The study of public policy deals with subsystems in which actors cooperate or compete to turn their beliefs into policy solutions. Yet, most studies concern mature subsystems in which the main actors and their allies and enemies can easily be identified. This paper tackles the challenge of studying nascent subsystems, in which actors have begun to engage in politics but are uncertain about other actors’ beliefs. Actors therefore find it relatively difficult to identify their allies and opponents. Focusing on the Advocacy Coalition Framework, we examine three main ways in which actors might agree to support the same policy design before they decide whether or not to form long‐term relationships within advocacy coalitions: they see the issue through the same lenses, they follow leaders, or they know each other from earlier cooperation. We use the case of fracking policy in Switzerland and the UK as a key example, in which actors have begun to agree with each other, but where final policy outputs were not yet defined, and long‐term relationships not yet observable. We find that, when dealing with new issues, actors strongly rely on former contacts rather than shared ideologies or leadership.  相似文献

ABSTRACT

Few maps mirror the history of the twentieth century as closely as the International Map of the World (IMW). A proposal for a map of the entire globe on a scale of 1:1 million, using standard conventional signs, was presented at the Fifth International Geographical Congress in Berne in 1891 by the German geographer Albrecht Penck. More than two decades later, the final specification was finally published shortly before the outbreak of the First World War, a crisis that brought a halt to the international collaboration on which the project depended. The IMW’s fortunes waxed and waned over the next three decades, necessitating a major review of its continuing value after the Second World War. A new IMW Executive Commission under the chairmanship of John Kirtland Wright, Director of the American Geographical Society, was established at the 1949 Lisbon conference of the International Geographical Union. Drawing on Wright’s correspondence in the AGS archives, this paper examines the debates between the national cartographic agencies and related societies involved in the future of the IMW, with particular reference to the transfer of the project’s Central Bureau from the British Ordnance Survey in Southampton to the United Nations in New York in the early 1950s. This discussion, which focused mainly on the need to combine the IMW with an internationalized version of the US-dominated 1:1 million World Aeronautical Chart, reveals the on-going tensions between the ideals of scientific internationalism embodied in the IMW’s original proposal and the harsh realities of national self-interest in the early years of the Cold War.  相似文献

This article investigates the impact of knowledge capital stocks on total factor productivity (TFP) through the lens of the knowledge capital model proposed by Griliches (1979) , augmented with a spatially discounted cross-region knowledge spillover pool variable. The objective is to shift attention from firms and industries to regions and to estimate the impact of cross-region knowledge spillovers on TFP in Europe. The dependent variable is the region-level TFP, measured in terms of the superlative TFP index suggested by Caves, Christensen, and Diewert (1982) . This index describes how efficiently each region transforms physical capital and labor into output. The explanatory variables are internal and out-of-region stocks of knowledge, the latter capturing the contribution of cross-region knowledge spillovers. We construct patent stocks to proxy annual regional knowledge capital stocks for N =203 regions during 1997–2002. In estimating the effects, we implement a spatial panel data model that controls for spatial autocorrelation as well as individual heterogeneity across regions. The findings provide a fairly remarkable confirmation of the role of knowledge capital contributing to productivity differences among regions and add an important spatial dimension to discussions in the literature by showing that productivity effects of knowledge spillovers increase with geographic proximity.  相似文献

Actors within an ecology of games in a polycentric governance system have to choose from a large number of forums they could participate in. This article analyzes why given types of forums are important to actors, as compared to other forums. It shows that functions of an ecology of games, such as cooperation, learning, and resource distribution, influence the importance that actors attribute to forums. The empirical analysis focuses on cross‐sectoral forums, a particular type of forum that is specialized in coordination among actors from different societal sectors, such as government, private interest, or science. Analysis of survey data from eight cross‐sectoral forums in Swiss habitat and land use governance and their 159 members shows that cross‐sectoral forums are comparatively important to actors that perceive their forum to contribute to learning and resource distribution.  相似文献

European Union directives, along with their transposing arrangements in EU member states, can have unanticipated and sometimes undesirable impacts on certain regions and places. These include impacts on the use of space (e.g. new infrastructure or sprawl), governance, and on wider social, economic or environmental dimensions. Although ex-ante assessment of the potential impacts of EU initiatives has been carried out since 2002 through the European Commission's Impact Assessment procedure and also through national equivalents in some member states, important impacts are still overlooked, frequently because of their territorially heterogeneous nature within and between EU member states. This paper presents the results of the ESPON EATIA research project, in which a new territorial impact assessment methodology was developed for national and regional administrations in EU member states in order to inform their national positions during the negotiation of European draft directives and potentially other policy proposals.  相似文献

This article looks at the reconfiguration of the regulatory actors' network, as induced by the liberalization and reregulation processes in utility sectors. It investigates the changes in governance structures and patterns of collaborative ties between actors resulting from these processes. Applying stochastic actor‐oriented modeling (SAOM) to data on the liberalization of the Swiss telecommunications sector over two decades, we test whether and to what extent structural changes driven by liberalization and reregulation express themselves through network effects, that is, through changing patterns of interactions between political authorities, regulators, regulatees, and interest groups. Our empirical tests highlight a rearrangement of the regulatory network and a reorganization of relational patterns around new actors, such as the sector‐specific regulatory agency, coregulators, and new operators.  相似文献
