This paper investigates the different roles played by universities and technology institutes (TIs) as innovation partners of firms. Comparing the characteristics of Spanish firms collaborating with these agents allows us to better define complementarities among the target groups of these organizations. Our findings show that those firms collaborating with universities are bigger, have higher internal capabilities and are less dependent on their external relationships while firms collaborating with TIs are smaller, have weaker internal capabilities but are more open to their environment and thus more reliant on external sources. We point to the implications of these findings for regional development. Universities have a role as partners of more technologically advanced firms. TIs, on the other hand, partner those firms, which though also quite advanced, require more external help in their innovation processes. These results should help policy-makers in the definition of more complex regional strategies and the provision of tools aimed at different goals. Reform in the forest sector in Peru resulted in a new forestry law, developed with substantial input from international conservation and donor organizations. While it incorporates the principles of sustainable forest management, biodiversity conservation and livelihood improvement, inconsistencies remain between the regulatory mechanisms and actual practices and outcomes in the field, leading some to consider the legal framework a failure. This article suggests that problems in the sector persist because the legal and regulatory frameworks do not incorporate existing local institutions, norms and practices — all of which are rooted in complex historical social, political and economic relationships. Based on information from interviews, data on movement of timber and analysis of secondary information, the authors examine the local structure, actors and dynamics of the concession forestry system in the Peruvian Amazon. The article focuses on how financial, social and political relationships in the network of actors, and particularly the patronage system, have helped actors in the sector adapt to the new policy framework. It is proposed that any further reform in the forest sector must be based on a keen understanding and appreciation of the praxis of timber extraction in the region. 相似文献
This paper analyses the importance of the South Central Andean High Puna megapatch, above 4000 masl, in the history of late Pleistocene exploration and colonization of the Atacama Desert, including the contrasting habitats that exist towards the hyperarid Pacific Ocean coast or the ecosystems bordering the tropical forests, on the western and eastern sides of the Andes, respectively. These ecosystems, which were firmly established by the end of the Pleistocene, are examined as key factors in the history of human peopling. The social, demographic and climate conditions associated with the peopling processes are discussed in relation to the appropriate technological, subsistence and settlement strategies developed by pioneer populations, who for their initial settlement selected highly productive patches where water and fauna converged. Based on concepts derived from metapopulation theory, all relevant archaeological paleoecological data from both sides of the Andean Cordillera are presented and discussed. It is concluded that the pioneer occupation of the high Puna megapatch was a gradual process, related to an emergent Andean human mobility system that connected a wide range of altitudinally staggered habitats. Moreover, we suggest that divergent cultural trajectories evolved since the early Holocene, affecting highland, lowland and coastal habitats.
The preservation of earthen architectural heritage is extremely complex due to the diversity of its constituent materials and potentially rapid physical deterioration. Interventions on historic earthen architecture throughout the world have shown very distinct levels of success, but there is no single procedure or combination of conservation procedures that guarantee success. One of the problems is the lack of knowledge about the behaviour of soil as the material component, and its relationships both with other materials, and associated natural and cultural environments. This article analyses some technical considerations that have influenced the preservation of earthen archaeological remains, through critical analysis of the existing bibliographic references from the proceedings of specialized international conferences that have taken place in the last twenty years. 相似文献

We consider forecasting in a small and unstable regional economy subject to structural breaks. In this context, we work with two types of regime‐shifting databased models using cointegration theory. The objective of the present work is to analyze the out‐of‐sample forecasting performance of the two approaches used to construct a short‐term regional econometric model: stochastic and deterministic time varying parameters models. The forecasting experiments will be illustrated by specifying, and estimating an econometric model for Extremadura, a small and unstable region in southwestern Spain. 相似文献
