Policy scholars have noted that bureaucrats can play an important role in defining policy alternatives. Few studies, however, examine the extent of their involvement in this process. This study contributes to public policy scholarship by offering a framework for understanding the strength of bureaucratic involvement in the process of defining problems and policy alternatives. Using witness data from congressional hearings on crime between 1947 and 1998, I find that federal, state, and local criminal justice bureaucrats have come to occupy a central role in the process of defining policy alternatives. In addition, I find that the centrality of criminal justice actors comes at the expense of interest groups, community organizations, and citizens/victims. Implications for criminal justice policy and understanding bureaucratic involvement in the policy process are discussed.  相似文献

While many studies have examined human impacts on prehistoric environments, few have explicitly examined how foragers adapt to the changing environmental situations that they have created. The goal of this analysis is to study the relationship between human foraging economies and human-related environmental change in southern New Zealand. Foraging theory is used to generate predictions about subsistence change resulting from the declining abundance of important resources such as moas and seals. In particular, these predictions examine changes in (1) the kind of resources exploited (foraging efficiency), (2) the number of resources utilized (diet breadth), and (3) the habitats exploited (patch choice). The predictions are tested using the large assemblage of vertebrate faunal remains from the well-stratified and well-dated Shag River Mouth site. This study shows that using foraging theory models to structure analysis provides a more fine-grained spatial and temporal resolution of subsistence change in southern New Zealand than has been previously achieved.  相似文献

Compared to most other advanced democracies, Australia experiences fairly high levels of both intentional and unintentional informal (or invalid) voting. Using survey data obtained predominantly from the Australian Election Study and aggregate-level data derived mainly from the Australian Census, we explore whether young people are more likely to cast intentional informal votes. We also reflect on why they might do so. We find that young people are strongly implicated in the rising intentional informal vote rate. We also find that their motivations are linked to the following factors: the young are less likely to be members of political parties, less interested in electoral politics and tend to value voting less than the average citizen. Young people also report higher than average levels of cynicism about politics and lower levels of satisfaction with Australian democracy.  相似文献

This paper reviews recent archaeological research concerning Classic Maya lowland political systems (ca. A.D. 250–1000). It focuses specifically on (1) subsistence practices revealed through the analysis of prehistoric climate, available resources, agricultural technologies, and diet; (2) population distribution, density, and size revealed through the analysis of settlement practices and architectural function; (3) social differentiation and interaction revealed through the analysis of burial practices, diet and health, architecture, and production, consumption, and exchange patterns; and (4) ancient Maya political economy (how it was funded) revealed through the analysis of community organization, ritual activities, the Classic Maya collapse, and warfare. It finally ends with a brief discussion of the future of Maya archaeology. A key factor that recurs throughout this review is the noticeable amount of variability that existed—varied resources, subsistence strategies, settlement practices, and social and political systems. An understanding of this variability is the key to appreciate fully the Classic Maya.  相似文献

This article uses the sermons in the anonymous collection known as the Eusebius Gallicanus to explore the ways in which preachers in fifth-century Gaul tried to build urban Christian communities, focusing particularly on the subset of sermons which deal with local saints. In these sermons preachers adapt a tradition of Christian language and thought to the specific circumstances they faced. They seize the opportunity provided by their subject matter to evoke a vision which is urban, localized, and which stands in contrast to more 'universal' conceptions of Christian community.  相似文献
