My purpose here is to place the thought of Carlo Cattaneo in relation to French Restoration liberalism, and I therefore consider the doctrinaire school (among others, Guizot and Cousin) and the Coppet Circle (notably, Constant, StaËl and Sismondi). A concern to render reason sovereign was perhaps shared by all in post-revolutionary Europe who were cultivating human or social science, yet there was in Guizot's concept of 'the sovereignty of reason' a spiritualist, authoritarian and anti-individualist implication. By contrast, Cattaneo wished to honour 'the truth of local facts', that is the specific attributes of all the parts of which a state consisted, and in this regard his thought is descended not from the doctrinaires but from the individualist liberalism of Constant. I also remark upon Cattaneo's debt, openly declared, to the earlier historical writings of Thierry,and therefore to the political precepts of the late id é ologue tradition. Il mio scopo è quello di porre il pensiero di Carlo Cattaneo in relazione al liberalismo francese durante il periodo della Restaurazione, e confrontarlo in particolare con l'Ecole Doctrinaire (tra gli altri, Guizot e Cousin) ed il Circolo Coppet (principalmente, Constant, StaËl e Sismondi). L'idea di rendere la ragione sovrana era forse un sentimento condiviso da molti intellettuali nell'Europa post-rivoluzionaria, specialmente in coloro che dedicavano attenzione ed interesse alle scienze umane e sociali; tuttavia, nel concetto di Guizot sulla 'sovranitÀ della ragione' era insita una componente spiritualista, autoritaria ed antindividualista. Cattaneo, diversamente, tendeva ad onorare 'la veritÀ delle realtÀ locali', ossia di tutte le caratteristiche insite negli innumerevoli elementi di cui lo stato è composto; ed in questo aspetto, il suo pensiero traeva ispirazione dal liberalismo individualista di Constant piuttosto che dai doctrinaires. Silas Marner, Catalepsy, and Mid-Victorian Medicine’ reads Eliot's novel Silas Marner through the history of medicine, and particularly in the context of Marner's strange cataleptic trances which embody his alienation and suffering. Eliot, I argue, employs catalepsy in order to investigate ideas of illness and care, especially as that relates to professional medicine and to ideas of community. Focusing on cataleptic case histories and on Eliot's personal health concerns I show how issues of care become philosophical questions about ethical responsibility. It is through Silas Marner and his catalepsy, I conclude, that Victorian scholars can come to understand more about what that means within Eliot's canon and, more widely, in the mid-Victorian period. Overall, the article provides a unique reading of Silas Marner, drawing on significant new archival research on catalepsy and in Eliot's writing of illness narratives.  相似文献

This article provides an indictment of the study of South-East Asian international relations by confronting head-on the problems that have arisen within this field, in particular the way in which Western academics ended up colluding with deeply illiberal regimes in the area, which excluded dissenting opinions, often by deliberately denouncing these opinions as 'polemical'. This study uses the discipline of Sovietology to explore the reasons why South-East Asian studies developed into a closed community of scholarship, often hostile to dissenting viewpoints. The disciplines bear comparison because they both manifestly failed to predict the cataclysms that befell their respective areas of study. The analysis identifies similarities in the way in which the two disciplines seemed to ignore sceptical voices and evolved a shared belief in 'system stability'. As a result, both Soviet studies and the study of South-East Asian international relations developed serious methodological flaws. However, this study argues that South-East Asian studies suffered even more severe disciplinary shortcomings than its Sovietological counterpart because the academic space was further de-intellectualized by the pervasive influence of the authoritarian South-East Asian developmental state which blurred the distinction between scholarship and bureaucracy and which succeeded in co-opting Western academics. The result was to create a field of study that promulgated the tyranny of the single truth, which erroneously perceived South-East Asia as a region of domestic tranquillity and regional order. What, in fact, emerged was an intellectual culture of self-censorship that kept South-East Asian studies within tacit, self-regulated boundaries.  相似文献

Uncertainty is a distinct feature of environmental policy and environmental issues. This article explores the potential of strategic and comprehensive environmental planning for dealing with these uncertainties. First, four types of uncertainty and their specific impacts on environmental policy are distinguished. Strategic environmental planning could be a promising approach for dealing with these uncertainties. Based on an empirical analysis of national environmental policy plans and sustainability strategies in Organization for Economic Cooperation and Development countries, this article comes to the conclusion that although only few of the existing green plans fully explore the theoretical potential of this new approach to environmental policymaking, it has proven an effective mechanism to deal with and reduce at least some of the uncertainties with which environmental policymakers are confronted. The greatest potential of strategic planning lies in increasing the political system's capacity to deal with those problems of long-term environmental degradation, which in spite of the past successes of environmental protection remain largely unsolved.  相似文献

There is currently considerable interest in and debate overthe impact of increasing European economic and monetary integration(EMU) on the regions of the EU. Opinion is sharply divided overwhether EMU is leading to regional economic convergence or regionaleconomic divergence. This paper examines the theoretical argumentsand empirical evidence for these opposing views, and presentssome additional analysis of patterns of regional productivitytrends and employment growth over the period 1975–98.The picture that emerges is a complex one: whilst worker productivityshows only very weak convergence across the EU regions (a processwhich halted altogether after the mid-1980s), regional employmentgrowth has been sharply divergent. Although there is littlesupport for the claim that EMU will lead to regional convergence,these findings suggest that until much more detailed investigationof the specific impacts on particular types of region is undertaken,the regional implications of EMU will remain a contentious issue.  相似文献

In recent years it has been pointed out that regional unemployment disparities are much more entrenched across member states of the European Union (E.U.) than they are in the U.S. A 'conventional wisdom' has emerged to the effect that this difference is due in part to the greater degree of wage rigidity in E.U. regions. In this paper we explore this issue by estimating short run and long run real wage (in)flexibility for the regions in five core E.U. countries (Germany, France, Italy, the United Kingdom, and the Netherlands) and for the U.S. states for the period 1976–1994. We find that real wage (in)flexibility varies across regions both in the E.U. and the U.S., but that, on average, regional wages are no less flexible in E.U. core regions than in U.S. states. The paper also examines some of the possible correlates ofregional variations in wage (in)flexibility.  相似文献
