Historical investigation of arid landscapes and communities in the American West has long focused on the pivotal influence of federal reclamation policy, typically characterizing its implementation as the application of scientific and technological methods to a variety of water resource management issues. This paper departs from traditional views of reclamation by highlighting the highly variable and contingent ways in which new science-based forms of water management were proposed and negotiated in specific local places with particular cultural, legal, and historical geographies. Drawing theoretically from literature on the ‘geography of science,’ the paper probes the ways in which authority for a scientific approach to water management was created, negotiated, and expressed in local and regional contexts in the Territory of New Mexico, where authoritative systems of practical resource use and administration had been in long use before the U.S. government initiated its federal water reclamation program in 1902. Specifically, the paper examines two disputes entered and argued in front of northern New Mexico’s Rio Arriba District Dourt between 1903 and 1905. By departing from the geographical and scalar perspectives typically applied to environmental histories of the West and its reclamation landscapes, this ‘microgeographical’ approach promises a fresh perspective that emphasizes the highly contingent ways in which science-based water policy was implemented in multiple and complex environments. 相似文献

What can professional land managers gain by consulting with local communities? Scientific knowledge provides valuable insights into the causes of environmental change and the processes by which it occurs but often lacks a historical dimension. Recollections of local people can supplement both historical records and scientific understandings of cause and process to achieve a more comprehensive picture of change over time. However, the process of memory is tied to life experience and is highly selective. Any attempt to use oral accounts in constructing a picture of environmental change over time must also include an analysis of the process of memory itself. Drawing on oral histories with long term residents of the Tumut region of NSW, this paper explores the nature of local environmental knowledge and evaluates oral history as a source of information for understanding environmental history and the impact of changing patterns of land use. 相似文献

A detailed study of charcoal burning activities has been made for the Zoersel forest (Northern Belgium) based on an inventory of charcoal kiln remains, the analyses of wood charcoal and other charred botanical macroremains and radiocarbon dating of 10 of these kilns. Age determination of the youngest kilns was refined by dendrochronological analysis of trees growing on top of these kiln sites. The results show that, although many kilns were found, charcoal was produced in Zoersel only at certain moments during late and post-medieval times suggesting that charcoal burning was not a part of the regular management practice of these forests. The wood used for the production of charcoal mainly consists of taxa of alluvial (alder) forests while the kilns are situated on sites that currently are rather dry, with an oak dominated vegetation. For the older kilns, this contrast could be explained by an important change in local soil conditions. The younger kilns may be related to the conversion of alder woodland to grassland in the lower parts of the domain, with the kilns being constructed in the nearby dryer woodland areas. 相似文献

ABSTRACTThis paper explores and reevaluates the place of Plato in the history of liberty. In the first half, reevaluating the view that he invents a concept of ‘positive liberty’ in the Republic, I argue for two claims: (1) that he does not do so, insofar as this is not the way that virtuous psychological self-mastery in the Republic is understood, and (2) that the Republic works primarily with the inverse concept of slavery, relying on entrenched Greek ideas about the badness of the status of being a slave and the actions and dispositions associated with it. Turning in the second half to seek Platonic innovation not in the domain of ‘positive liberty’ but in reflection on liberty as a political value, understood as the liberty of action of citizens within the laws, I argue for two further claims: (3) that as such a political value, liberty is limited and reshaped in both the Republic and the Laws to be compatible with obedience to rule / willingness to be ruled, ideally willing obedience; and (4) that for this limited and reshaped value to be secured, such obedience must be manifested not only in regard to a constitution’s laws, but also to the magistrates who hold office within it. 相似文献
