In 1999, the Australian government privatised the statutory Australian Wheat Board and created AWB Limited, transferring the Board's assets and its export monopoly to a grower-controlled company. In 2000, allegations surfaced that AWB Limited had made payments to Saddam Hussein's Iraqi regime in order to secure lucrative wheat exports worth $500 million per annum. Such actions violated the terms of the United Nations' Oil-for-Food Programme and became one of the biggest corporate scandals in Australian history. It also placed considerable pressure on senior ministers in John Howard's coalition government who were vulnerable on a number of issues, including the existence of numerous warning signs and the extent of ministerial awareness. The purpose of this article is to outline and examine the federal government's role in managing the ensuing blame game. It utilises literature on policy fiascos and blame management to create a conceptual framework that is then applied to the unfolding dynamics of the AWB Limited case. It examines issues such as the roles played by the Cole Inquiry and the political language of ministers in steering blame away from ministers and towards AWB Limited and the UN.  相似文献

The existence of gendered knowledge has been identified as a significant feature of Indigenous Australian culture, and the importance of considering the implications of gendered environmental knowledge in collaborative cross-cultural natural resource management has been highlighted. There is a lack of case studies that demonstrate how Indigenous women's knowledge and laws can be provided for in resource management contexts. From collaborative research with Anmatyerr women in central Australia, we discuss the implications of gender bias in relation to gendered knowledge in natural and cultural resource management, with a specific focus on Anmatyerr women's involvement in providing inputs about the cultural values of water within water allocation planning processes. This research highlights Anmatyerr women's own perspectives of their roles in contemporary contexts and identifies the existence of cultural change and continuity in relation to rights and responsibilities around water.  相似文献

The concept of cultural evolution profoundly affected the objectives and methods employed in the social sciences in the earlier part of this century but it has largely been ignored by geographers. In recent years a number of American cultural anthropologists have re-examined the concept of cultural evolution, including Sahlins and Service, who consider that cultural evolution is analogous to biological evolution involving the diversification of cultural forms through adaptive modification and the progress of culture through successive levels of development. They have called these two processes specific evolution and general evolution respectively and from these two perspectives on cultural evolution they have developed the Law of Cultural Dominance. Certain operational problems exist in the application of the concept of cultural evolution, but once they have been surmounted it promises to constitute a valuable mode of explanation in the analysis of cultures and cultural change.  相似文献
