AbstractThe coordinated behavior of members of a state delegation to the U.S. Senate can provide constituents in a state greater representation in Congress. Despite this potentially improved level of representation through coordination, popular and scholarly accounts of the U.S. Senate often feature senators from the same state at odds with one another on a variety of policy issues. In this research, we investigate competing expectations regarding the frequency (across topics) of collaborations between members of a state delegation to the Senate. We then test our expectations using patterns in bill cosponsorship in the 103rd–110th U.S. Senates. We find that senators from the same state work together often on the development of legislation, and that this coordinated activity is consistent across a variety of bill topics across many sessions of congressional activity. Notably, same-state status is an even stronger predictor of support via cosponsorship than is same-party status, raising possible avenues of breaking through partisan gridlock. 相似文献

This article enquires into the motivations of ‘bunkerologists’ – a term coined for analytic convenience by the author to describe those who research, explore and survey twentieth century military bunkers as a hobby. Specifically, it considers the gendered dimension of this predominantly male pastime. In doing so, the article examines the role of a range of cultural influences, including signification of militarism, inter-generational initiation and remembrance around themes of defence and labour, human-technology relations, conquest, and hermitic escapism. These factors all appear to have roles to play in disposing individuals towards participation in this practice. The analysis finds the source of many of these influences within a particular mode of English male socialisation, and masculinities related to it, prevalent in the late twentieth century. The analysis presented is also grounded in an auto-ethnographic exploration of the biographical roots of the author's own choice of this research topic and the effect of the research upon him and his family. Whilst the subject matter of the study may be regarded as somewhat arcane, the analysis of the role of socialisation within routes to participation in this predominantly masculine pastime may help to illuminate the motivational frameworks of other rarely studied, and seemingly introverted, ‘male’ hobbies such as train spotting, stamp collecting and sport fishing (angling). 相似文献

This article looks at Australia's Cold War Interest in Manufacturing or Otherwise Acquiring nuclear weapons. It will examine the development of the historiography and highlight views from the field, including perspectives from disciplines other than history. Its key objective will be to show how these views have informed contemporary observations about nuclear issues in Australia, and question why it is that discussion of such issues invites allusions to everything from previous nuclear weapon ‘ambitions’, to a genuine Australian nuclear weapon programme. This paper will contend that such allusions reflect divergent views in the field, as well as the poor collective capacity of the historiography for depicting the complexity – and denoting the dynamics – of proliferation. The final goal of this paper will be to survey how the historiography is evolving to increasingly bring together the various approaches and judgments on Australia's Cold War nuclear weapons option. 相似文献

A Multi-phase Passive Control System (MPCS) combines two passive control devices in order to offset the individual weaknesses and enhance structural performance, allowing the structure to respond effectively to varying levels of loading. Previous work involving a nine-story frame demonstrated the effectiveness of MPCSs but the fundamental understanding of the system was lacking. In order to more clearly understand the behavior and identify important parameters and parameter interactions, a single-degree-of-freedom (SDOF) non-linear dynamic study was performed. The results offer significant insight towards developing structural systems adaptable to multi-objective performance-based design procedures that meet higher performance standards than for ductility-based design. 相似文献

Abstract Treaties allowing investors to initiate arbitration claims directly against host states for illegally interfering with cross-border investments are becoming increasingly common in Asia, but Australia announced in 2011 that it will no longer include such protections in future treaties. The backdrop to this decision includes keen interest from Asia in foreign direct investment (FDI) into Australia’s resources sector, meaning that potential investors may not be significantly deterred by a lack of arbitration provisions in future treaties. This article argues, however, that Australia’s policy shift risks undermining the entire investor-state arbitration (ISA) system, with the earliest impact being felt by major pending treaty negotiations by Australia with Japan, China and Korea (respectively); and that the shift may significantly reduce FDI flows or have other adverse effects. The article criticises the cost-benefit analysis of ISA protections in one pivotal study conducted in 2010 by an Australian Government think-tank, arguing that this assessment is insufficiently nuanced. Instead, the article presents a justification for more tailored and moderate changes to ISA provisions in future treaties. Its tentative interest-group analysis suggests, however, that there may be surprisingly few public or private constituencies that would prefer such moderate reforms, and that most may well prefer the more extreme position recently adopted by Australia, despite the damage that will be done to the ISA system as a whole. The article also argues that Australia’s policy shift and think-tank analysis may make Asian countries more cautious about ISA, especially those (like the Philippines and Vietnam) which have traditionally been more cautious about this dispute resolution system. 相似文献

SUMMARY: In 1842 the former first government house located at Okiato, New Zealand, burnt to the ground and the site was abandoned. A well on the site was excavated in 1994–95, revealing a base layer of burnt timbers, a Maori digging stick and ceramic sherds with an estimated manufacture date range of 1823–41. We argue that this deposit is derived from the 1842 destruction of the Okiato government house building. An analysis of the wood identified kauri (Agathis australis) and kahikatea (Dacrycarpus dacrydioides), confirming that the building was not a prefabricated imported structure, but rather was constructed on site from locally available timber. 相似文献

On the afternoon of 13 June 1906 five British officers entered the Egyptian village of Denshawai to go pigeon shooting. An intended sporting event quickly turned into an altercation that resulted in casualties among both the British army of occupation and the villagers of Denshawai. This incident represented a turning point in the British occupation, a point in which the British officials in Egypt were faced with the decision to pursue order or justice and chose order. Concerned with growing nationalist sentiment, Egyptian officials seized upon the Denshawai incident as an opportunity to make an example of the consequences of resistance and confirm the strength of British rule. Their decision ultimately undermined this strength by inflaming public opinion in both Great Britain and Egypt. As a result of Denshawai, British imperialism in Egypt was painted in stark relief and found wanting. 相似文献

ABSTRACT Driving this essay is a question central to political theology; that is, how can I keep faith with my distinctive commitments while also forming a common life with neighbors who have a different vision of life to me? My response has four parts. First, I develop a normative definition of politics within which to situate an account of citizenship and the political implications of deep religious plurality in a shared polity. Second, I examine how citizenship is not just a legal status that entails certain rights and duties, but also denotes an identity, a performance of politics, and a shared rationality. Third, I identify the dominant ways in which citizenship is understood in the contemporary context, namely, through either a nationalist or cosmopolitan framework, contrasting these with a consociational conception of citizenship. And lastly, I lay out how a consociational framework provides a more generative basis for conceptualizing religious diversity. 相似文献
