Governing Institutional Complexity: The Ecology of Games Framework

This paper provides an overview of our adaptation of Norton Long's concept of the “ecology of games” into a theoretical framework for analyzing institutional complexity. I discuss the basic concepts of the framework, discuss hypotheses related to fundamental questions in governance and policy, and outline some basic analytical approaches. The conclusion assesses the future prospects of the ecology of games framework, including future research needs for theoretical and empirical development.     

Now that's Controversial! Tracing the Influence of Policy Discourses on History Education Reform in the Balkans

In this article, I bring an ethnographic lens to untangling the influence of policy discourses on civil society-initiated projects of history education reform in the Balkans. Drawing on data from a multi-sited project conducted amongst historians, teachers, and NGO personnel, I ask: what are the dominant discourses that impact civil society-initiated efforts to promote history education reform, and how are these discourses made authoritative? How does policy act to organize the work of this cluster of actors, and what kinds of responses does it provoke? While educational policy discourses and their impacts are varied, I argue that such discourses can be profitably viewed as technologies of governance deployed in the service of post-national citizenship formation. In analysing behaviours of “complaisance”, how “competencies” emerge as a slippery signifier whose expansive meaning was exploited to multiple ends, and how the demands of post-national citizenship can, and sometimes do, detract from the goal of addressing controversial history, I map the field of possibilities in which my interlocutors found themselves, and highlight how they navigated their positions as mediators of particular, shifting, social worlds.     

Changing electoral politics: The local level

This article explores contemporary notions of Italian kinship—procreation, the family, biological and social relatedness—as they are shaped by programmes of gamete donation (these are programmes that require the use of third‐party egg and semen to achieve conception). The research was carried out in Italian clinics of assisted conception and presents the views of heterosexual couples suffering from impaired infertility. The overall material reveals the power of kinship as a cultural form.

Abstract

The collapse of the Italian political system in 1992–3 provoked enormous discussion among students of Italian politics and history on the character and causes of the crisis. Through a reading of some of the most important scholarly works on the subject, this article underlines that the end of the former regime in Italy is increasingly being explained as the outcome of a complex combination of political misjudgements and structural socioeconomic factors, and not just as a secondary consequence of the end of the Cold War.     

Enhancing the Sustainability and Earthquake Resistance of Confined Masonry Dwellings: The Case of El Salvador

The seismic vulnerability of housing stock in El Salvador was demonstrated during the recent 2001 earthquakes. Relative to other types of common residential construction, confined masonry dwellings performed well. A coordinated pilot study was conducted with the objective of improving the seismic resistance of this form of construction while reducing associated costs and greenhouse gas emissions. Laboratory tests examined brick strength in relation to firing temperature and duration. Analytical studies examined the potential for voided bricks to improve seismic performance, the reduction in demands associated with stiffening the roof diaphragm, and demands imposed on the roof bracing system. This pilot study identifies the potential for voided bricks to reduce construction costs and greenhouse gas emissions with negligible effects on performance. The addition of end-bay diagonal bracing at the roof level resulted in significant performance enhancements.     

Sub-national cultural policy--where the action is: Mapping state cultural policy in the United States

Abstract

This paper argues that cultural policy analysts should turn their analytical attention towards the cultural policies of sub-national levels of government. State level cultural policy has become an increasingly important locus of interest for those who are concerned with the health and stability of the arts, culture, and humanities in American life, and the same is undoubtedly true elsewhere. This rise in the importance of cultural policy at the state level has not been accompanied by a similarly evolving understanding of the cultural policy system that has developed at this sub-national level. Cultural policy at the level of an American state has been the sum total of the more or less independent, uncoordinated activities of a variety of state agencies and allied organizations and institutions. This paper lays out a number of hypotheses concerning what we might be likely to find in such an inquiry and reports some preliminary findings from a cultural policy mapping project in the State of Washington.
