The English Revolution of the mid-seventeenth century went on being re-fought and reinterpreted long after the original events were over. In the later part of the reign of Charles II, fuelled by the Exclusion Crisis and the Popish Plot and the early strivings of Whigs and Tories, histories of the Civil Wars, Interregnum and Restoration took on a new lease of life and gained added purpose and relevance. John Nalson (1637–1686) is firmly anchored in this period and took up his pen in the re-drawn political and religious battle-lines. This article offers a reassessment of this neglected polemicist and historian, placing him within the context of his times and the intense rhetoric and rivalries to which it gave rise. It examines Nalson's output in relation to other writers of the age—Hobbes, Filmer and Rushworth among them—and takes stock of his changing reputation.  相似文献

ABSTRACT

In the era of mass tourism, phenomena such as sustainable tourism, responsible tourism, rural tourism, eco-tourism, pro-poor tourism and community-based tourism are now increasingly under the research microscope. If established and managed correctly, these alternative forms of tourism have the potential to contribute towards sustainable community development and provide visitors with unique experiences. Few scholars have qualitatively addressed the growth of community-based tourism in South-East Asia. This study investigated the value of a community-based tourism project at Banteay Chhmar in north-west Cambodia, specifically the discourse of the project's members and the broader community. The objective of the study was to provide an ethnographic account of the community member's attitudes, opinions and beliefs concerning the perceived value and contribution of the project towards community development in their locality. The study initially relied on a literature review to conceptualise community-based tourism. Unstructured in-depth interviews were conducted with a total of 30 stakeholders of the Banteay Chhmar Community-Based Tourism Project. A narrative identifies the development of the project and provides samples of the respondents’ discourses. Findings from a thematic analysis of stakeholder responses indicated support of tourism and the overall operation of the project. Opinions were divided concerning the future growth of tourism and likely negative impacts on resident livelihoods. While some felt the project was relatively insular and lacked transparency, most identified the project's value as enhanced social capital, pride and a better sense of community. The findings show the project has positively contributed towards community development; however, before it can be considered a best practice example of community-based tourism, its financial sustainability, business practices and community support need to improve. The overall study serves as a valuable insight into themes promoting the merits and complications of community-based tourism, specifically in South-East Asia.  相似文献

Upon his appointment as Foreign Secretary in July 1945, it was widely expected that Ernest Bevin would make a clean sweep of the permanent officials in the Foreign Office. However, Bevin decided against staffing changes and eventually came to trust and even like these officials. This paper explores the relationship between Bevin and his Permanent Under-Secretary in the Foreign Office between 1946 and 1949, Sir Orme Sargent. Despite their initial concerns about one another in 1945, this relationship turned into one of mutual friendship by the time of Sargent's retirement in 1949. Both were driven by similar motivations in their conception of British foreign policy. They both believed that Britain was a Great Power and had a place in Europe. The congruence of views between them is clear in the examination of Anglo-French relations (culminating in the Anglo-French Treaty of 1947) and in the signature of the Brussels Treaty. This paper will show that while Bevin had a policy, so did his most senior advisor, and that the Foreign Secretary was not adverse to taking advice either. Beyond high policy, a close working and personal relationship developed between the two men.  相似文献

In this article, we analyse how contested transitions in planning rationalities and spatial logics have shaped the processes and outputs of recent episodes of Danish “strategic spatial planning”. The practice of “strategic spatial planning” in Denmark has undergone a concerted reorientation in the recent years as a consequence of an emerging neoliberal agenda promoting a growth-oriented planning approach emphasizing a new spatial logic of growth centres in the major cities and urban regions. The analysis, of the three planning episodes, at different subnational scales, highlights how this new style of “strategic spatial planning” with its associated spatial logics is continuously challenged by a persistent regulatory, top-down rationality of “strategic spatial planning”, rooted in spatial Keynesianism, which has long characterized the Danish approach. The findings reveal the emergence of a particularly Danish approach, retaining strong regulatory aspects. However this approach does not sit easily within the current neoliberal political climate, raising concerns of an emerging crisis of “strategic spatial planning”.  相似文献

The idea of the Third Italy has achieved an iconic status in geography. It has come to represent one of the main geographical manifestations of the so‐called second industrial divide between Fordist mass production and flexible specialisation. Yet the idea has received limited critical attention since acquiring its elevated status. It deserves to do so, because it involves confusing a localised model of economic development with the economic character of a larger geographic region. Examining province level export data for the years 1985, 1991, 1995 and 1999 for both total exports and two key sectors using exploratory spatial data analysis, provincial rankings and LISAs (local indicators of spatial association) suggests that the export‐based homogeneity and dynamism of the Third Italy can be exaggerated. Italy's urban hierarchy, particularly the centrality of Milan, continues to play a significant role in the Italian economy. Common use of the term ‘Third Italy’ confuses an economic process with a specific geographical configuration.  相似文献

This article calls for a new analytical approach to address how the emergence of a new European spatial policy field conditions policy‐making and implementation across Europe. This is now urgent because as the new policy field takes shape, its core ideas and values are being contested across different scales, sectors and territories of governance, creating new debates and arenas where understandings of space, place and connectivity, and relations between environment, society and economy, are being recast in a European light. In the full flow of generating a new policy field, we still seem to know little about what is being put at stake, or specifically how this is occurring. A value‐driven critical response from the research community is therefore needed, informed by research activity reaching across many dimensions of governance and policy‐making. The point of developing such an approach is not to discount previous research, but to explore how to generate synthetic and critical insights from different disciplinary and conceptual approaches within an integrated analytical framework. After this discussion, we conclude by proposing that IMAGES (Integrated Multi‐level Analysis of the Governance of European Space) can provide such a framework for analysing the emerging policy field of European spatial polices by constructing narratives of how spatial policy ideas and concepts turn into programming space, and how different territories interrelate with these policy concepts, and at the same time contribute to shaping them. This viewpoint and framework are predicated on the authors' belief that values behind the concepts remain hidden at present, both in policy processes and related research. Spatial policies seem to happen in a vacuum of values. By putting spatial justice as a value into this vacuum and by exploring the multi‐level governance of European space within an integrative analytical framework, the further development and application of the IMAGES framework can fulfil the need to contest the idea of objective policy‐making and analysis in European spatial policy.  相似文献
