Legalism as an Executive Ideology: Foundations of Barack Obama's Leadership Style

Abstract

The purpose of this commentary is to explore the sources of decision-making by President Obama. Specifically, the article notes his strong foundation in legal education, law journal editing, and early occupational activities related to law practice. It is observed that a legalist cast of mind rather than broad statements about race, class, and nation define the Obama early period in office. These considerations are often at the center of presidential options chosen, especially in areas of foreign policy and global challenges. The article claims that “legalism” serves to place serious limits on initiatives and independent actions, but also serves to put a brake on tendencies to impose a new imperial presidency. Such ideological checks and balances show unique dimensions to this president, but also continuity with past limits to extremism.     

A Biproportional Filter to Compare Technical and Allocation Coefficient Variations

In input-output analysis there are two alternate possibilities between Leontief's mechanism (fixed technical coefficients) and Ghosh's mechanism (fixed allocation coefficients). Testing the long-term consistency of these mechanisms entails comparing input-output matrices over time. This paper challenges the value of proportional filters (separate comparisons of column and row coefficients) and introduces the biproportional filter that allows simultaneous comparison of column and rows. An application is proposed using French input-output tables for 1980 and 1993. The stability of column coefficients cannot be taken for granted and, generally, for any sector, both row and column coefficients are found to change simultaneously.     

‘Playing Cold War politics’: the cold war in Anglo-Kenyan relations in the 1960s

Kenya has rarely been considered a major Cold War battleground, becoming linked with Britain and the Western side, even whilst being publicly committed to non-alignment and African Socialism. Nonetheless, the Cold War offered opportunities for Kenya’s newly independent leaders. It was utilised in factional political debates between Tom Mboya and Oginga Odinga. In the late 1960s, leading Kenyans around President Jomo Kenyatta used Cold War rhetoric and rivalries to bargain to their advantage with the British over arms sales. British policy-makers offered concessions as they worked to build and then maintain their position as Kenya’s closest foreign partner.
