Newly established multilateral development banks promote green finance and support a green transition in the global South. This article examines the new multilateral development banks using a dynamic view and documents the projects and lending preferences of New Development Bank (NDB) in Brazil and Asian Infrastructure Investment Bank (AIIB) in Turkey. While AIIB and NDB have made it easier for global South actors to access infrastructural investment funding and are committed to expanding green lending, their commitment rests on the use of country systems and national financial intermediaries. This results in extending loans for projects with significant risk and ignoring the broader connections of the projects to the environmentally hazardous strategies of capital accumulation. Despite their strong green discourse, their design and the way their mandates have been interpreted render new multilateral development banks prone to business as usual.  相似文献

Structural walls of old historical structures are either blind or have openings for functional requirements. It is well known that in and out of plane responses of structural walls are affected by the size, locations, and arrangements of such openings. The purpose of this investigation is to study the window opening effects on static and seismic behaviors of historical masonry old mosques. Fatih Mosque, which was converted from a church, constructed in 914 in Trabzon, Turkey, is selected for this purpose. The mosque is being restored. Structural exterior walls of the mosque were made using stone and mortar materials. When the plaster on the walls was removed during the restoration, 12 window openings were found as blind on the exterior structural walls of the mosque. Within the scope of restoration works, it is aimed to open such blind windows. In order to investigate the effects of the window openings on the structural behavior of the mosque, 3D solid and finite elements models of the mosque with and without window openings are initially developed. The experimental dynamic characteristics such as frequency, damping ratio, and mode shapes of the current situation of the mosque, where some windows openings are blind, are determined using Ambient Vibration Testing. Then, the finite element model of the current situation of the mosque is updated using the experimental dynamic characteristics. The static and seismic time history analyses of the updated finite element model with and without window openings are carried out. Structural behaviors of the mosque with and without window openings are compared considering displacement and stress propagations.  相似文献

Investigation of the reciprocal relation between individuals and space within its cultural and historical evolution allow us to conceive the intrinsic qualities and dynamics of any space in its context and to develop new conceptions to explain what kind of a place it is. Oral history provides opportunities to listen to the voice of space as well as a new way to discover its unique and different characteristics that give the users the feeling of belonging and place attachment. In this study, the place of oral history method in historiography, its use in diverse disciplines related to the shaping of urban space, such as urban planning and architecture, and the possible contribution of oral history to planning and designing urban space are discussed. It is revealed that the use of oral history in research and practice can give effect to develop a sense of belonging for all users and to achieve sustainability of urban memory. For this reason, place-based studies and utilization of oral history method within them are of significant importance, for either acquiring the knowledge embedded in memories or understanding the expectations of users or to provide solutions to place-based problems.  相似文献

The epistemological and educational philosophy of John Dewey is used as a theoretical basis to analyze processes of knowledge construction during geographical field studies. The experience of landscape drawing as a method of inquiry and a starting point for research-based learning is empirically evaluated. The basic drawing skills are acquired through an online drawing course. The main aim is to foster the self-organized acquisition of relevant skills to explore, describe and reflect on subjective mental and linguistic concepts in relation to scientific landscape models. The results, based on an evaluation of the students’ drawings, their responses to questionnaires and a review of students’ “reflective notes”, indicate that the approach motivated students to learn about the processes which formed the landscape and that the students perceived the method of inquiry after Dewey as a way to overcome cognitive dissonance.  相似文献

ABSTRACT

Recent historiography on Nazism has taken what has been coined ‘the imperial turn’. The key issue at stake is to what extent Germany’s expansionist policy between 1939 and 1945 could be considered a variant of the more general historical phenomenon of (modern) imperialism. Over the course of the last two decades, all sorts of continuities and parallels between traditional European colonialism and Nazi imperialism have been analysed. In these studies, a top-down approach is prevalent, concentrating on ‘Berlin’, Nazi politics and leaders. This article chooses a different perspective, bringing actors of a lower level to the fore. The focus is on the Dutch contribution to the Nazi policy of ‘Germanization’ of the occupied East. Between the summers of 1941 and 1944, over five thousand Dutch civilians voluntarily left their homeland to be employed in the so-called German occupied eastern territories. Although their contracts were often temporary, they were seen (and saw themselves) as the first group of ‘pioneers’ of a giant colonizing project. This article investigates the Dutch organizations coordinating their recruitment and employment, and zooms in on the expectations and experiences of individual recruits. With the Dutch case as an example, the article points at the broader historical context of the Dutch efforts. At the same time, it shows that this junior partner of the German had his own colonial agenda. The incompatibility of both agendas inevitably led to false expectations, caused a general sense of disillusionment on both sides and led to many frictions ‘on the spot’.  相似文献

ABSTRACT

In the mid-eighteenth century music underwent a sudden and drastic revolution when composers “discovered” a new dimension to their art. This had immense repercussions on the philosophy of art, for the music created before and after this divide represents two different species of aesthetic experience, which in due course affected our understanding of the meaning and import of the other arts as well. Despite the immense aesthetic repercussions of this Copernican revolution in music, philosophers of art seem not to have taken much notice of it. This essay details the emergence of the relevant musical criteria during the eighteenth century and dwells on their long-term impacts on the philosophy of art.  相似文献

Across cities, one observes similarities in poverty and earnings of individuals within the same neighbourhood. Are these similarities due to causal influences neighbours exercise upon each other or to spatial sorting? We analyse this within the frame of a fixed effects model, estimated on a register-based panel covering all residents of two urban areas in Norway over the years from 1997 to 2011. We find a significant depressing effect of the share of low-earners in the neighbourhood on individual earnings in the capital region - Oslo. Our estimates of the impact of neighbourhood poverty are small in magnitude compared to what is found in other studies. In the other, less central area studied, we do not find any such effect. It is tempting to speculate that sorting and neighbourhood effects are less intense in urban regions with a smaller menu of neighbourhood choices. In the ongoing coronavirus disease 2019 (COVID-19) crisis, uncertain and experimental forms of governance have emerged. Administrative routines and established management techniques have dissolved amid emergency actions and management by the state of exception. We refer to these emerging governance forms as transformative governance. Discussing examples from Switzerland, we illustrate how policy responses to COVID-19 reflect transformative governance. These examples raise four issues that characterize transformative governance research and practice: (i) the evidence base of policy-making; (ii) the role of the state in transformative governance; (iii) the potential of experimental governance; and (iv) the paradigms driving policy change. Our study demonstrates that these issues imply different opportunities and risks of transformative governance, which we discuss in detail.  相似文献
