Throughout the US there is an increasing debate about the nature of urban development, including such aspects as suburban sprawl and continuing central city poverty. This debate is driven by a range of motivations, including concerns about the effect of growth on the environment, quality of life, government efficiency, economic competitiveness, and equity. Several metropolitan areas have developed new governmental and fiscal structures or land use policies to address problems caused by growth, or by inequalities within regions. A detailed case study of Chicago shows how different groups deal with these issues politically. The article concludes with an overview of the policies most likely to be successful.  相似文献

Archaeology undertaken in overtly politicized environments creates situations and data that archaeologists are not positioned to control either in the moment or in perpetuity. This commentary examines the five diverse, revealing case studies that appear Archaeologies 2.2 and 3.1 and identifies the underlying dynamics that can create both an ethical burden for archaeologists and potentially charged, even dangerous, situations for others. These include archaeological heritage management demands and failures; contrary heritage valuation; restriction of associations with potential heritage resources; balancing archaeological research goals against local economic, political and social aspirations; and the complex trans-border reality of archaeologically identified societies that complicates heritage deployment in modern contexts. Whether or not activist engagement or outcomes are part of our practice or intention, there is no such thing as a value-free archaeological outcome.  相似文献

Abraham Flexner's 1910 exposé on medical education recommended that only two of the seven extant medical schools for blacks be preserved and that they should train their students to "serve their people humbly" as "sanitarians." Addressing charges of racism, this article traces the roots of the recommendation that blacks serve a limited professional role to the schools themselves and presents evidence that, in endorsing the continuance of Howard's and Meharry's medical programs, Flexner exhibited greater leniency than he had toward comparable schools for white students. Whether his recommendations to eliminate the other five schools were key factors in their extinction is addressed here by examining 1901-30 enrollment patterns. Those patterns suggest that actions of the American Medical Association and state licensing boards, combined with the broader problem of limited premedical educational opportunities for blacks, were more consequential than was the Flexner report both for the extinction of the schools and for the curtailed production of black doctors.  相似文献

Immigrant-receiving societies are increasingly emphasizing the need for immigrants to integrate into mainstream life. In Britain, this trend has manifested itself in ‘social cohesion’ discourses and policies. Discussions about social cohesion have often focused on the residential patterns of immigrant and minority groups in British cities, with the assumption that residential patterns are an indication of social integration. Integration, however, is also a socio-political process by which dominant and subordinate groups negotiate the terms of social membership. We explore the ways in which British Arab activists conceptualize their membership in and responsibilities to their places of settlement; we also consider how they reconcile notions of integration with their connections to their places of origin. Our study participants speak of the need for immigrants to participate actively in their society of settlement, but they reject the idea that integration requires cultural conformity or exclusive loyalty to Britain. Their definition of integration as a dialogue between distinctive but equal groups sharing a given place provides a normative alternative to social cohesion discourses.  相似文献
