New regionalism encompasses a diversity of approaches to address regional planning problems. Within Australia, the Great Barrier Reef Water Quality Protection Plan was developed to enhance water quality within the World Heritage-listed Great Barrier Reef, and the plan gave responsibility to regional, natural resource management bodies to undertake several actions. This paper evaluates these initiatives in the light of the emerging theory of new regionalism and highlights six main lessons: up-scaling of the catchment approach to a reef-wide approach is essential in order to improve water quality, but must be complemented by cross-regional collaboration; new governance and institutional arrangements and strengthened partnerships must be effectively integrated; culture and history are important in determining the most effective management approaches; pilot projects must move to comprehensive and strategic implementation; science is important but needs to incorporate other branches of knowledge; and economic incentives are important in encouraging the implementation of best practices, but delivery needs to be flexible. We conclude that the new regional approach is appropriate for addressing complex, multi-scale problems such as water quality, and has incorporated several key principles of new regionalism, but that the process must move quickly to a higher level of commitment and application.  相似文献

The asphalt from the Dead Sea was an important item of trade in antiquity. Among its many uses, the most widespread was its export to Egypt for use in the mummification process, albeit at a relatively late date; that is, post 1000 bc . Its use became particularly important in the Ptolemaic–Roman period, as demonstrated by a war in the fourth century bc specifically to gain commercial control of this product. Although the reasons why the Egyptians wanted Dead Sea asphalt at this specific time are nowhere specified, the answer may lie in its increasing availability as a (partial) replacement for the plant resins used previously. A review of the historical literature shows that Dead Sea asphalt was used for at least two millennia as a biocidal agent in agricultural practices. It is proposed that the reasons for using Dead Sea asphalt in the mummification process are due to its dual role; first, as an external mechanical shield, when smeared on the exterior of mummy wrapping, to prevent ingress by insects, fungi, bacteria and moisture; and, second, as a biocidal agent (perhaps due to its high sulphur content), which prevented the flesh from decaying, the prime concern for the ancient Egyptians.  相似文献

The Civil War was America’s defining conflict, the war that made the nation and the fulcrum for the development of American national identity in the later nineteenth and early twentieth centuries. Yet the role that the Civil War dead played in this process has only begun to be explored. Although the monuments raised to honor the dead, along with the battlefields on which they fought, attract considerable interest, the cemeteries constructed to inter them have been integrated into the landscape – literal and figurative – of the American nation so fully that the need they answered, the manner of their development, the form they took, and their longer‐term symbolic message has been relatively neglected. Yet the Civil War dead were a crucial – indeed, the crucial – component in the construction of American national identity. Although scholars interpret American attitudes toward the Civil War dead within the context of the mourning rituals of the antebellum era, the war required, and produced, a different approach to death, for which antebellum precedent had ill‐prepared Americans. Removed from its antebellum religious and societal framework, death in the Civil War acquired a new and more potent national meaning that not only validated American nationalism through warfare, but anticipated the response to fallen soldiers in future European conflicts.  相似文献

Thirty-one silver coins of the Hellenistic period were examined by the particle induced X-ray emission (PIXE) method, and the results incorporated into a wider study of the coins. Some tentative conclusions reached in the study are mentioned, together with an outline of the PIXE method. A number of patterns emerged in the results, the most important being an apparent deterioration in silver content among the later Seleucid and Ptolemaic issues; some high concentrations of particular elements were also noted.  相似文献

This article examines the potential of human security as a narrative and operational frame for the European Union's external relations. Human security is about the security of individuals and communities and it links physical and material security—‘freedom from fear’, and ‘freedom from want’. The article addresses both the lexis (language) and praxis (practice)of human security in relation to the EU. Much of the language currently used in EU external relations, particularly crisis management, civil—military cooperation and conflict management, already contains elements of a human security approach. At the same time, the concept of human security goes beyond these terms and if formally adopted and elaborated could greatly strengthen the EU's role as a global security actor. The article develops five principles of human security—human rights, legitimate political authority, multilateralism and regional focus—and makes the case that the application of these principles would increase the coherence, effectiveness and visibility of EU missions. The article concludes that the adoption of a human security approach would build on the foundational ideas of Europe in overcominga history of war and imperialism and could help to rally public opinion behind the European idea. More importantly, it would contribute to closing the real security vacuum that exists in large parts of the world today.  相似文献
