Despite the urgent need to address severe air pollution problems caused by China's coal consumption, diffusion of cleaner coal technologies (CCTs) has been slow. This contribution utilizes the fragmented authoritarianism model to explain this slow diffusion by examining the structure of bureaucratic decision making and changes in incentives that have accompanied fiscal decentralization and enterprise deregulation. Case studies on the diffusion of two CCTs — flue gas desulphurization (FGD) and coal washing — highlight challenges of environmental policy design and implementation during the economic reforms of the past decade. Enterprises had little incentive to adopt FGD when central government agencies disagreed on promoting the technology and local agencies did not rigorously enforce national air pollution control policies. For washed coal, production slowed when coal pricing reform and coal industry restructuring were not co‐ordinated with environmental policies. Further promotion of CCTs in China requires changes in incentive structures for local governments and enterprises, as well as enhanced policy co‐ordination among central government agencies. 相似文献

The COVID‐19 pandemic has prompted renewed attention among health professionals, Aboriginal community leaders, and social scientists to the need for culturally responsive preventative health measures and strategies. This article, a collaborative effort, involving Yanyuwa families from the remote community of Borroloola and two anthropologists with whom Yanyuwa have long associations, tracks the story of pandemics from the perspective of Aboriginal people in the Gulf region of northern Australia. It specifically orients the discussion of the current predicament of ‘viral vulnerability’ in the wake of COVID‐19, relative to other pandemics, including the Hong Kong flu in 1969 and the Spanish flu decades earlier in 1919. This discussion highlights that culturally nuanced and prescribed responses to illness and threat of illness have a long history for Yanyuwa. Yanyuwa cultural repertoires have assisted in the process of making sense of massive change, in the form of past pandemics and the onset of sickness, the threat of illness with COVID‐19 and the attribution of ‘viral vulnerability’ to this remote Aboriginal community. The aim is to centralise Yanyuwa voices in this story, as an important step in growing understandings of Aboriginal knowledge of pandemics and culturally relevant and controlled health responses and strategies for communal well‐being. 相似文献

This article probes some of the issues The Great War and Modern Memory raises today, whether by Fussell himself, by critics at the time of its original publication, or by rereading the book anew now, in the context of a veritable renaissance in the study of World War I and of the revolution effected by the "literary turn" in historical study. I situate Fussell's book against the backdrop of three foundational works or points of view in cultural history that came to the forefront after 1975. My purpose is not to chide Fussell for failing to anticipate the future directions of the cultural history of war, but rather to show how his work fits into the development of that history.
I argue that The Great War andModern Memory itself became a lieu de mémoire or "site ofmemory" of the Great War. But like many very successful works, Fussell's bookbecame famous not exclusively or even primarily because of its originality, but because of itsability to reformulate or reinscribe pre-existing ways of understanding. As critic and as veteran,Fussell reasserted the "evidence of experience" as the cornerstone of war writingin the twentieth century. Since 1991 the international system has struggled and failed to recreate a state on the territory of the former Somalia. Proto‐state systems have been formed by Somalis themselves in Somaliland and Puntland and alternative forms of governance and order exist in other parts of Somalia, but none enjoys international recognition. The polities of Somalia offer important lessons concerning our general theories about social contract, the role that states play in creating wealth, indigenous systems of governance, and the failure of existing international approaches to state reconstruction. Contemporary Somali politics is re‐explored here to extract these lessons. The article explores the assumptions embedded in the works of the classic Western social contract theorists in the light of Somali experience in order to show that the underlying conceptual structure of international state reconstruction work needs to be rethought. We conclude that it frequently is better to allow for bottom‐up, organic, disjointed negotiation of indigenous governance solutions (even though they probably will not conform to Western ideas of liberal democracy) than for the international system to impose top‐down answers. The former more closely tracks the history of state formation in Europe and the latter is troubled by the inconsistent and not necessarily benign interests of the international actors involved. Indigenous, local political systems are changed by the stresses of violent conflict, so prompt action to employ them in a post‐conflict situation is indicated. 相似文献
