Trampling vs. Retouch in a Lithic Assemblage: A Case Study from a Middle Stone Age Site,Steenbokfontein 9KR (Limpopo,South Africa)

At the site of Steenbokfontein 9KR, virtually 80% of the lithic blanks presented retouch—an extreme proportion for Middle Stone Age assemblages. The high percentage of putative retouch led us to investigate whether post-depositional processes played a role in the preservation of the lithic assemblage. We designed and performed an experiment that reproduced all the archaeological conditions inferred from the site formation analyses to determine if the archaeological assemblage was trampled or retouched. We defined several qualitative attributes and studied both trampled and retouched experimental samples, and compared them to the archaeological material. We subsequently performed different statistical analyses and a correspondence analysis with all the macro qualitative attributes that we defined. We were then able to discern which attributes were the most eloquent variables and assess the usefulness of a multivariate analysis in discriminating between trampling and retouch.

NATIONALISME ET LUTTE DES CLASSES AU QUEBEC (NATIONALISM AND CLASS STRUGGLE IN QUEBEC)

Ninety-one percent of the natives of Quebec are wage earners suffering on their own territory a double alienation, socio-economic and cultural. The largely proletarized French-speaking population of Quebec is subjected on the job and often in its public life, to authorities who do not literally or metaphorically understand its language. The socio-economic status of the proletariat and its linguistic isolation reinforce its inferiority complex. It is only in literature that this situation is documented, assessed and used as a springboard for self-vindication. However, Quebec literature appears to be considerably ahead of the times. Popular culture, controlled by mass media and international corporations, marketing consumerism as ideology, dominate the contemporary scene. Such an ideology pretends to ignore class and ethnic distinctions and facilitates the quiet reproduction of the existing socio-economic order that treats Quebec natives as cheap labor. A growing class of Quebec intellectuals, however, has become aware of its dispossession, dispossession of its country and of its identity. This class strives to regain them, at least through the mediation of language and literature. Such a form of struggle for identity and recognition has a limited impact on the actual situation since Quebec nationalism is primarily an expression of a class struggle that could only find a victorious outcome in a rather unlikely proletarian revolution.     

Is there a need for a new cultural policy strategy in the Nordic welfare state?

Cultural policies have existed as a structural element of the Nordic welfare states from the very beginning. Today these policies are being re‐evaluated, and there are some indications that they may be gradually dismantled. Local cultural politicians in municipalities (cultural boards) and professionals (e.g. cultural secretaries) have become uncertain and anxious about their future role and legitimacy.

This new situation is addressed and analysed by using the ideas of Goffman's on‐and off‐stage representations, and Foucault's governmentality. Important background factors in the development of cultural policies both in the past, present and future are identified and used to explain the present unclear situation as a reflection of an existing cultural hierarchy or hegemony (see Gramsci). This paper also discusses the role of cultural professionals and local cultural politicians in the implementation of the Nordic cultural policies with references to examples from Finland and Sweden.     

THE CASE FOR REGIONAL DEVELOPMENT INTERVENTION: PLACE‐BASED VERSUS PLACE‐NEUTRAL APPROACHES*

ABSTRACT The paper examines the debates regarding place‐neutral versus place‐based policies for economic development. The analysis is set in the context of how development policy thinking on the part of both scholars and international organizations has evolved over several decades. Many of the previously accepted arguments have been called into question by the impacts of globalization and a new response to these issues has emerged, a response both to these global changes and also to nonspatial development approaches. The debates are highlighted in the context of a series of major reports recently published on the topic. The cases of the developing world and the European Union are used as examples of how in this changing context development intervention should increasingly focus on efficiency and social inclusion at the expense of an emphasis on territorial convergence and how strategies should consider economic, social, political, and institutional diversity in order to maximize both the local and the aggregate potential for economic development.
