Transport infrastructure is considered one of the main policy instruments to achieve the cohesion goal, although the inclusion of cohesion effects in assessment methodologies is scarce and uneven. Although most cohesion studies are constrained to the analysis of regional disparities in economic indicators, this approach can be broadened to include other regional performance indicators. One of these indicators could be accessibility measures, from the point of view that accessibility, representing a competitive advantage of locations, constitutes a “desirable good” closely related to the welfare of each region. This paper suggests using changes in the spatial distribution of accessibility as a proxy to assess regional cohesion effects of transport infrastructure investments. However, as the conclusions taken depend heavily on the formulation of the accessibility measure, we recommend computing a set of accessibility indicators and analysing their results in a complementary way. The proposed methodology is tested by assessing regional cohesion effects of the large-scale road and rail transport infrastructure investments carried out in Spain in the period 1992–2004. The results obtained show that cohesion has improved for the road mode, while regional disparities have increased for the rail mode. This paper identifies the main factors driving this final cohesion effect and explores the strengths and weaknesses of the different accessibility indicators that were considered. The approach suggested in this paper has the potential to be applied in transport planning processes, and may eventually complement existing strategic assessment methodologies.  相似文献

Abstract: The simultaneous proliferation of protected areas for biodiversity conservation and neoliberal market expansion has sparked a growing body of work, which suggests that these are mutually reinforcing processes that reflect alliances between conservationist and capitalist agendas. Because this alliance is so counter intuitive to the ways in which biodiversity conservation is popularly understood, theoretical perspectives concerning these relationships have been slow in emerging. Drawing from Gramsci's ideas of hegemony and historic bloc, we propose a theoretical framework systematically to inform understandings and investigations of these transformations. We suggest that they are driven by the convergence of networks of interests, which work to resolve the apparent contradictions between demands for continued economic growth and growing concerns about what it portends for the future of our planet. These in turn rely on spectacular presentations of conservation interventions, conservation success stories, and their putative linkages to ecosystems and the global economy.  相似文献

Exploring political and social policy developments in Croatia, Hungary and Poland, three EU member states, this article addresses the hegemonic position of authoritarianism, populism, conservatism and neoliberalism, albeit articulated differently in each state. All three countries are marked by modes of governmentality that combine heteronormative familialism, repatriarchialization, nationalism, ethnicized demographic renewal and anti-immigrant sentiments. In each, a kind of layered social divestment is occurring, delivering a radical new vision of social reproduction and fundamental differentiations in terms of access to social citizenship between those seen as ‘deserving’ of support and those who are not, who are increasingly subjected to disciplinary measures. Although the degree of welfare retrenchment varies across the cases, the radical nature of restructuring, breaking down traditional notions of left and right on welfare, is suggestive of longer-term restructurings not reliant on individual politicians or parties.  相似文献

We extend the well-known transport users' benefits measure (TUB) for the doubly-constrained spatial interaction model derived by Williams (1976). The original formula expresses the TUB as composed by two terms associated with the origin and the destination zones. First, the TUB is associated here with trips instead of zones, providing a natural interpretation as a rule-of-a-half measure of benefit under inelastic demand (for the short-run case). Second, a TUB formula for the long-run case is derived, that is, when the total number of trips, trip origins, and trip destinations change. We then propose updated measures of accessibility for location behavior.  相似文献
