By Any Means Necessary: Urban Regeneration and the “State of Exception” in Glasgow's Commonwealth Games 2014

When compulsory purchase for urban regeneration is combined with a sporting mega‐event, we have an archetypal example of what Giorgio Agamben called the “state of exception”. Through a study of compulsory purchase orders (CPOs) on the site of the Athletes' Village for Glasgow's 2014 Commonwealth Games, we expose CPOs as a classed tool mobilised to violently displace working class neighbourhoods. In doing so, we show how a fictionalised mantra of “necessity” combines neoliberal growth logics with their obscene underside—a stigmatisation logic that demonises poor urban neighbourhoods. CPOs can be used progressively, for example to abrogate the power of slum landlords for social democratic ends, yet with the increasing urbanisation of capital they more often target marginalised neighbourhoods in the pursuit of land and property valorisation. The growing use of CPOs as an exceptional measure in urbanisation, we argue, requires urgent attention in urban political struggles and policy practice.     

The termination of Medibank

During the economic recession of the 1970s, ‘big government’ came under serious attack in many Western industrial nations. The task of cutting back the size and the role of the public sector, however, is thought to be very difficult if not impossible. This is particularly so if the cutbacks involve the elimination of particular programs, rather than decremental, across‐the‐board funding reductions. Yet, in Australia, the Fraser government succeeded in terminating Medibank, a major social program which it had previously promised to maintain. The relative ease with which this dismantling was achieved suggests the need for a re‐examination of the policy termination literature.     

Unpacking children in migration research

In the light of calls for children's geographers to attend to happenings beyond the localised perception of children themselves, this piece considers the state of migration studies when it comes to the experiences of children and young people. It provides an overview of existing research and suggests that in the context of migration, more could be done to foreground the perspectives of children in their own right. Given that attending to everyday experience is an endeavour of concern to adult-centric migration research, the paper concludes by suggesting that this might be an area in which children's geographers could contribute to another sub-discipline.     

“The artifice of eternity”: The Wanderings of Oisin and the Byzantium poems

Yeats’s poetry and drama centre on conflict, and crucially, on the clash between the mortal and the eternal. In this essay, I focus on the way in which The Wanderings of Oisin foreshadows and informs the treatment of eternity in Yeats’s later Byzantium poems. The Wanderings of Oisin explores the intensity of human longing for the eternal despite our time-bound nature, prefiguring his later impassioned though analytical Byzantium poems. Although the Byzantium poems seem initially to glorify eternity at the expense of human life, this essay traces the complexity of Yeats’s desire. Previous criticism has understated the extent to which Yeats’s poetry actively resists the siren song of eternity. The Byzantium poems problematise the eternity that they seem to desire, and this article reveals them as inflected by the way in which The Wanderings of Oisin questions the value of the eternal realm in the light of mortal heroic values. The “intensity, solitude, defeat” of the artist are inevitable, but there is a victory of sorts won from the poet’s deliberate inability to commit to any version of the eternal that preclude his own power and humanity. Yeats’s poetry runs the gamut between versions of desire that express an overweening desire for resolution even as they retain their resistance to any single pure state of being, if any such state is possible.     

(Dis)(em)placing gender at Ukwimi: refugee resettlement and repatriation in eastern Zambia

There is growing recognition within feminist scholarship that managing displacement is a highly contested, politicized, and gendered process. This article seeks to contribute by demonstrating that the processes of resettlement and repatriation (both thought of as ‘solutions’ to displacement) are also contested, politicized, and gendered. My analysis is situated within feminist geopolitics and includes empirical data collected from interviews with and observations of Mozambican/Angolan refugees, their hosts, and institutional actors at Ukwimi Refugee Settlement (URS), Zambia. Specifically, the discussion focuses on two realities. First, that resettlement to formal, organized settlements (like URS) actively displaces gender dynamics, as illustrated by the case of Mozambican refugees resettled to URS. Second, that large-scale, organized repatriation also displaces gender relationships in profound ways, as demonstrated by the large-scale repatriation of Angolan refugees from URS. In the midst of multiple displacements, the daily (and highly gendered) struggles of people at URS reflect the concrete ways in which refugees and their hosts actively seek to emplace themselves at URS.
