Rock art on Socotra,Yemen: the discovery of a petroglyph site on the island's south coast.

Recent fieldwork on the south coast of the island of Socotra, Yemen, has revealed a hitherto unknown petroglyph site. This site represents the first rock art to have been recorded on the south coast, an area generally regarded as being unpopulated up until the recent past. The corpus of recorded petroglyphs includes feet, cupules, anthropomorphic figures and geometric motifs, whose designs parallel those from known rock‐art sites on the north coast. The importance of this site is that it provides us with the first glimpse into the religious and socio‐political lives of the inhabitants of the previously unknown southern half of Socotra. Placing these petroglyphs within the broader context of rock‐art studies on the island of Socotra has also allowed us to begin to disentangle the skewed view of Socotra's inhabitants.     

Whose Permits? The Tenacity of Permissive Development Control in Flanders

This paper explains how a permissive planning permit system is embedded in Belgian/Flemish society and how this contributes to urban sprawl. We base our analysis on an institutionalist approach as developed in previous and current research and analyse the Flemish planning permit system since 1962 as one of different interacting planning systems, all (re)produced, maintained, transformed and struggled over by specific individual and collective actors and shaped by a range of institutional dynamics. The analysis shows how in the dynamics of the Flemish planning permit system, a general struggle between actors defending property-based private initiative and actors arguing for collective action in space is especially apparent. In this struggle, property ownership expressed through a permissive planning permit system and limited enforcement of regulations is seen to be predominant, especially in the 1960s, 1980s and 2000s. Changes in the 1990s, making the planning permit system more strict, have partly and momentarily challenged the institutional frame which structures the predominant planning permit practice, but left the logic of individual property largely untouched. Today, the Flemish planning permit system has again been reoriented towards the protection of private property, which hampers the capacity of government to implement a coherent spatial policy.     

“History had taken such a large piece out of my life” — Neuroscientist refugees from Hamburg during National Socialism

ABSTRACT

Approximately 9,000 physicians were uprooted for so-called “racial” or “political” reasons by the Nazi regime and 6,000 fled Germany. These refugees are often seen as survivors who contributed to a “brain drain” from Germany. About 432 doctors (all specialties, private and academic) were dismissed from the major German city of Hamburg. Of these, 16 were Hamburg University faculty members dismissed from their government-supported positions for “racial” reasons, and, of these, five were neuroscientists. In a critical analysis, not comprehensively done previously, we will demonstrate that the brain drain did not equal a “brain gain.” The annihilation of these five neuroscientists’ careers under different but similar auspices, their shameful harassment and incarceration, financial expropriation by Nazi ransom techniques, forced migration, and roadblocks once reaching destination countries stalled and set back any hopes of research and quickly continuing once-promising careers. A major continuing challenge is finding ways to repair an open wound and obvious vacuum in the German neuroscience community created by the largely collective persecution of colleagues 80 years ago.     

HAVE DUTCH MUNICIPALITIES BECOME MORE EFFICIENT IN MANAGING THE COSTS OF SOCIAL ASSISTANCE DEPENDENCY?*

ABSTRACT Many welfare reforms undertaken in Organization of Economic Cooperation and Development (OECD) countries are directed toward enhancing efficiency in the administration and implementation of social security. In this perspective, reforms in The Netherlands are an example of decentralization through budgeting financial means to municipalities. By using data envelopment analysis, we assess the effect of the introduction of the new Work and Social Assistance Act (WSA) in 2004 on cost efficiency. By applying a stochastic frontier analysis, we assess the impact of municipal policy strategies on cost inefficiency for the period 2005–2007. We find a clear positive effect of the WSA in 2004 on cost efficiency. Pursuing a strategy of activation raised efficiency significantly.     

The long goodbye: Hugo Grotius’ justification of Dutch expansion overseas, 1615–1645

This article examines Grotius’ lifelong support for Dutch expansion overseas. As noted in other publications of mine, Grotius cooperated closely with the directors of the Dutch East India Company (VOC) in the years 1604–1615. Right up to his arrest for high treason in August 1618, he contributed towards Dutch government discussions about the establishment of a West India Company (WIC). Three years of imprisonment at Loevestein Castle and, following his escape, long years of exile could not weaken his dedication to the cause. His relatives in Holland, in particular his brother Willem de Groot and his brother-in-law Nicolaas van Reigersberch, kept him up-to-date on the fortunes of the VOC and WIC. His expertise on maritime affairs was in high demand. For example, Cardinal Richelieu invited him in November 1626 to become actively involved in the establishment of a French East India Company. As itinerant ideologue of empire, Grotius sought to further his own career and those of his nearest family members, without damaging the interests of the United Provinces. Through Willem de Groot and Nicolaas van Reigersberch, he provided informal advice on Dutch imperial policy to the VOC directors and government officials in The Hague. He was rewarded with the appointment of his brother and his second son, Pieter de Groot, as VOC lawyers (ordinaris advocaten) in 1639 and 1644, respectively. They served as his proxies in diplomatic disputes involving the VOC, the States General and the Portuguese ambassador in autumn 1644, when Pieter and Willem de Groot wrote a defense of VOC claims to the cinnamon-producing areas of Ceylon (modern-day Sri Lanka), liberally citing De Jure Belli ac Pacis. Grotius’ vision of empire hardly changed in the course of 40 years. In his view, the Dutch had gone to the Indies as merchants, not conquerors, and should regulate themselves according to natural law and the law of nations. Thus he contributed to the creation of two political orders, one for Europe and one for the Indies. European diplomatic relations counted for little beyond the Line. VOC and WIC officials could act as judges and executioners in their own cause, without reference to indigenous rulers, other colonial powers, or even the political authorities back home.     

Redescription of Parexus recurvus,an Early Devonian acanthodian from the Midland Valley of Scotland

Parexus Agassiz was one of the first Early Devonian ‘spiny sharks’ to be described. The genus is readily recognized by the large size and ornament of its anterior dorsal fin spine. Although two species were erected, reappraisal of all known specimens indicate they should be synonymized in the type species Parexus recurvus. Farnellia tuberculata Traquair, originally described as a vertebral column, is actually tooth rows of jaw dentition, and is also now considered to be a junior synonym of P. recurvus. Parexus has a perichondrally ossified scapulocoracoid of typical acanthodian shape, and diagnostic features of the family Climatiidae, but has distinctive scales comprising appositional growth zones that closely resemble those of the putative stem chondrichthyan Seretolepis elegans Karatajute-Talimaa.
