Does the emergence of a new boundary‐spanning policy regime shift the focus of well‐established organized interests, or does it mobilize new ones? In this article, I show that interest groups with a presence in Washington before 9/11 rapidly—but temporarily—shift their attention to the homeland security issues. Established groups' entrenchment in antecedent subsystems appears to buffer against widespread policy disruption and interest upheaval. However, a new set of previously latent groups opportunistically mobilizes after the regime is institutionalized. Newly mobilized groups replace those that retreat back to the regime's antecedent subsystems. Though the policy regime fails to resolve the jurisdictional turf conflicts that triggered its creation, the institutionalization of homeland security generates its own original, distinct government demand for lobbying. Interests that previously had no business in Washington before 9/11 took advantage of the new opportunities the regime offered without supplanting interests established long before the Department of Homeland Security and its congressional committees existed. 相似文献

Thomas Barlow was a Reformed theologian simultaneously fighting on three fronts against Catholic, Dissenting Protestant and Arminian Anglican opponents. The first two of these groups threatened the Church of England from the outside, while the last group was transforming Anglican doctrine through its domination of the most important posts in the episcopal hierarchy. Barlow could not argue directly against the power of bishops without assisting the external opponents, yet he had to find a way to prevent other bishops from interfering in his continued support for Reformed theology. In order to reduce their power within the Church of England, Barlow had to look outside the institution for ways to limit his superior’s power. This essay examines two arguments in which Barlow ventured into polemics about the secular law of England in an effort to maintain limits on his Anglican opponents’ exercise of power. 相似文献

The putting-out spinning of flax for merchants and weaving of kersey in house-manufactories for export are examples of new elements in wool production and manufacturing in late 18th-century Iceland. The import of luxuries also increased, and a broader group of inhabitants acquired these items from the monopoly-trade merchants. The article analyses how these elements can be understood in light of Iceland’s pre-industrial society. How did these changes become visible and have an impact on the country? The conviction and execution of William Joyce (‘Lord Haw-Haw’) for treason to the British crown remains controversial to the present day. He was not, however, the only wartime traitor in the Joyce family. His first cousin, the Irish-born Sergeant Michael Joyce, RAF, also volunteered his services to the Nazis while a prisoner of war in Germany, and arguably compromised himself even more seriously than his more notorious relative. In contrast to the avidity with which William Joyce was pursued, however, Michael Joyce’s crimes — which came to light as the trial of ‘Lord Haw-Haw’ opened at the Old Bailey — were efficiently concealed by prosecutors. The difference in the treatment of the cases of the two Joyce cousins not only sheds new light on the determination of the British authorities to secure a conviction against ‘Lord Haw-Haw’ at all costs, but also reveals the ambiguity and instability of ‘Britishness’ at a moment when, paradoxically, patriotism and national self-confidence were at their twentieth-century zenith. 相似文献

The history of psychosurgery is most often recounted as a narrative wherein Portuguese and American physicians play the leading role. It is a traditional narrative in which the United States and, at times, Portugal are central in the development and spread of psychosurgery. Here we largely abandon the archetypal narrative and provide one of the first transnational accounts of psychosurgery to demonstrate the existence of a global psychosurgical community in which more than 40 countries participated, bolstered, critiqued, modified and heralded the treatment. From its inception in 1935 until its decline in the mid-1960s, psychosurgery was performed on almost all continents. Rather than being a phenomenon isolated to the United States and Portugal, it became a truly transnational movement. 相似文献

Relying on stochastic frontier analysis we propose a methodology to study the technological characteristics and cost efficiency levels related to the provision of public infrastructure for basic utilities. The methodology assumes a cost minimizing behaviour on the part of public officials when planning the construction of local infrastructure, which is represented by way of a flexible translog cost function. Introducing relevant definitions of scale economies, associated with larger numbers of inhabitants and dwellings, as well as economies of density, brought about by reductions in urban dispersion, we analytically determine the optimal population densities for which average cost is minimized. We illustrate our model with the water cycle sector, including water distribution, sewage collection and cleansing of wastewater, and considering data at the municipality level for the Spanish region of Castilla y León. The obtained results indicate potential cost savings in the form of decreasing average costs, as relevant scale and density economies are present, along with large inefficiency levels. Relevant policy guidelines favouring larger and denser urban sizes are drawn, as the observed cost excess is the result of a general suboptimal urban size in terms of population density, and the negative effects of dispersed settlement patterns. 相似文献

The shift from the linear to the innovation system-based approach has resulted in the emergence of differentiated regional innovation policy. However, certain common presumptions bind these location-specific policies together. The set of information that is used to design these policies and the set of information excluded are fairly similar. The theoretical sections of this paper provide a critical review on the informational basis of regional innovation policy by contrasting the interpretations of the welfare effects of technological change in the utilitarian tradition and in Sen's capability approach. The empirical sections analyse the correspondence of the innovation capacity and welfare (well-being) situation in a Hungarian micro-regional data set. We conclude that the conventional informational basis of innovation policy is too narrow from a welfare perspective. Not only should the differences in the innovation systems, but also the peculiarities of the region's welfare situation be considered during the design of innovation policy. 相似文献
