The practice of participatory planning in discrete Indigenous settlements has been established since the early 1990s. In addition to technical and economic goals, participatory planning also seeks community development outcomes, including community control, ownership and autonomy. This paper presents an evaluation of one such planning project, conducted at Mapoon in 1995. The Plan successfully improved physical infrastructure and housing, but had mixed success in terms of community development. Despite various efforts to follow participatory processes, the Plan was essentially a passing event, community control progressively diminished after its completion, and outcomes fell short of notions of ownership and autonomy. This suggests some misunderstandings between the practice of participatory planning and the workings of governance.  相似文献

This article contributes to the burgeoning literature on the geographies of voluntarism by addressing how voluntary sector providers in rural communities respond to the downloading of responsibilities for health and social care associated with public service restructuring. Drawing on a qualitative analysis of long-term care in Ontario, it focuses on the consequent actions of non-profit organizations, community support groups and volunteer caregivers in three different rural settings. Despite evidence of increasingly disproportionate levels of voluntarism amongst rural communities, the results reveal sector- and place-specific opportunities that allow voluntary sector providers to overcome the limitations of the rural service environment. The findings suggest that in the longer run, however, the growing dependence on local solutions will only exacerbate the uneven geographies of health and social care across rural space. Resolving this paradox remains a critical yet neglected challenge for sustainable rural services and communities.  相似文献

As aerial photographs are widely used in geography education, it is important to know how children's understanding of these representations develops through the school years. We review research that has addressed children's understanding of the content of aerial photographs, and we describe a series of studies in which children used information from aerial photographs to carry out spatial tasks in a large space. We demonstrate that using an aerial photograph can be an aid to subsequently using a map, and we discuss the educational applications of the research with aerial photographs.  相似文献

Summary. This article reviews recent publications on Neolithic and Megalithic origins in North-Western France, and focuses on a debate within French archaeology between a 'Parisian' school, which emphasises the influence of Bandkeramik communities, and an 'Atlantic' school which emphasises contact along the Atlantic facade with Impressed Ware groups. It is argued that this debate is largely sterile, and an alternative model is proposed, stressing different forms of interaction between Neolithic and Mesolithic groups in different regions.  相似文献
