United States interest in and involvement with Black Africa under colonial rule began in the immediate years following the Second World War when Africa was seen primarily as an adjunct to European recovery with economic requirements predominating. When the continent assumed political importance for American Cold War policy, Washington began to grapple with the dilemma of winning African support and preserving the alliance with European colonial powers. The African dimension was seen as having future significance in the Cold War while the Atlantic alliance served present Cold and hot war planning needs. After a brief attempt to portray colonialism in a positive Cold War light and develop a more independent policy, Washington reverted to working with the colonial powers towards implementing the common goals of self-government. It was defined in the latter part of the first Eisenhower administration as providing the best political compromise in the Cold War while offering the prospect of mutually profitable relations with dependent African countries.  相似文献

Britain attempted to create an informal empire in the Middle East and used the British Middle East Office to sponsor development work precisely to attain a significant influence in the region, one that would salvage a fair share of rapidly declining imperial power. Environmental initiatives, many of them focusing on forestry, composed a key element of this programme. However an informal empire did not ensue. This led the Foreign Office, and many historians, to overlook the importance of the BMEO. This article explores how the environmental reforms proposed by British advisers radically changed land use in the Middle East between 1946 and 1970, and left behind a remarkable legacy of conservation.  相似文献

The link between the Cold War and decolonisation is tackled by using the uniqueness of the complex Congo crisis and its neo-colonial elements, with a focus on agents and specific policies rather than theories and general themes. The ‘real’ Cold War is essentially defined as that followed by Kennedy, with its priority in the early 1960s, among the Cold War’s many different constituent elements, taken to be the winning of newly independent African nations to the socio-economic values and hoped-for developmental benefits of Western capitalism. The importance of using soft power to defeat the ideology of communism, as opposed to containing the allegedly expansionist Soviet aims in Africa, is highlighted. Clear distinctions are made between the Kennedy administration and those of Eisenhower and Johnson. Interpretations of decolonisation using the Congo’s particular neo-colonial circumstances have been rare, and interpretations of decolonisation in the Congo also require some qualification. In particular the role of the colonial state and its ‘partnership’ with private European enterprises, established under King Leopold, had economic consequences for the Belgian decolonisation process. The importance of the role of financial capital, as opposed to business interests simply represented through trade and industry, is emphasised. The role of the UN and its secretary general is also highlighted but not by using inaccurate perceptions of Hammarskjöld’s neutral Cold War stance. The different positions taken by the Belgians, the British and the Americans, embodying conflict and cooperation in different forms, are analysed at different times with the important consequences of the Belgian refusal to comply with UN Security Council Resolutions highlighted. The need to limit the damage from that and from the neo-colonialism of secession is analysed. Exaggerating the causal consequences of Soviet actions and accusing Lumumba, despite evidence to the contrary, of being a communist or vehicle for Soviet influence was what brought the Cold War to the Congo. The British refusal to do more than decline to support openly the neo-colonialism in Katanga, particularly by supporting action likely to end secession, threatened to damage relations with the US. Such action, which could have led to more military action, would have contributed to the success of US policy in the ‘real’ Cold War but at the expense of those British investors who were the main financial backers of the Conservative party.  相似文献

This essay demonstrates that disagreement about how to characterize intellectual humility masks deeper disagreement about the ends the intellectual virtues are meant to serve. This has been largely unacknowledged in discussions of intellectual humility, and of the intellectual virtues generally. Despite disclaimers, contestants often proceed as though there is an available unified account of the virtue that, with enough persuasion, all could be brought to accept. This essay contends a shared account is unlikely and therefore such persuasive efforts miss the point. What is needed, rather, is more attention to the kinds of desiderata that are being privileged in the various accounts: what are the conceptions of human nature and human flourishing driving different accounts? I use a simple method to make my case. I begin with the two best contemporary efforts to characterize intellectual humility. I show why each side's attempts to persuade the other are likely to fail. I then show that even if some unified account of intellectual humility could be cobbled together from these two proposals, it could not capture at least one historically influential account of intellectual humility, one found in the writings of Augustine. In a concluding section, I offer an interpretation of why the project of finding a shared account of intellectual humility seems sure to fail. I argue that liberal political commitments drive much of the contemporary discussion of the intellectual virtues, and the extent to which agreement seems attainable is correlative to the extent we are willing to allow liberalism to determine the desiderata for an account of the virtues.  相似文献

Variability in faunal assemblages from different sites and/or from different time periods is often attributed to economic or taphonomic factors. The role of sharing on faunal remain distributions is compared to other factors that have been suggested to influence these distributions, such as hunting skill. Faunal species and skeletal elements are compared among three hunter—gatherer camps that form a sharing network. These are contrasted with those of two other hunter—gatherer camps located at the same Kalahari community occupied by an unusual family that is a relative isolate in terms of sharing. The effect of sharing on equalizing variation in hunting success as reflected in the faunal remain inventory is explored from the five camps inventoried in 1990. Complicating factors which tend to affect faunal remain frequencies are also examined, such as cooking technique and dogs. All faunal remains visible on the surface of each camp were recorded according to species, element or fragment portion, age (mature or immature), and, when possible, side. At all but one camp, surface faunal remains were recorded both before and after ethnographic observations during the dry season of 1990. In addition to hunting success, all occurrences of sharing and consumption of meat were recorded during these observation periods and those conducted on and off between 1987 and 1992. Although participation in a sharing network obscures differences in hunting skill in the archaeological record, sharing impacts on faunal assemblages in interesting ways that are potentially archaeologically visible. Sharing in strongly egalitarian societies levels unequal hunting skill that could otherwise affect faunal remain frequencies, taxa richness, meat weight, and other indices measured here. In these societies, sharing reinforces social bonding between kin and friends in ways that help unit families from different camps.Zooarchaeologists have become accustomed to high levels of confidence in their inferences about the origins, functions, and responses to stress of animal remains. This confidence rests on the causal and functional links between attributes of these remains and the processes and contexts which generate them. Their investigations are presently moving toward wider inferences about the context and functions of bones in ancient hominids' behavioral systems… Zooarchaeologists now need a different set of inferential strategies than that which characterized their preceding phase of research.
