In examining local economic development incentives, scholars have found it useful to employ typologies of development practices. Such typologies have been based on assumptions that techniques reflect functional categories, such as marketing and financial incentives, or can be organized by the nature of costs and benefits, or by the nature of incentive goals. While useful heuristic devices, little effort has been made to test these typologies empirically. This research note provides an empirically based typology of local economic development incentives, using data from 967 cities collected by the International City Management Association.  相似文献

This article brings a political economy perspective to the field of Data for Development (D4D). It highlights the fact that many projects involve extracting data from African‐based organizations for expert analysis in advanced economies. This extraction is justified on the basis that it is being used for humanitarian purposes. Key actors including the UN Global Pulse and World Economic Forum have lobbied for a governance framework emphasizing greater emission, personalization and centralization of data. The article shows how this approach enables the strategies of multinational corporations which are aiming to become data custodians of Africa's emerging economies. Little attention has been paid to the geographical distribution of capacity building nor to the ways in which data‐driven restructuring may alter existing livelihoods. As African economies become increasingly ‘digital’, data will become a source of power in economic governance. Current frameworks amount to a kind of industrial policy that supports the learning and innovation of foreign firms. The article aims to move D4D away from the focus on humanitarianism towards economic development, considering the opportunities for African citizens to benefit from their data as a source of revenue, knowledge and power. The conclusion suggests lines of inquiry for taking research further.  相似文献

Abstract

Ecofeminists maintain that seemingly diverse and naturalized socio-ecological issues are in fact rooted within a particular cultural framework that perpetuates inequality and severs relationships among human and more-than-human communities. This important yet perhaps abstract understanding can be made tangible via examination of the ‘conventional’ food system, in which human and more-than-human communities are simultaneously otherized, marginalized, and exploited, realities largely hidden in a global industrial food system that disconnects production from consumption and obscures embedded relationships. Yet as consumer awareness rises, more people wish to know and move closer to the sources of their food, fueling community-based agro-food alternatives. When endowed with an ethic of care, such alternatives can be transformative for individuals and communities across scales.

This article situates conventional and alternative agro-food systems within relational frameworks of ecofeminism and care ethics and uses participant-driven photo elicitation (PDPE) to engage with experiences of consumers participating in a community farm tour. Findings suggest that such ‘enchanting’ experiences can begin to (re)embed food ‘products’ within contexts of place, people, and process, contributing to a relational consciousness that is central to an ethic of care. Findings also illustrate that PDPE can serve as a valuable window into experiences of reconnection, particularly useful for feminist researchers interested in learning more about enchantment and the transformational potential it holds.  相似文献

Social scientists have extensively debated the virtues, pitfalls, and practical effects of open dialogue and truth-telling versus silence and concealment in global post-conflict endeavours for justice and reconciliation. This article addresses these debates not by endorsing practices of either talk or silence, but by investigating the practical dilemmas faced by Rwandan youth born of rape committed during the 1994 genocide as they find themselves caught in dual cultural imperatives to reveal and to conceal the circumstances of their origins. On the one hand, the post-genocide moment has seen the rise of truth-telling and self-revelation through testimonial practices in settings like post-genocide trials and reconciliation or peace-building workshops. On the other hand, silence and concealment are accepted and expected modes of dealing with hardship in Rwandan cultural practice, and youth participants struggled with the stigma of having been born of genocidal rape. We argue that the youths’ ambivalent and sometimes contradictory moral evaluations of talking about versus hiding their origins highlight the challenges and complexities of identity and belonging in post-genocide Rwanda, since their very existence draws them, their mothers, and their perpetrator-fathers into ongoing relationships. These youths’ lives and experiences speak to larger and powerful conundrums at the heart of what it means to live with legacies of violence, including what should be said or remain unsaid, and how the very opposition between revealing and concealing can be confounded by social and cultural variances in the meaning of “truth.”  相似文献

ABSTRACT

The Brexit vote will fundamentally transform the European Union (EU) and will change how the UK relates to Europe and the rest of the world. What are the implications for Australia at this critical juncture? The UK has been a major player in the Australia–EU relationship, and Australia will now need to recalibrate its approach to both the UK and the EU across a range of policy areas. This article examines the future of Australia–UK and Australia–EU relations in the wake of Brexit, and assesses Australia’s options going forward. The authors advance three considerations. Firstly, Australia’s national interests are best served by adopting a pragmatic rather than nostalgic approach towards future relations with the UK and the EU. Secondly, Australia should avoid pursuing one relationship at the expense of the other and creating a zero-sum dynamic. Finally, Australia’s future strategy must consider broader global developments, such as events within its own region and the US presidency.  相似文献

