The intellectual relationship between Carl Schmitt and Max Weber has been a point of controversy for at least half a century. At the 1964 convention of the German Sociological Association, in honor of Weber's centenary, Schmitt was famously referred to as Weber's “legitimate student.” This article uses the chapter Schmitt specifically wrote for an edited volume in Weber's memory, published in 1923, as the starting point for juxtaposing the two scholars, and then expands the analysis to encompass a range of sources and commentaries. The comparison focuses on the approach of each of the two scholars to methodology and didactics, theory and conceptual use, as well as to the society/social science nexus. The article concludes by arguing that Schmitt performed a double rhetorical move: while styling himself as Weber's student, he then drew on that authority to assault Weber's liberalism and concept of scientific integrity.  相似文献

Abstract: This paper presents an argument for considering issues of class in analyses of communicative planning projects. In these projects, class interests tend to be obscured by the contemporary preoccupation with the class‐ambiguous category of “community”. Through a case study of a project of urban redevelopment at King's Cross in London, we conceptualize and map class interests in an urban redevelopment project. Three aspects of the planning process that contain clear class effects are looked at: the amount of office space, the flexibility of plans, and the appropriation of the urban environment as exchange or use value. These aspects structure the urban redevelopment but are external to the communicative planning process. The opposition to the redevelopment has in the planning discourse been articulated as “community”‐based rather than in class‐sensitive terms. We finally present three strategies for reinserting issues of class into planning theory and practice.  相似文献

Pre-Islamic beliefs and practices abound in Iran, albeit with an Islamic veneer, have been entirely islamicized. One kind of such surviving practices is that of rain making ceremonies. In this article, seven major rain-making ceremonies are categorized, described, and interpreted, including some regional variants thereof. Attention is paid to the fact that these ceremonies are not limited to Iran, but are also found in neighboring countries (Iraq, Turkey, India, Central Asia), thus showing that these are all survivors of common ancient religious archetypes.  相似文献

The renewed interest in Marxism that occurred in social sciences and humanities after the 2008 economic crisis has not yet found its counterpart in spatial planning. This paper examines what Marxist planning theory and practices could mean in the current conjuncture. It does so through scrutinising (1) the vibrant Marxist discourse in planning that existed in the late 1970s and early 1980s, (2) the recent history (since the 1980s) of planning theory and its relation to the political economy, and (3) the current political economic context (not least defined by the diabolic crisis). Where previous Marxist approaches to planning were very strong on analysing the political economy, I argue there is currently a need—with old hegemonies losing ground, communicative approaches losing support, and neoliberalism in the political economy losing legitimacy—to also discuss establishing alternatives.  相似文献

In this paper we discuss the ongoing restructuring of local cultural policy in Norway. Since the 1990s, we argue, the local cultural sector has been undergoing a structural change, in the form of a movement from institutions to events. As public resources granted to traditional local cultural institutions such as libraries and culture schools decrease, there is a rise in resources granted to new arenas of local cultural life, such as cultural festivals and culture houses. We explain this shift of balance from institutions to events in local cultural policy with reference to three types of mechanism. First, we point to the ‘flexibilisation’ of the cultural sector, which ensues from its sensitivity to changes in the funding of the local governments. Second, new forms of earmarked state funding schemes pull local resources in the direction of cultural festivals and cultural events. A third mechanism that explains the shift from institutions to events is local policymakers’ adoption of theories of culture as a source of urban and regional regeneration.  相似文献

The Monument to Victory in Bolzano, raised to remember Italian soldiers who fell in the First World War and to celebrate the victory over the Austro-Hungarian army, was contested from the moment of its installation in 1928. The German-speaking inhabitants of Bolzano were offended by its expression of Italian patriotism and the monument continued to symbolise the antagonism between the Italian- and the German-speaking population in the period following the end of Second World War. The monument’s explicit fascist propaganda attracted strong polemical reactions and some political groups even asked for it to be demolished. A recently-opened permanent exhibition in the crypt of the monument explores the twentieth-century dictatorships of Italy and their impact on Bolzano. Its historicisation offers a new interpretation of the monument – not one based on a schism between the populations of Bolzano, but rather one proposing reconciliation. This historicisation happens through the contextualisation of the monument, an efficient tool for the ‘desacrilisation’ of politically charged buildings; by exposing the detested ideology that they represent, they are stripped of their original ‘sacred’ character. This process also shows that it is possible for controversial, politically significant structures to become legitimate parts of a country’s modern heritage.  相似文献

The article comments on the ongoing de‐Europeanisation and re‐nationalisation of Europe from a historical perspective. The article argues that the building of national community from the 1870s onwards focused on the problem of social integration where the development of emotional feelings of belonging and solidarity was linked to the building of institutions for social politics in mutually reinforcing dynamics. The social question emerged in the wake of the spread of industrial capitalism. Its role is underexplored in the study of the building of national and European communities. The social question draws attention to the institutional capacity of nation states rather than nations based on emotions. Nationalism did not only mean the building of friend‐ enemy distinctions through ethnicity but also national socialism as a conservative reform strategy against class struggle socialism. This contention between two approaches to the problem of social integration moulded together national communities through emotions and institutions without deploying the concept of identity. The article outlines this development, culminating in the (West) European welfare states as nation– states in the strong sense of the merger of these two terms, and how it came to an end in the 1970s when a reverse development began towards social disintegration at the end accompanied by accelerating nationalism and xenophobia. The identity concept was mobilised in 1973 as a tool in the European integration project to compensate for the erosion of social institutions by means of emotions. It was taken over and politicised from having been a technical term in mathematics and psychoanalysis. The politicisation of the identity concept was an indication of a deep identity crisis in Europe and its nations. The identity therapy failed, and the identity crisis remains, accompanied by an ever louder nationalistic and xenophobic vocabulary. Emotions replace institutions. The methodological focus of the article is on the semantics around key concepts such as social politics, solidarity and identity in their historical context as forward‐looking and action‐oriented concepts in the construction of community. This approach with a focus on past futures is an alternative to the application of the retrospective analytical concepts of ethnic and civic nationalism outlining present pasts.  相似文献

ABSTRACT

The paper investigates the relationship between the Swedish development agency Sida and Cultural Heritage without Borders (CHwB), a facilitating organisation in the field of cultural heritage in Bosnia and Herzegovina (BiH) following the Bosnia War. From 1995 to 2008 CHwB was the only NGO in BiH working to preserve cultural heritage, and was almost exclusively funded by Sida. From having been an organisation focusing on the restoration of historic monuments, CHwB transformed into becoming an NGO facilitating social and economic development. The paper suggests that CHwB gradually changed from having a very particular position of working with the preservation of an ethnically diverse cultural heritage with the aim of promoting reconciliation, to one where it needed to focus on reconstruction and its implications for economic development. By analysing a large number of key documents using Norman Fairclough’s critical discourse analysis this change is interpreted in relation to changes taking place within the landscape of international aid and post-conflict recovery.  相似文献
