Many conflicts in the Asia-Pacific region have included sexual violence crimes targeted primarily against women. However, in comparison to other regions, Asia-Pacific states have been reluctant to embrace international law innovations to end impunity for such crimes into the future, as evidenced by their unwillingness to become signatories to the Rome Statute of the International Criminal Court. Of the 39 countries constituting the Asia-Pacific region, only 17—less than half—have joined the Rome Statute. This article initially surveys some of the reasons for non-ratification of the Statute. It further examines the role of civil society and the potential normative impact of the Statute to enhance national sexual violence legislation and prosecutions. Finally, it identifies some practical steps that the Australian government could take to encourage regional states to ratify, implement and enforce the Rome Statute in order to further protect all victims of international crimes and bolster the broader Women, Peace and Security framework. 相似文献

There has been a great deal of recent interest in popular health care in early modern England, resulting in studies on a range of topics from practitioners through remedial treatment. Over the past decade, the history of books has also attracted growing interest. This is particularly true for the seventeenth century, a period marked by a dramatic rise in all types of printed works. The 1640s are especially significant in the evolution of printed vernacular medical publications, which continued to flourish during the rest of the century. While recent studies on popular medical books have contributed greatly to our understanding of contemporary medical beliefs and practices, they have failed to properly recognize the effect that almanacs had on early modern medicine. Although their primary function was not to disseminate medical information, most provided a great deal of medical information. Furthermore, these cheap, annual publications targeted and were read by a wide cross-section of the public, making them the first true form of British mass media. This article is based on the content of 1,392 almanacs printed between 1640 and 1700, which may make it the largest comparative study of the medical content of any early modern printed works. The project has resulted in two major findings. First of all, almanacs played a major part in the dissemination, continuing popularity, and longevity of traditional astrological and Galenic beliefs and practices. This article offers an overview of the history and development of regionalism with a view to providing a framework for thinking about its progress and prospects in different parts of the world. After a preliminary discussion of the problems encountered in defining regions and regionalism, the article moves to a historical and comparative analysis, ranging widely to include examples from many different regions. It argues that regionalism should be understood as an evolutionary and cumulative process, which has grown and expanded to take in new tasks and new domains. It has become an increasingly important component of the different structures of global governance, and one whose potential neither states, multilateral institutions, nor non-state actors can afford to ignore. 相似文献

This article uses the deluge of pamphlets, public addresses, newspaper articles and sermons addressing the Queen Caroline Affair to construct a case study of the opposing constructions of British masculinity vying for dominance in 1820. The literature surrounding the attempted royal divorce reveals a contest between the libertine example of manhood characterised by George IV and the more sober, chivalrous and respectable image of masculinity increasingly espoused as the British ideal. This episode, therefore, offers an unusually rich insight into contemporary constructions of masculinity and the way in which they were utilised within the public sphere. Moreover, this article argues that such gendered concerns were not only as crucial to motivating opposition to the king's actions as political issues, but that gender concerns and political issues were indivisible, as appropriate manly behaviour in both public and private increasingly came to be seen as a core component of a man's overall reputation and fitness to exercise authority. 相似文献

Statewide extents of wilderness are mapped and calculated for four historic time‐slices that reflect major periods of national park development in Tasmania. The representation of wilderness in the Tasmanian reserve system is calculated for 1937, 1970 and 1992. National parks were established in wilderness areas during all major periods of reserve development. While the total core wilderness area in Tasmania decreased by 63% between 1916 and 1992, the core wilderness area captured in the reserve system increased by 618%, with the largest increase being in the post‐1970 period. However, those parks established prior to 1970 suffered an enormous attrition of their wilderness resource. This reflects man‐agement policies inconsistent with the maintenance of wilderness during early periods of national park development. The huge increase in wilderness area captured in the reserve system after 1970 suggests that wilderness conservation only became a significant motive behind the expansion of the reserve system in the later decades of the twentieth century. 相似文献

The Catholic Church assumed vast power and influence in early twentieth century Ireland based on political, social and religious developments in the course of the nineteenth century. The first Irish governments under Costello and de Valera were deferential in relation to the power and place of the Catholic Church in Irish life. The 1950s represented the final phase of the dominance of the Catholic Church. Since then, a wide variety of influences from emigration to the mass media to issues related to family planning have undermined the social framework of Church dominance in Irish life. By highlighting the ideas and arguments of priests and prelates, this article summarizes the remarkable changes that have come to Ireland undermining the status and privilege of the Church in Irish politics and society. 相似文献

Abstract: This paper argues for geographers to be more attentive to the potentially competing values, interests, and rights of the equality strands (race, gender, disability, religion and belief, sexual orientation, age). We focus on two that are most commonly assumed to experience tensions: religion/belief and sexual orientation. Drawing on focus groups with heterosexual Christians, Jews, Muslims, and Hindus and lesbian and gay people of faith we explore the attitudes of heterosexual people of faith towards homosexuality. These findings suggest that tensions should be emerging between these groups in public space. However, we then demonstrate that these anticipated conflicts are not emerging because of the strategies people employ for separating their beliefs from their everyday conduct. In such ways, our findings demonstrate how the “what is” (ie personal experience) for both heterosexual and lesbian and gay people of faith is prioritised over theological or institutional perspectives of “what ought to be”. 相似文献

Clovis points are the principal diagnostic artifacts of a Clovis complex that spread across North America between ca. 11,050–10,800 radiocarbon years before present. Clovis may be the best documented Paleoamerican culture in North America, but much remains to be learned about the movement and interactions of Clovis peoples. Similarities among Clovis points from geographically diverse locations have led some researchers to suggest that a uniform projectile point technology existed across North America during Clovis times. Others have rejected this idea, proposing local and independent technological adaptations to different regional environments. To investigate these ideas, we used digital morphometrics to analyze 50 Clovis points from nine different contexts. First, 3D surface models of the points were created with a portable laser scanner. Next, these models were digitally cross-sectioned through both faces, yielding two-dimensional isoheight contours of flake scar patterns that reflect the original reduction techniques used to shape the projectile points. In the final step, the contours were transformed with elliptic Fourier analysis into Fourier coefficient series, and patterns of variation and symmetry were explored with principal components analysis. When compared to modern Clovis point replicas made by an expert knapper, the flake scar contours of the ancient Clovis points showed little morphological variation and a large degree of bifacial symmetry. Our results support the existence of a widespread standardized “Clovis” knapping technique, most likely transmitted through direct interaction between knappers from different groups. 相似文献
