Despite its rich tradition, there are key limitations to researchers' ability to make generalizable inferences about state policy innovation and diffusion. This paper introduces new data and methods to move from empirical analyses of single policies to the analysis of comprehensive populations of policies and rigorously inferred diffusion networks. We have gathered policy adoption data appropriate for estimating policy innovativeness and tracing diffusion ties in a targeted manner (e.g., by policy domain, time period, or policy type) and extended the development of methods necessary to accurately and efficiently infer those ties. Our state policy innovation and diffusion (SPID) database includes 728 different policies coded by topic area. We provide an overview of this new dataset and illustrate two key uses: (i) static and dynamic innovativeness measures and (ii) latent diffusion networks that capture common pathways of diffusion between states across policies. The scope of the data allows us to compare patterns in both across policy topic areas. We conclude that these new resources will enable researchers to empirically investigate classes of questions that were difficult or impossible to study previously, but whose roots go back to the origins of the political science policy innovation and diffusion literature. 相似文献

Embodied experiences in international volunteering: power-body relations and performative ontologies
In this paper we debate the interpretation of embodied experience on international volunteering placements. Drawing on six in-depth interviews with volunteers recently returned from Northern Thailand, we document the affects and emotions that play a key role in the formation of volunteer–host relations. We then present two interpretations of the data, conceptualising power-body relations in two different ways: from power’s affective and emotional literacy, to the body’s autonomous capacities. With these two interpretations at hand we then consider the performative nature of academic labour and make the case, following the work of feminist geographers J.K. Gibson-Graham, for a research praxis that does not set limits on subjectivity but rather excavates – and writes into being – the possible. We therefore argue for a conceptualisation and interpretation of embodied experience in volunteering as a site of potential transformation and transcendence of the inequalities that otherwise set the conditions of the volunteer–host encounter. 相似文献

This research, conducted with groups of undergraduate students before and after a European fieldwork exercise, critically examines the pedagogic value of fieldwork and its ability to provide students with transferable skills. This is achieved using Anderson and Erskine’s lens of tropophilia – the aesthetic connection between people and place – to explore the influence of “being” in the field upon affective learning. In doing so, this research suggests (1) that encouraging students to recognize how their own affective skills may influence the types of knowledge(s) that are produced on fieldtrips and (2) that people-place connections have the ability to inspire students to become more self-reflexive about their position(s) as learners. 相似文献

The British preference of Australian immigration policy was challenged by the demands of a rapidly expanding post-war programme overseen by the newly established Department of Immigration. An essential function of the department was the screening of prospective migrants against criteria shaped by national population policy preferences. This paper examines Australia’s post-war immigration security screening policies in domestic and international contexts. It compares the immigration department’s approaches to immigrating British subjects with their approaches to those from other national and ethnic backgrounds. We explain how assumptions about the free passage of British subjects across empire could persist until the 1970s despite revelations that Australian authorities were powerless to stop those with serious criminal histories gaining entry to the country. These revelations about risky British migrants exposed the limits of Australian control over entry and exclusion, while illuminating the emerging frameworks of post-war border controls. 相似文献

This article draws on Foucault’s concept of pastoral power to understand Filipino men’s care work and the making of migrant masculinities in Saudi Arabia. Feminist scholars have indicated the gendered nature of pastoral power and emphasized what Young refers to as the ‘logic of masculinist protection’ that characterizes the contemporary security state. However, the notion of pastoral power invites further consideration of the taken for granted cultural assumptions about the way that hegemonic masculinity and forms of homosociality are characterized mainly by aggression, competition and dominance. Men’s talk about and practical involvement in assisting fellow migrants in diasporic settings foregrounds the way that an ethics of care runs up against and is entangled with the competitive bonds of masculine solidarities. While markers of material success are privileged in measuring migrant men’s accomplishments in country of origin, practices of care become central to men’s achievement of symbolic power and social legitimacy especially among their peers in the diaspora.
