This article begins to examine the history of economic and social ideas launched or nurtured by the United Nations (UN). In 1999, the United Nations Intellectual History Project was initiated, to analyse the UN as an intellectual actor, and to shed light on the role of the UN system in creating knowledge and in influencing international policy‐making: this article is based on the first five books and the oral histories from that Project. The starting point is that ideas may be the most important legacy of the UN for human rights, economic and social development, as well as for peace and security. For the authors, this ‘intellectual history’ provides a way to explore the origins of particular ideas; trace their course within institutions, scholarship, and discourse; and in some cases evaluate the impact of ideas on policy and action. 相似文献

Throughout history, presidents have invoked a broad array of powers. Some are legitimate and well grounded; others exceed constitutional boundaries and have met defeat in Congress, the courts, and the public. Still others originate from historical errors by the Supreme Court, particularly in the field of external affairs. The powers analyzed in this article begin with these: enumerated, implied, inherent, prerogative, ministerial, and discretionary. Presidential instruments of power include executive orders and proclamations. The erroneous “sole organ” doctrine, first appearing in the Curtiss-Wright case of 1936, was at issue in the Jerusalem passport case of Zivotofsky v. Kerry. From World War II to the present time, presidents have exceeded constitutional and statutory authority in exercising the war power. In doing so, they violate the rule of law, the principle of self-government, and the system of checks and balances. The U.S. Constitution expressly rejected the British model that placed with the Executive exclusive authority over external affairs, including taking the country from a state of peace to one of war. Ethnic minority farmers in the infamous Golden Triangle were first incorporated into the nation states of China, Laos and Thailand, and later into the economic region called the Golden Economic Quadrangle. This article traces policies in each country for minorities, development and the environment, followed by an analysis of agrarian transitions under economic regionalization. Using the framework of powers of exclusion and racialization, our findings show the changes for ethnic minorities who, with the exception of those in the lowlands, face environmental enclosures that dispossess them from lands on which livelihoods are based. Ideological legacies from the Golden Triangle, including ‘backward’ minorities, the fight against drugs, and threats to national security, continue to inform policies and development projects. While some farmers have become entrepreneurs planting cash crops, most face increasing marginalization under deepening regional capitalism. 相似文献
