Universities are increasingly seen as potential contributors to regional innovative capacity by serving as local knowledge conduits, bringing global state-of-the-art science and technology into the region. In practice, however, more active university engagement with their regional innovation systems is not as straightforward as it may seem. The article uses examples from a successful case by which less successful regions could be inspired. Our analysis considers how various forms of technological learning intersecting within Lund University around three distinct sectoral engagement efforts have been built up and how this created new structural regional innovation capacity.  相似文献

We present novel imaging results from a non-invasive examination of three ‘pattern-welded’ swords from the Viking Age belonging to the National Museum of Denmark, using white beam and energy resolved tomographies with neutrons. Pattern-welded blades are made by forge welding together thin strips of iron and steel that were twisted and joined in various ways, producing a decorative pattern on the surface. The study shed light on the inner structure of the composite material and manufacturing techniques of these admired examples of past technology, revealing some otherwise invisible details of their assembly methods, phase distribution and extent of the corrosion.  相似文献

In Mozambique, the current legal framework institutionalizes a rural–urban differentiation of local governance, allowing for elected representation in thirty‐three urban settings and the recognition of ‘community authorities’ in rural areas. This article deals with the latter by exploring the implementation of Decree 15/2000, which is the first legislation in post‐colonial Mozambique to formalize ‘traditional authority’. Views of traditional authority as either a ‘genuine’ African form of authority legitimized by traditional beliefs and practices, or as a form of power ‘corrupted’ by colonial rule, are inadequate for understanding the current situation. In formerly war‐torn Sussundenga District, kin‐based authorities drew on elements from ‘traditional’ and ‘state‐administrative’ domains of authority in order to be recognized. Varied definitions of tradition came to justify leadership, but the content on which legitimization was based defies any generalized Weberian dichotomy between traditional and modern/state types of office. Different sources of legitimacy sometimes foregrounded administrative needs and at other times maintained what became defined as traditional.  相似文献

An important contribution to the policy sciences, and to interorganizational research in particular, has been the introduction of the so-called policy network approach. Despite the fact that this approach has produced a multitude of concepts, it still lacks a theoretical scaffold. In this article it is argued that simply to refer to something called "network theory" is an unsatisfactory solution. It is suggested that one way of advancing the policy network approach is to apply collective action theory and explicitly regard different empirical appearances of network concepts as expressions of collective action. Six tentative building blocks of such a theory are suggested. It is further argued that the policy network approach would benefit from incorporation into a broader analytical framework such as the Institutional Analysis and Development framework. Finally, it is concluded that such an incorporation would advance our ability to understand the processes of policymaking and thus to fulfill one of the old commitments of policy analysis, namely to contribute to the refinement of policymaking processes in society.  相似文献

As a reaction to emerging regional imbalances, discussions regarding growth centre policy began in the Nordic countries during the latter part of the 1960s. At this time, a working group within the European Free Trade Association (EFTA) provided a policy option based on international theories from urban and agglomeration economics. Within the actual growth centre policies in Norway, Sweden and Finland, central elements from the EFTA concept related to the scale of the centres were, however, not adopted. Instead, growth centres were located to places that had a smaller population than the 30,000 inhabitants recommended by the EFTA concept. This outcome was related to the fact that the EFTA concept was adapted to the existing regional policy institutions. As these institutions were egalitarian and redistributive in character, the Nordic growth centre policies favoured a more dispersed settlement structure than suggested by the EFTA concept.  相似文献
