A Logistic Regression Model Explaining Recent State Casino Gaming Adoptions

The scholarly literature has argued that state fiscal stress, interstate tax competition, political feasibility, and economic development goals were the main reasons underlying the adoption of casino gaming by several American states. Archival data were collected and analyzed using logistic regression in an attempt to explain why some states have adopted casino gaming and others have not. Four statistically significant predictors of state casino gaming adoptions were discovered: moderate aggregate state ideological identifications, 1990 per capita tax rankings by state, longitudinal changes in state per capita taxes, and longitudinal changes in state job growth. These results suggest that motives related to political feasibility and economic development provide the best explanation of recent state casino gaming adoptions.

New Labour - New Europe?

The key question often asked of the new Labour government’s approach to Europe is whether this is new Labour, new Europe or new government, old Britain? There are three routes into the EU which Britain could follow: (1) it could play a lading part in the definition of a new political role and vision for an enlarged EU in the twenty-first century; (2) it could be a constructive and pragmatic participant in EU policy discussions, but without an overall vision for the EU; 93) it could become a side player within the EU, left behind as Europe develops in directions it cannot support. In its tone and rhetoric, the new government is certainly aiming for the first of these roles. On policy substance, however, its approach is somewhat cautious and pragmatic. In the four policy areas examined in this article - employment, the single currency, enlargement and institutional reform - some striking changes in tone and emphasis are not wholly matched by new policy innovations. This indicates continued caution over public opinion and the question of sovereignty. However, as the authors argue in the final section, British public opinion allows considerable scope to define a new role for Britain in the EU, while domestic constitutional reform could begin to change the nature of the sovereignty debate.     

Interregional Wage Disparities, Relocation Costs, and Labor Mobility in Canada

This paper evaluates possible reasons why interregional wage differences might persist over long periods of time, such as a century or more. A general equilibrium model of interacting regions is developed which can consider explanations including interregional differences in production costs, changes in relocation (migration) costs, and differences in interregional transfer payments. Implications from the model are tested using panel microdata from the Canadian Labour Market Activity Surveys of 1989 and 1990. Key findings are that younger, better educated, native English-speaking workers, who presumably have better information and lower mobility costs, appear to have the smallest interregional wage differences. Thus, because the extent of spatial wage dispersion varies across workers with different characteristics, changes in the pattern of spatial wage disparities over time may be in part a demographic phenomenon.
