunken battleship, in particular to determine the current condition of the wreck and predict its future strength and structural integrity as it continues to corrode. The NIST's FEM study is one aspect of a larger project under the direction of the NPS, the USS Arizona Preservation Project, whose goal is to determine the nature and rate of corrosion affecting USS Arizona, and to model its long-term structural deterioration. The FEM incorporates findings from other key components of the USS Arizona Preservation Project, such as steel hull corrosion rates, structural surveys of the vessel, sediment compaction studies, and analysis of the concretion that covers the ship's hull, into a single tool that is being used to predict how the wreck will degrade in the future. 相似文献