Bells were an inescapable part of fourteenth-century urban life. They signalled the hours of the day and times for prayers; they warned of tempests and enemy armies; they heralded masses, funerals, and deaths. The pealing of bells brought men, women, and children together, choreographing communal behaviour in time and space. Bells echoed the vox Domini, calling out the deaths of holy men and women, celebrating the working of miracles. The ubiquitous presence of bells reflected the omnipresence of God in the medieval world. Their echoes transformed private moments into collective experiences, elevating the mundane into the miraculous. Scholars have rarely examined the religious aspects of bells, looking instead at their more practical side, especially their utilisation as markers of time and the allegedly concurrent rise of mercantile culture. This article approaches bells from the viewpoints of those men and women who heard them and wanted them rung. Focusing on sources from Christian clerics, we see that medieval men rang the bells with clear, but many possible, purposes in mind. By marking time and prayers, Christian church bells helped to create and facilitate communities within dioceses, spurring and choreographing their actions. During funerals, bells broadcast private moments, giving them communal significance. The transformative, creative function of bells is clearest in their role in miracles. In Manresa, the vision experienced by a few became a community affair when the church bells gathered the people; the bells transformed an ordinary day into one where the people, as a community, received divine favour. Finally, with the deaths of holy persons, the tolling of bells transformed private, even anonymous deaths, into moments of wonder as God’s hand touched the world.The pealing of bells defined Christian communities in the Mediterranean and, at the same time as rulers and elites throughout the region were seeking to control minority groups, those same groups were seeking to exercise control over the sounds within their own communities. Through the pealing of bells, churchmen across Catalunya sought to direct the thoughts and prayers of their listeners. When the Christian clerics of Catalunya rang their churches’ bells, they had specific aims in mind, yet, as the evidence demonstrates, the pealing of the bells never meant just one thing. This article demonstrates that there is much more to understanding medieval bells than knowing ‘for whom the bell tolls’; we have to look at the listeners as much as the ringers in order to understand their cultural significance in medieval Europe. This article has adopted a focus on culture and creativity in order to reflect on existing policies for the governance of large polycentric territories. Two trends, namely the increasing importance of regions in the urban planning field of study and culture as a strategic factor for territorial development, are combined to see how culture can be used as a strategic element within processes of regional development. Culture-led strategies are found to be instrumental to regional development, especially in territories undergoing a moment of inertia. The case of the Veneto Region shows that this momentum has now evidently also arrived in Italy. At a time in which the whole country is experiencing economic crisis, the Veneto region seems to be trapped in a transition stage between its successful past and the uncertainty of these days. While the Regione del Veneto is only somewhat trying to include culture and creativity in its official regional planning documents, some bottom-up initiatives have highlighted culture as a strategic factor for governing large territories and for their all-embracing development. In this context, culture and creativity can be seen as tools for governing territories that do not follow the policy orientation given by Regione del Veneto, but rather have a new understanding of regional governance taken forward by the private sector working together with the local administrations.  相似文献

Mass displacement of people due to violence poses a unique set of challenges for property restitution when people return to their homes after a long absence. This is particularly evident in rural areas where the dominant form of land holding is customary tenure. Violence‐induced displacement, unlike voluntary migration, challenges both customary and public legal‐administrative structures. The lack of written documentation of customary holdings and the importance of the support of community leaders means that incorporating returnees back into a community can be easier for those who choose to return, while reclaiming property without physical return is nearly impossible. This article seeks to make three contributions: 1) to note the diversity of return processes after long displacements in terms of timing and demographics; 2) to demonstrate that the nature of the claims people can make on customary tenure systems is at odds with international legal norms on property restitution after displacement; and 3) to introduce a set of observations and questions on how conflict can change customary law. The article is based on fieldwork conducted in Uganda, Liberia and Timor‐Leste, all countries with extended displacement where most of the rural land is held via customary claims.  相似文献
