This article provides a comprehensive assessment of the effects of social protection interventions on material and subjective elements of well‐being. Drawing on a longitudinal survey located in two relatively deprived parts of Brazil, it assesses the effects of pensions and other cash transfers on the well‐being of older people and their households. This analysis is located within a dynamic economic and public policy context. The article finds that pension benefits significantly increase per capita income and that this is strongly associated with overall levels of satisfaction with household well‐being. Levels of reported subjective well‐being do not fall as respondents age, and the survey finds high levels of optimism about future well‐being. The positive effects of pension benefits were supported by upgraded health services and by more specific policies such as access to credit on favourable terms. Overall, the authors conclude that a combination of economic growth and effective public policies significantly boosted the well‐being of most households in their survey, and that Brazil can be taken as a model of good practice for other middle‐income countries. 相似文献

The turbulent climate of the Great Plains made windbreaks necessary for the protection of settlers and their livestock and crops. At first individual farmers tried to plant their own shelterbelts but with little success. The US Forest Service, with the establishment of the Bessey tree nursery, in 1902, and the field planting of the Nebraska National Forest, developed the expertise to carry out farm forestry on the plains. In 1934 the Forest Service undertook the Prairie States Forestry Project, an eight‐year program to plant shelterbelts from Canada to Texas, in response to the Dust Bowl and the Great Depression. These shelterbelts were a technological solution to environmental and social problems. As they grew, successful shelterbelts developed forest characteristics and served as habitat for birds and wildlife. As systems that were both technical and ecological, shelterbelts embodied a confluence of culture and nature in the technology that farmers and foresters used to engineer a more suitable environment for American society on the Plains. 相似文献

Jerusalem is the holy city for Leo Strauss. It is the symbol of Judaism; moreover it is a root of Western culture together with Athens. But it would be wrong to label Strauss' philosophical thought with such definitions as ‘Jewish philosophy’. Therefore it is surprising that many contemporary interpreters strive to find a confessional or religious foundation in Strauss' thought. On the contrary, many of Strauss's texts testify his choice in favour of Athens, i.e., of philosophy. Yet the choice of Athens does not imply a rejection of Jerusalem. Strauss is convinced that Jerusalem plays a central role in Western civilisation and considers the indifference to religion and the ideologisation of philosophy completed in the modern age as causes of Western crisis, i.e., of contemporary nihilism.
