This article examines writings by the British Labour Party theorist Leonard Woolf on international government, imperialism, and the League of Nations. Woolf was a leading member of a group of party officials who supported a deepening commitment to the League of Nations in the immediate post First World War period. Woolf, and his colleagues in the Labour Party, argued that transforming the practice of economic imperialism in European colonies would help to ease tensions between the European powers. The result of such arguments was to present empire as a canvas for displaying an improved sense of European virtue. In particular, abandoning the practice of economic imperialism could instead allow colonial powers to meet their responsibility to ready colonial peoples for self-government and full participation in the global economy. The reforms proposed by Woolf and his Labour Party colleagues could be considered a last gasp of early twentieth century British imperial internationalism. 相似文献

While Pakistan is in many ways an ideal location for transnational terrorist groups due to state weakness, Islamic State has had difficulty making headway in the country. In this article, the authors argue that Islamic State’s failures in Pakistan are due to competition from other groups. Drawing on the terrorist competition literature and interviews with Pakistani counterterrorism officials, the authors find that the presence of other groups in Pakistan meant there was little demand for what Islamic State offered. Islamic State relied on splinter groups and defectors for recruitment, which alienated mainstream groups and harmed the group’s capacity. Islamic State’s competition problems were exacerbated by its internationalist ideology, which was at odds with that of many groups in Pakistan, and allowed opposing groups to present themselves as reasonable alternatives to other actors. Despite Islamic State’s lack of success, it and its allies have still engaged in extreme violence in Pakistan as a result of attempts to outbid other groups. Moriori agroforestry practices led to the creation of forests dominated by an introduced tree, kōpi (Corynocarpus laevigatus). Kōpi trees produce an edible drupe which was essential to the successful settlement of Rēkohu (Chatham Island). It is also only on kōpi trees that Moriori created a unique art form, called rākau momori, marking the trees with anthropogenic, animal and abstract images. The remaining stands of old growth forest which include kōpi trees and rākau momori are in varying states of decline and until recently were not identified as a cultural landscape. The acknowledgement of the forests as cultural landscapes has resulted in changes to the conservation and management practices of these spaces. The current management practices have been designed following paleo-ethnobotanical research (palynology and anthracology), ethnography and archaeological excavations which suggest Moriori planted and managed the forests until they were abandoned following an invasion in 1835. 相似文献

This article tests a model for the political economy of the Wari Empire (AD 600–1000) of Peru. This model divides the empire into core and periphery zones. In the core, Wari political economy was organized to extract surplus agricultural production to feed the capital. In the periphery, the Wari strove to extract prestige goods. We suggest that there is a strong relationship between where the empire chose to locate its centers in the periphery and the political complexity of the local population in which the center was placed. We argue that in areas of low political organization sites should be located near the geographic center of a population. These sites will tend to function as local administrative centers geared toward the organization and exploitation of the area's wealth potential. In areas with more complex political organization sites should be located on the margins of a population. These sites should have functioned as gateway centers controlling, or at least profiting from, interregional exchange. Our model was systematically tested through the use of Geographic Information Systems (GIS). The results suggest that much of the variability found in Wari site placement in the periphery can be explained by differences in local sociopolitical complexity. 相似文献
