Whose world and whose archaeology? The colonial present and the return of the political

El autor identifica un proyecto colonial crecientemente agresivo funcionando en Irak y Afganistán y considera que el fallo catastrófico de la comunidad arqueológica occidental de responder apropiadamente a las condiciones en ambas naciones. La manera de énfasis sobre arqueología está contribuyendo activamente no solamente a la legitimidad de una guerra ilegal y sin ética, sino también a la reproducción del régimen de poder y verdad que la guerra busca establecer. Se llama al WAC a “descentralizar” al mundo como es visto por los centros metropolitanos Occidentales, dejando a la “periferia” tomar la iniciativa, poner la agenda, y promover las medidas arqueológicas alternativas.

Résumé L'auteur identifie un projet colonialiste de plus en plus agressif en Irak et en Afghanistan, et considère léchec catastrophique de la communauté des archéologues occidentaux à répondre de fa?on approprée aux conditions dans chacune de ces deux nations. Insister sur l'archéologie contribue activement, non seulement à légitimer une guerre illégale et immorale, mais aussi à reproduire le régime de force et de vérité que la guerre cherche à établir. Il en appelle au WAC pour'dé-centrer'la vision du monde des centres métropolitains occidentaux, afin de permettre à la ‘périphérie’ de prendre l'initiative, de mettre en place un agenda, et de préconiser des épistémologies archéologiques alternatives.

     

The World Archaeological Congress: Extending the vision

Este artículo resume la historia reciente, los logros y las trayectorias futuras del World Archaeological Congress. Tras esbozar la estructura organizativa del WAC, cuyos miembros son elegidos a partir de 14 regiones globales, la autora recoge el programa de publicaciones del WAC y los fúturos inter-congresos, animando a individuos de todo el mundo a participar. Se?ala asimismo que el WAC ha tomado un papel del liderazgo a la hora de respaldar a los arqueólogos locales para apoyar la conservación y la práctica ética de la arqueología. Además, ha secundado la nutrición y el crecimiento de comunidades y valores arqueológicos en áreas en las que las condiciones económicas y políticas dificultan su sustentación. El compromiso del WAC de ser multi-vocal se evidencia en la diversidad de personas que asisten a las conferencias del WAC—por ejemplo, al WAC-5 celebrado en Washington asistieron participantes de 75 países. Estas ramificaciones no son sólo en términos de la diversidad global, sino también en términos de desarrollar una habilidad de escuchar y una voluntad de respetar las voces de grupos dispares dentro de los diversos países, como por ejemplo las voces de las poblaciones Indígenas. El compromiso del WAC de ser multivocal es ampliado por medio de su dedicación a la justicia social, evidente no sólo en los puestos políticos del WAC sino también en la forma en que WAC hace frente a tales cuestiones en la teoría, el método y la práctica arqueológica. Trabajando juntos, los miembros de WAC logran una arqueología más rica, mejor, más erudita y más equitativa. Más aun, WAC sirve como un modelo para la descolonización de otras disciplinas. Durante su período de vigencia, el Ejecutivo actual espera ayudar al WAC a ser más cohesivo, a conseguir mejor financiación y a ser más efectivo políticamente, así como a ser más capaz de poner en contacto a arqueólogos de todo el mundo y apoyarlos con medidas prácticas que beneficien a sus comunidades regionales. Innovations to reduce residential energy use and carbon emissions: an integrated approach

Research in energy sustainability is gaining renewed priority because of the growing importance of climate‐change issues and the ratification of the Kyoto Protocol by many countries. Increased energy efficiency and substitution of less carbon‐intensive fuels are proposed as the principal means to reduce greenhouse‐gas (GHG) emissions and associated climate change. The residential sector is an important area for improvement, as it accounts for 22 percent of global energy consumption. This paper illustrates the integration of four dimensions of energy issues within a single community study in Waterloo Region, Canada. First, it overcomes the limitations of single‐discipline approaches to energy studies by recognizing the importance of social context in measuring the potential to reduce energy consumption. The ‘sociotechnical’ potential to reduce residential consumption by 25 percent is lower in our analysis than traditional measures of the technical potential, but is considered more achievable. Second, the paper examines how community‐based implementation can enhance the effectiveness of a national energy efficiency program (EnerGuide for Houses, or EGH). Controlled marketing experiments demonstrated higher response rates for materials highlighting local partners. Third, the paper outlines how the local capacity developed by diverse stakeholders (city councils, regional government, federal government agencies, local utilities, local businesses, environmental nongovernmental organizations and the local university) was an important means of overcoming many of the barriers to taking action. Fourth, the paper details the examination of issues of energy efficiency and fuel substitution through a survey of residents’ attitudes and comparison to behaviour. For example, stated ‘willingness to pay’ was compared to the actual sign‐up rate for the first introduction of ‘green’ electricity in the Ontario residential market. The integration of these four dimensions in a single study offers a framework that can be reviewed and adapted to meet the needs of other projects.     

The States and the Differing Impetus for Divergent Paths on Same-Sex Marriage, 1990–2001

Using a regression model of pooled time series data from the 50 states in the United States in the period 1990 to 2001, we look at the political, demographic, and social movement factors that provide the impetus for the enactment of state laws that proscribe the celebration of marriages involving lesbian and gay couples. In doing so, we consider the validity of existing indicators that have been previously associated with the introduction of policies concerning sexual orientation at the state and local level, as well as introduce new factors that might apply uniquely to the area of same-sex marriage laws.

Der folgende Beitrag führt kurz in die besonderen Erfordernisse der Migrations- und Integrationsforschung ein und stellt eine Auswahl an Datenquellen vor. Im Mittelpunkt des Interesses steht der aktuelle Integrationssurvey des Bundesinstituts für Bev?lkerungsforschung, dessen Analysem?glichkeiten exemplarisch gezeigt werden. Confronting Conservation at Mount Elgon,Uganda

National parks remain at the centre of conservation efforts in Africa, although the long established strategy of conservation through law enforcement is now supplemented by participatory strategies such as community conservation. These new strategies have not changed the preservationist thrust of conservation policy and action. The relationships between parks and people are best understood as struggles in which ‘park neighbours’ use covert and overt ‘weapons of the weak’ to challenge the hegemony of conservation. This study of a national park in Uganda describes and analyses these forms of resistance.     

冀朝鼎与中美英平准基金会
