New evidence for the Byzantine Church of the Holy Apostles from Fatih Camii, Istanbul

The Church of the Holy Apostles was one of the most important buildings in Byzantine Constantinople. The mausolea of Constantine the Great (the main imperial burial place until the eleventh century) and of Justinian I were in the complex surrounding this vast cruciform church. Nothing of this complex appeared to have survived its demolition to clear the site of the Ottoman mosque complex of Fatih Camii after 1461. Fieldwork in 2001 recorded walls pre–dating the fifteenth–century phase of the mosque complex, still standing above ground level and apparently including a large rectilinear structure. This is identified as the Church of the Holy Apostles and an adjacent enclosure may be that containing the mausoleum of Constantine the Great. The reconstructed church plan resembles those of St John of Ephesus and St Mark's (San Marco), Venice – churches known to have been modelled on the Church of the Holy Apostles, Constantinople.     

Working Towards Regional Agreements: Recent Developments in Co‐operative Resource Management in Canada's British Columbia

Canada's experience with ‘regional agreements’ has attracted considerable attention in Australia as a means by which Indigenous people can secure their native title rights to land and sea and ensure they can participate in the development and management of their homeland territories. However, regional agreements implemented in Canada thus far have often taken years to negotiate. To provide a degree of certainty for resource management and decision‐making while the native title claims process is underway, Canadian governments have proceeded to establish interim resource use and management agreements with Indigenous communities. While both governments and Indigenous people stress that interim arrangements do not replace or limit the scope for future claim settlements, it is recognised that the development of such co‐operative relationships will make long‐lasting formal agreements easier to achieve. This paper draws on several recent examples of interim agreements that have been negotiated for the salmon fishery resource in the Skeena River catchment, and considers how these local experiences offer useful approaches for resource management and native title issues in Australia. These examples demonstrate the importance of building shared understandings of resource values and management approaches prior to cementing co‐management partnerships in formal settlements. They also show some of the problems and prospects facing Indigenous peoples in their efforts to benefit from such co‐management agreements.     

Mapping Submerged Landscapes Using Multibeam Bathymetric Data: a case study from the north coast of Ireland

This paper outlines work currently being undertaken to reconstruct submerged archaeological landscapes off the north coast of Ireland. This research uses the recently‐completed Joint Irish Bathymetric Survey (JIBS), which has provided full‐coverage high‐resolution multibeam bathymetric data for the sea‐bed off the north coast. This data has been examined for evidence of past sea‐level change and been used to produce palaeo‐geographic reconstructions of the past landscape, which in turn have facilitated the identification of ten areas of high archaeological potential. The results presented here will form the basis of a future programme of archaeological survey and prospection. © 2010 The Authors     

Partnerships for Social Change in the Canadian North: Revisiting the Insider–Outsider Dialectic

In the two decades since Alexander Lockhart's seminal article on the insider–outsider dialectic in native socioeconomic development, a great deal of change has occurred in the Canadian North and new challenges have emerged for community‐based participatory research and development. This is particularly the case in the Northwest Territories, where Aboriginal communities are facing for the first time the triple challenges of Aboriginal land claims implementation, Aboriginal self‐government, and a boom in mining and petroleum development. Increasingly, participatory methods in research and community development are being co‐opted to serve state or corporate interests, far from their radical origins in movements for social change. A historical analysis is called for that accounts for the contradictory and contested social contexts in which participatory activities are imbedded. This article suggests that a return to the roots of the participatory method requires the creation of a new autonomous space of resistance. The academic outsider is uniquely positioned to facilitate critical interventions in both community and university contexts. The resulting convergence of critical outsider and insider has great potential in the forging of new knowledge that can contribute to self‐determination beyond the bounds of the state.     

Vagrant,Convict, Cannibal Chief: Abel Magwitch and the Culture of Cannibalism in Great Expectations

Charles Dickens’s Great Expectations opens with a jolt, as Abel Magwitch – an escaped convict – pounces on the narrator and protagonist, Pip. Despite this rather dramatic introduction, and the pivotal role that he goes on to play in the plot, Magwitch has never been given the sustained critical analysis that he warrants. More often than not he has been treated as one of Dickens’s infamous ‘flat’ characters; a kind of ‘pantomime wicked uncle’, in the words of George Orwell. This is a critical legacy that this paper seeks to redress. Seeing Magwitch as an essential element in Dickens’s critique of mid nineteenth-century society, this paper examines Magwitch’s largely ignored peripatetic and homeless past. By contextualizing Magwitch in his role as a vagrant outsider, and then exploring how this marginal position nuances the cannibalistic appetite he displays in the first pages of the novel, I argue that Magwitch’s violence and ‘savagery’ forms a foil for the more sadistic practices of civilized society. In doing so I position Magwitch at the dark heart of Dickens’s social pessimism, and re-evaluate the culture of cannibalism that we see in Great Expectations.     

A Micro Model of Problem Definition and Policy Choice: Issue Image,Issue Association,and Policy Support of Power Plants

Past research on problem definition and public policy primarily focuses on the macro-system level. In this study, we propose a micro model of problem definition and policy choice at the individual level. We argue that while individual citizens' problem definitions and policy preferences are rooted in and filtered through their predisposition characteristics (such as socioeconomic status, political orientation, and informational base), their policy choices also strongly depend on how they define public issues, particularly how they perceive the image of an issue at hand and how they associate the issue with other public issues. Our empirical analyses, based on data from a national public survey on energy and power plant issues, support the key propositions derived from our theoretical model. Key contributions to and implications for policy studies are discussed in conclusion.
