Monuments in the Desert: A Maritime Landscape in Namibia

Eduard Bohlen II, wrecked in 1909 on the coast of Namibia in Africa, has an illustrious history, which is part of a larger maritime cultural landscape linked to the diamond mining industry. The ship, like many artifacts and sites, served many different purposes over time and the historical and archaeological record incorporates different levels of meaning, some of which may be nationally divisive or reconciliatory. The role of historical archaeologists is not only to document, interpret, preserve and manage grandiose elements of heritage that evoke stakeholder nationalism, but also to explore the mundane, unsavory aspects of the historical narrative. In 2010, a team from the Program in Maritime Studies of East Carolina University supported by the Maritime Archaeology Division of the Windhoek Underwater Club investigated a surf boat, diamond mining settlement and some of the remaining structure of Eduard Bohlen II, while posing mitigation and management questions about legacy of historical memory within Skeleton Coast Park.     

Materializing Inequality: The Archaeology of Tourism Laborers in Turn-of-the-Century Los Angeles

This article traces the historical marginalization of tourism workers in Southern California, a region made popular in the late 1800s for its numerous leisurely activities. Workers employed in Southern California’s hotel industry continue to face discrimination, low wages, and dangerous and environmentally hazardous work conditions, policies that originated during the development of the region’s tourism industry. Using California’s most popular tourist site from 1893 to 1936, Mount Lowe Resort and Railway, as a case study, this article examines the historical spatial, ideological, and legal factors that have contributed to the contemporary stratification of Los Angeles’ hotel laborers. It concludes with an emphasis on how archaeological and archival research can be used to help modern day tourism laborers gain the attention and benefits they so direly deserve.     

Policymaking in the Parallelogram of Forces: Common Agency and Human Service Provision

The "congressional dominance" literature in political science provides valuable insights into the legislative control of administrative agencies. However, this literature tends to be conceptualized with respect to regulatory agencies, and it is not especially helpful in understanding the dynamics of policymaking in the provision of human services. After distinguishing the tasks of regulation and human services provision, we present an alternative: a common agency model of human service policy as the outcome of interest group bargaining. We illustrate its implications with an analytic narrative of service provision for the seriously mentally ill.     

Heritage Ethics for a Present Imperfect

Lynn identifies three critical discussion that framed the Stanford workshop. First, the language of the code, which she feels should reflect our acknowledgement that archaeologists are not the primary stakeholders for most situations and using core values instead of codification as a starting point. Second, the recognition of particular histories and the consequences of colonial encounters, with the acknowledgment that colonialist relations continue to exist in many places. Third is the issue of how WAC positions itself in relation to issues of social justice. Lynn points out that while WAC could be an active vehicle for attaining social justice on a global scale, the ethical implications of taking any kind of interventionist stance need to be fully thought through, lest they be seen as telling people what to do—a stance that would only serve to mirror imperialist and colonialist practices. We need to ask people what they want in regard to their heritage and be prepared to listen, even if archaeology is not immediately important for them or they suggest directions that we find challenging.
